#FirstHand Civilians held ceremony in Kwun Tong in remembrance of 831 incident victims

It has been six months since the 831 incident took place Prince Edward MTR station. Both the police and the MTR have been evasive in their responses, whether it was excessive use of police force or indiscriminate arrest, they owe Hongkongers a full account.

Today (February 28) civilians spontaneously held a memorial ceremony in Kwun Tong, assuring the victims of the incident that HongKonger will not forget their sacrifice nor suffering. Just as we will not forget the brutalities of police, we will not give up and stand together in our pursuit of justice.

Citizens dissent increased budget for police force

Netizens staged a protest "Lunch with You" in Central at noon today. Over 30 citiziens showed up at the IFC Mall. Some of them brought along posters and pamphlets that read "lockdown borders to save Hong Kong from Coronavirus outbreak". Others denounced the recently-unveiled 2020 budget as "garbage", in opposition to the substantial increase in the resources allocated to the police.

Chinese Health Officer: Wuhan Pneumonia Started in China but Did Not Necessarily Originate from China

As Wuhan pneumonia continues to spread, China's National Health Commission’s head Zhong Nanshan said to the press on February 27, that the expert task force is confident the epidemic will be under control by late April.

Zhong also claimed that the virus may not have originated in China, even though it first appeared in China.

Zhong’s claimed in the early days of the outbreak, his team tried to submit their infection predictions to top international peer-reviewrd medical journal for publication but was rejected. Zhong argued, "In fact, we are closer to being in an authoritative position to make predictions.”

China bullies the world to look the other way on human-rights abuses

Obviously, China has become increasingly repressive under the lead of President Xi Jinping: Xi has eliminated the two-term limit on the presidency; the Chinese government has tightened electronic surveillance and has imposed detention and forcible re-education measures on hundreds of thousands of Uighurs and other Muslims; Hong Kong government has attempted to amend the law to the effect that certain types of people would be extradited to Mainland China.

Yes, much of those have been reported in the world’s press. What is less well known is that China is using its immense economic power and international clout to undermine human-rights protection at the global level, too. Many countries fear antagonizing China, as such they have refused to sign on to resolutions criticizing China at the United Nations Human Rights Council.

Being one of the few exceptions, Norway is not afraid of the Chinese government because it does not do much business with China. In 2010, Norway awarded the Nobel Peace Prize to Liu Xiaobo, a human rights activist and dissident writer who called for political reforms and was involved in campaigns to end the communists' one-party rule in China. However, Liu Xiaobo died as a prisoner in China.

For the rest of the countries in the world, China has managed to bring many of them such as Myanmar, Syria, Iran, and the Philippines over to its side. China has reciprocally opposed resolutions condemning human rights violations in those countries. Even for France, a well developed western country, sees its president Emmanuel Macron tight-lipped about human rights on his visit to China in 2019.

What about United States, the biggest dog in the west? Donald Trump has imposed sanctions on Xinjiang Public Security Bureau for its abuses against the Uighurs, and on several Chinese technology companies for their involvement in human-rights violations, though ironically Trump has also imposed a travel ban targeting Muslims.

Meanwhile, China has extended its assault beyond governments to target private institutions. Last year it suspended a lucrative broadcast agreement with the U.S. National Basketball Association in retaliation for one team manager’s tweets in support of the Hong Kong protesters.

Given that Xi has made it even more dangerous for Chinese citizens to express concerns about human rights, it is all the more important that external voices not be silenced. All those who care about human rights must stand up to China’s expanding pressure campaign.

But how? Public exposure, exposing and denouncing China's human rights violations while they are underway, may be the best way to tackle the problem.

Chinese High Speed Rail Passengers Attempts to Walk from Hong Kong to China after Missing his Stop

Lawnaker Jeremy Tam stated that in early December a Chinese passenger, who got on from Changsha South station in China, missed their stop at Shenzhen North station and reached West Kowloon Station in Hong Kong as a consequence.

They, however, did not ask for help or enter Hong Kong via border control. Instead they walked the rail north in attempts of going back to China.

In the end, they walked 10 km to Kwai Chung, where they exited the tracks via the ventilation emergency exit. Once they found that they still had not left Hong Kong, they reported to the nearby police station.

Tam denounced the absurdity of the situation, stating that he was suspicious of the authenticity of the report due to its absurdity. Yet he received a reply from the government yesterday which prompted him to speak out against the situation. Tam excoriates Co-location arrangement.

Move From Korea to China

Editor’s Note: There was a notice believed to be issued by Qingdao government circulating online, saying that the government would enforce quarantine measures to all visitors and the government would bear the expense of accommodations. And Qingdao has not banned the entry of visitors from Korea. Many viewed this as an opportunity to flee from Korea as the number of cases rose drastically, making her the country with the second-highest number of confirmed cases after China.

Information of epidemic transparency declined; CHP cut information about people in quarantine twice

(27 Feb) Since the first confirmed case was reported in Hong Kong, the Centre for Health Protection (CHP) almost had the press conference and press release every day to update relevant information about confirmed cases patient. Information released to the public by CHP has been cut twice. The number of intimate contact of confirmed patient in isolation camp and their quarantine situation were initially disclosed. Up to now, it only released the number of confirmed cases. The rest of the information is not available anymore. A fax has been sent to the Department of Health for inquiry, but no feedback so far.

After checking the information in the press release of CHP on 23 Jan for the first two confirmed cases of coronavirus, it clearly stated eight intimate contacts of 39-year-old patient. Three of them were sent to the Lady MacLehose Holiday Village for quarantine. The rest of them, five people, were not in Hong Kong and followed up by the local Department of Health. Two intimate contacts of the second confirmed case were planned to be sent to “the Lady MacLehose Holiday Village for quarantine”. One would be sent to the centre of quarantine. Another people with symptoms “were sent to Tuen Mun Hospital for isolation treatment”. The information of how many intimate contacts of these two confirmed patients with symptoms to be isolated for treatment in hospital and under medical surveillance was all listed clearly.

On 5 Feb, CHP had press release at 1:51 am and 8:39 pm. However, since the press release at 8:39 pm, the appendix of intimate contact of the confirmed case under tracking did not show the location of quarantine anymore.

On 16 Feb, CHP even released less information. The appendix of intimate contact under tracking only showed the number of intimate contact and other contacts of confirmed cases. It did not disclose information of “the location of quarantine and isolation treatment”, “how many would be sent to quarantine”, “how many finished quarantine and still under medical surveillance” and “how many were under medical surveillance”.

FactWire has sent an inquiry to CHP on 17 Feb why it stopped disclosing the details of contacts in the track including intimate contact and other contacts in quarantine or the situation of under medical surveillance. There was no more information about the intimate contacts and other contacts of 14 confirmed cases on that day (16th and 57th cases) under quarantine, medical surveillance or isolation treatment. However, the Department of Health did not response and only stated 150 people in quarantine centre up to 16 Feb. CHP didn’t answer the details in the press conference. FactWire checked with the Department of Health again yesterday (26 Feb) why it did not disclose relevant information. No reply so far.

Movement-supporting Restaurant Owners Attacked by Gangsters

At around midnight on #Feb28, an assault happened at a restaurant at Hoi Ling Street in Shau Kei Wan, which voiced support for the movement. More than 10 suspects, including one carrying a sharp knife and the rest of them wooden sticks, dashed into the shop to attack the prospective shop owners, which are also brothers. The elder brother had a broken arm and a knife wound on his left thigh, with some of his flesh cut away. The younger brother also suffered a knife wound on his kneecap. The shop is bloodstained.

Veteran Pro-democracy Figures Arrested for Alleged Unlawful Assembly to Suppress Freedom of Expression

On the eve of the 6th mensiversary of 831 incident, pro-democracy figures Jimmy Lai, Lee Cheuk-yan and Yeung Sum were arrested this morning (February 28) for alleged unlawful assembly on August 31 last year. Lai was also charged with intimidation over an alleged incident in 2017, involving a journalist from a rival publication.

Police gave a short briefing to the media, stating that the trio was due to appear in court on May 5. Responded to a media inquiry, police insisted that the arrest was made "after completing the investigation" and "there were no political considerations".

Lai was later seen emerging from Kowloon City Police Station but left without speaking to waiting reporters. It was said that he is scheduled to appear in court this afternoon for a hearing.

Lee addressed the media after he left Cheung Sha Wan Police Station, saying he had expected to be arrested, but such action by the police will not stop people from demonstrating to fight for democracy.

Lawmaker Lam Cheuk Ting accused the government of abusing its power and exploiting the right of expression of Hong Kong people.
