Riot police pepper-sprays reporters, interrupting pro-democracy gathering

Raising public concern on National Anthem Law, netizens called for "Lunch with You" gathering in Central today. Riot police marched into IFC mall at around 1pm, warning civilians of the risk of violating the gathering ban. Soon afterwards, police cordon line was set up in the atrium.

Around 20 minutes later, riot police deployed pepper spray targeting both bystanders and at least 4 reporters were drenched in pepper spray. Medics on the scene rushed to attend to those injured, showing agony and resentment.

While civilians on the scene chanted protest slogans, riot police hurl insults at them urging them to leave. A student reporter from Baptist University was subdued and later arrested. Fine tickets were again issued arbitrarily to those on the scene.

At 2:30pm, Starry Lee, the chairperson of the pro-Beijing DAB party, moved forward with a House Committee meeting, citing that the filibuster on the House Committee chair election was taking too long and had interfered with the operations of the House Committee.

Pro-democracy legislators Chu Hoi-Dick, Tanya Chan, Hui Chi-fung, and Raymond Chan protested against the decision by chanting "Starry Lee has no power [to break the filibuster and move forward with a meeting]", as verbal fights descended into fist fights between the pro-democracy legislators and security, joined by pro-Beijing legislator Aron Kwok.

As brawls broke out in the chamber, Starry Lee ordered security to expel pro-democracy legislators, including Alvin Yeung and Jeremy Tam, who were not involved in the fights. The pro-democracy vice chair of the House Committee, Dennis Kwok, also attempted to instruct security to expel pro-Beijing legislators involved in the brawls, but such instructions were ignored by the security personnel who seemed to take orders only from Starry Lee.

Pro-democracy legislator Dennis Kwok, vice-chairperson of the House Committee, announces:

1) He has the right to chair the House Committee meetings. Starry Lee's chairing of the meeting as the "former chairperson" and a candidate for the role of "chairperson" is illegal and violates the house rules of the Legislative Council.

2) Denounces pro-Beijing legislator Aron Kwok's physical assault on pro-democracy legislator Ray Chan by dragging him across the chamber.

3) He has instructed security to expel Starry Lee from the chamber, but security did not follow his instructions, and instead only followed Lee's orders.

4) The expelled pro-democracy legislators can now re-enter the chamber.

Reporters Violently Chased Away, Equipment Broken and Injuries

Netizens initiated "Lunch with you" in IFC, Central this afternoon. A HKBU editorial broad member was overpowered and brought to backstairs by police. The following reporters were shoved by the PSU and PPRB officers. A sergeant shot pepper spray to the journalists in a short distance, leading to a chaotic scene. At least 4 reporters suffered from severe burns from pepper spray and were waiting for the emergency treatment. Some of their equipment were broken when police officers advanced.

Lone pro-democtacy voice left in the LegCo chamber, Security Guards Claimed "seriously injured" by papers

As pro-democracy legislators were ejected from the legislative chamber, Fernando Cheung Chiu-hung remained inside as a representative for the pro-democracy camp.

Cheung's assistant, Kwok Wing-hin, threw a pile of paper copies of the LegCo House Rules from the observers' stand into the chamber, and members of the LegCo security immediately fell over, claiming to be "seriously injured" by the papers.

More than 10 security personnel surrounded and dragged Kwok out from the observers' stand, and Cheung and his other assistants were also surrounded and beaten by security. Kwok later said that the pile of house rules fell from his hands accidentally.

Lone Pro-Democracy Voice Left in LegCo Mocked by Beijing Loyalists, Later Ejected

As the only pro-democracy lawmaker left in the chamber, Fernando Cheung protested against Beijing loyalist Starry Lee's behaviour, yelling from his seat "Starry Lee you overstepped your powers!" non-stop for 30 minutes.

Beijing loyalist legislators including Michael Chung-hung Luk and Alice Mei-kuen Mak of the Hong Kong Federation of Trade Unions made fun of him, saying, "Poor man, he has shouted long enough to be given a glass of water." They proceeded to ask if there is any paper cup. "It's better to give him a paper cup, not a glass one."

Another 30 minutes later, Peter Shiu from the pro-Beijing Liberal Party asked Lee to eject Cheung, citing that he had disrupted the meeting for over an hour. Cheung was ejected by security at Lee's order, and there is no pro-democracy legislators left in the chamber.

Alvin Yeung: Internal Meeting Chaired by Starry Lee Involves Conflict of Interests

The Legislative Council House Committee met on May 8, and was supposed to be chaired by the Vice-Chairman of the Internal Council, pro-democracy lawmaker Dennis Kwok.

Tanya Chan of Civic Party raised the issue of regulations and was concerned about whether the meeting provide sufficient time to discuss the difficulties in the meeting and listen to different legal opinions. She also pointed out that the legal opinions are directly related to the election and the current meeting chaired by Kwok. She said that the internal meeting in the afternoon should be used to choose the chairman. She also expressed hopes that Kwok would make a ruling during the meeting.

Alvin Yeung of the Civic Party, expressed that it is "unjustified and unsatisfactory" for the current chairman of the internal meeting. It refers to the external legal advice sought by the chairman of the Legislative Council, Andrew Leung and also refers to the conflict of interest involved in Beijing loyalist Starry Lee’s presidency.

Pro-Beijing lawmaker Gary Chan Hak-kan claimed that Dennis Kwok only dealt with the agenda for the election of the chairman and believed that it was unauthorized to discuss the rules concerning the afternoon legal advice. He asked him to enter the chairman's agenda as soon as possible. He also said that Members can express relevant opinions at the internal meeting in the afternoon, which should not be discussed now. The Legal Counsel of the Legislative Council has accepted the legal advice sought by the Chairman of the Legislative Council, Andrew Leung.
