Spinal disc dislocated: pro-democracy legislator Ray Chan dragged across the floor in LegCo Scuffle
Beijing loyalist: I was just taking the trash out

Scuffles broke out on May 8 in the highly controversial LegCo House Committee meeting chaired by pro-Beijing legislator Starry Lee. Beijing loyalist Kwok Wai-keung was filmed holding onto the collar of pro-democracy legislator Ray Chan's shirt, causing him to lose balance, and dragging him across the legislature's chamber.

Kwok responded to the incident today, likening himself to a janitor "taking out the trash". He counterclaimed that he was only trying to stop Chan from being too close to the podium.

Chan was diagnosed with inter-vertebral disc dislocation upon visiting the emergency room. He plans to file a police report and sue Kwok.

Mother's Day in Hong Kong, 2020

"On a day in November 2019, more than 80 people were mentioned in the West Kowloon Magistrates' Courts late at 11pm because of their participation in the anti-extradition law protests.

Among them, a 17-year-old was charged with rioting. When most of the defendants left the court shying away from the cameras with the umbrellas brought by their families and supporters, the mother of this 17-year-old young man chose to walk out of the court with pride and their family agreed to be interviewed by foreign TV stations.

The mother held her son's arm and her son tapped her on the shoulder. Their support to each other was beyond words.

Since he was under 18, I needed the parent's consent to use his photo. Outside the court, his mother said, "Certainly, for he did nothing wrong."

I wish her and many other mothers, especially those separated from their children this year, a Happy Mother's Day."

Police officer was caught on camera with both hands spread out like a bird fluttering its wings. Police claimed subsequently that the officer was only signalling with both hands, and the technique was acquired from an exchange with the Victoria Police. Victoria Police denied the claim on 5 May in an email reply

The #UK Government’s new global human rights regime will see the introduction of ‘Magnitsky-style’ sanctions. The legislation will soon be placed before parliament. Such sanctions will allow the UK to impose restrictions on those individuals responsible for egregious human rights abuses across the world. This may include imposing sanctions on senior police and administration figures in Hong Kong, to protect the rights and safety of #Hongkongers as well as the #autonomy and #freedom of its people.

UK MP urges Hongkongers to provide evidence of Police brutality

(2 May) Luke de Pulford, a member of the Conservative Party Human Rights Commission, recently asserted his belief that the British Government should carry out an investigation on Hong Kong’s police brutality. He specifically mentioned Rupert Dover, David Jordan and Justin Shave, Britons serving in the territory’s police force, and appealed to the public for evidence of their involvement.

As of 29 April, de Pulford named the three as ‘key perpetrators’ on his Twitter account and insisted the UK government’s responsibility to carry out investigations on the conducts of its nationals. This was reiterated yesterday, when Luke announced that he is currently gathering evidence on the three in relation to a lawsuit. Once again, Luke urged the Hong Kong public to provide evidence as assistance.

Fu Lum Restaurant: Gets HKD180m from the Government, Fires Staff Without Paying Salary. Hong Kong Confederation Of Trade Unions Speaks Up.

Fu Lum Group, which owns several Chinese restaurants in Hong Kong, is eligible to get around HKD180 millions from the government’s anti-epidemic fund.

While the government aims to “save” Hong Kong workers from being jobless with the anti-epidemic fund, Fu Lum Group fired its staff recently despite having the funding and not paying these workers their salary and severance pay.

The affected staff sought help from the Hong Kong Confederation of Trade Unions, who initiated going to Fu Lum restaurant in Mei Fu to discuss this pressing issue with the restaurant's Human Resources Department.

Police officers, plainclothes and uniformed alike, were heavily deployed in Fu Lam Restaurant, setting up cordon line. They arrested two young ladies who spoke up for the affected staff at the scene. They refused to explain the reason of arrest to the press.

Why should Britain help Hong Kong people put on face masks

It is more than preventing the spread of COVID-19.

When in October last year Hong Kong Chief Executive Carrie Lam announced a sweeping ban on face masks at protests, Hong Kong people responded by filling streets with their faces wearing paint, cartoon masks, and even paper bags.

Lam's Prohibition of Face Covering Regulation was introduced through an oppressive colonial-era emergency law - the Emergency Regulations Ordinance (Cap. 241), enacted in 1922.

Authorities are empowered by that law to censor the media; seize property; take control of all transportation, manufacturing and trade in the city; and detain people for lengthy periods of time.

Legal experts argue that the original emergency laws such as Cap. 241 were inconsistent with the Basic Law, which is the de facto constitution of Hong Kong.

As a treaty between the PRC and Britain, the Sino-British Joint Declaration provides that the basic policies of the PRC regarding Hong Kong after 1997 will be stipulated in the Basic Law, and will remain unchanged for 50 years.

The above-stated basic policies include that Hong Kong will enjoy a high degree of autonomy; the then life-style will remain unchanged; and rights and freedoms of the person, of speech, of the press, of assembly, of association, of travel, of movement, of correspondence, of strike, etc. will be ensured by law in Hong Kong.

Constitutional critics worry that Lam has set an abysmal example in that the leader may arbitrarily pass legal regulations without consultation, and she may even extend the restriction to a curfew or martial law. Is it justifiable for Lam to invoke the emergency ordinance without public consultation or voting by the legislature?

The purpose of the Emergency Regulations Ordinance was to put Hong Kong under tight colonial control by the British empire. Given Hong Kong is not a colony anymore, its use by Carrie Lam becomes more questionable.

The colonial-era Emergency Regulations Ordinance grants extensive powers to the Chief Executive to pass measures on ambiguous grounds such as 'public emergency' and 'serious public disorder.' Neither of these terms are clearly defined, and they could be interpreted broadly or even arbitrarily. Further, it raises the question of why Lam invoked the emergency law to ban wearing masks in protests while insisting that Hong Kong was not under a state of emergency?

When the Basic Law, being part and parcel of the Joint Declaration, is contravened under the influence of the Chinese government, the British government should put it right.

British politician Paddy Ashdown emphasized that the UK must denounce the abuse of colonial laws. He also considered that colonial-era laws could be tools of the armoury of authoritarian regimes.

Likewise, Chris Patten, Britain’s last colonial governor of Hong Kong, stated that “I hope we can … count on the British government to call out China for its breaches of the [Sino-British] Joint Declaration and to watch carefully for future attempts by Beijing to undermine the rule of law and to corrupt the electoral process in the months ahead.”

“Britain has the right to raise any breaches with China after 1997. We would not hesitate to do so”, the then British Prime Minister Margaret Thatcher stated in 1984.

Thus, Britain should and can rectify Hong Kong's situation by exercising its rights as a party to the treaty Sino-British Joint Declaration.

It is about commitment, commitment of the former sovereign state of Hong Kong.
