Government Solely Responsible if Covid-19 Outbreak Happens in HK

Complaints against Teachers’ Facebook Posts Cleared by Schools
Education Bureau Charged Professional Misconduct Anyway

(10 Feb) Since the Anti-Extradition Movement, more than 100 teachers were accused of professional misconduct by the Education Bureau of the HKSAR Government (EBHK). Most of the them shared Anti-Extradition news on their personal Facebook pages with privacy setting that limited both students and parents, and they did not express their personal views on the posts. The schools received numerous anonymous complaints with screenshots on such posts. Even though the schools found the teachers to be innocent, EBHK punished them by rejecting the schools’ investigation reports. Around 107 complaints were completed, 42 of which were found innocent. EBHK took disciplinary actions on 32 cases, including issuance of 10 reprimand letters and 3 warning letters. EBHK also verbally warned and issued warning letters to 10 and 9 teachers, respectively.

Chow was one of the teachers who received disciplinary actions. He had considered the appeal, but was worried that he would lose teaching qualification if he did, so he gave up on the thought. Afterwards, he also re-examined the FB friends list and reduced sharing or commenting on the news. He described the incident as white terror, like “thought censorship.” IP Kin-yuen, a member of the Education Legislative Council who assisted in following up on Chow’s case, criticized the Education Bureau for “abusing the charge of professional ethics violations, and restraining teachers’ thoughts and suppress freedom of speech.”

Most of the teachers worried about their jobs and dared not appeal against the EBHK, even with monetary support and encouragement from Hong Kong Professional Teachers’ Union.

Chinese Hotpot Chain Remains Open for Business Under the Risk of Spreding Coronavirus

HaiDiLao Hotpot, the well-known hotpot chain in China, remains open for business at its two-storey Yau Ma Tei branch. One of the two floors is open despite the recent news on hot pot being the “super-spreader”.

A family of 19 members was sharing a hotpot meal and 13 of them were infected with the coronavirus. On Feburary 10th, Yoshinoya, Café de Coral and Fairwood have announced that they would suspend their hot pot menu.

COVID-19 Updates (19/2):

⁃ The total number of infected is now standing at 75317 where the number of deaths is now at 2012. 74188 confirmed cases and 2006 deaths are from mainland China.

⁃ China National Health and Health Commission released "Diagnosis and Treatment of New Coronavirus Pneumonia (Trial Version 6)" stating that diagnosis would no longer be distinguished between Hubei Province and other provinces, and confirmed case must either be positive in nucleic acid test or show evidence of highly homologous in genetic sequence test.

⁃ Diamond Princess cruise ship has 79 new confirmed cases, leading to a total of 621 confirmed cases.

⁃ Second death case reported in Hong Kong. A 70 years-old man died after staying in Princess Margret Hospital for 7 days.

⁃ 53 Hong Kong residents are confirmed onboard Diamond Princess. First batch of returning 45 residents is taking the first chartered plane tonight.

⁃ Hong Kong Chief Secretary Matthew Cheung said the epidemic has been controlled.

⁃ According to the webpage of Chinese Embassy in Japan, the HKSAR government would arrange Chinese tourists to take the chartered plane to Hong Kong.

New Civil Servants’ Union Spokesman Met with Press

The now 3000-strong Union for New Civil Servants, a pro-democracy civil service union which was recently embroiled in a verbal war with the government, organized a rally at Civic Square, outside the Central Government Offices to voice their discontent towards the government’s handling of the epidemic and their support for their medical counterparts in hospitals and quarantine centres.

After the rally, Spokesperson for the union Mr Ngan Mo Chau, Michael met with journalists. In an opening statement, he reiterated the 3 main aims for the formation of the organization: A review on the availability of protective gear for civil servants, the special work arrangements, as well as the allocation of medical supplies, especially for the police. However, he also pointed out their recent meeting with the Civil Service Bureau, which didn’t address any of their demands but rather “fudging the issue in a form of bureaucratic gobbledygook.” And without a clear response at hand, they decided to act.

He thanked the over-1000-strong public servants and citizens who joined the rally, which he mentioned, only expected to have 500 participants, and believed it also revealed the anger of the public towards the recent policy. He implored the government to talk and warned they might cooperate with other unions to stage wider protests and strikes.

When asked about the specific conditions of the insufficiency of medical supplies, he said to the press that some fireman told him that most of their masks were already outdated. Meanwhile, he referred to the government’s latest statement that the medical staff would be provided with medical supplies with priority use, pointing to the fact that the police received more and better medical supplies as in breach of orders.

In response with questions with the methods of the union, he mentioned that the union hadb done “in the best of their abilities” to solve the problem through peaceful interactions but criticized the government’s ignorance to their requests. “When one day we escalate our actions, I didn’t hope the government blame us for unwilling to solve by communication, because it is they who had closed the doors to communication.”

At 1930, staff from the Central Government Offices came to receive the petition letter from the Union. The Union is one of many new unions, notably in the financial and medical fields, formed recently to advocate for the Five Demands and push for democracy in Hong Kong.

HK Government Lets Diamond Princess Cruise Passengers Wear Masks That Might Spread Coronavirus

Passengers evacuated by the HK Government from the Diamond Princess Cruise were seen wearing respirators with valves.

According to a study published on The Annals of Occupational Hygiene, the N95 respirators with valves "may allow the spread of any infectious agents that are carried by the respirator wearer."

The first charter flight evacuating PRC nationals, Macau citizens and Hong Kong citizens from Japan arrives at the Hong Kong International Airport in the morning of Feb 20. They are passengers of the Diamond Princess Cruise where an outbreak of Wuhan pneumonia has occured. As of Feb 19, at least 621 passengers have been infected.

According to the Japanese authorities in Okinawa, 2 confirmed cases of Wuhan pneumonia are both drivers who were allegedly infected after exposing to the Cruise passengers.

China Resumes Application of Two-way Permit to from Shenzhen to Hong Kong Despite Wuhan Pneumonia Outbreak

The Wuhan Pneumonia continues to spread uncontrollably in Mainland China, with Shenzhen being the city with the most infected cases (416) in Guangdong Province.

After suspending the issuing of Exit-Entry Permit for Travelling to and from Hong Kong and Macau on 2 Feb for just 15 days, the Shenzhen Municipal Public Security Bureau has resumed the application for 14 types of permits under 4 main categories, including those for visiting relatives, studying, working and settlement.

The state-run “Shenzhen Press” (深圳特区报) on 19 Feb quoted from the Municipal Public Security Bureau that a new policy, “Special Visa Application Arrangement Under The Pneumonia Outbreak” has become effective.

From 17 Feb onwards, Shenzhen authorities accepts Mainland citizens to apply two-way permits travelling to Hong Kong for a range of reasons, including for visiting relatives who have settled in Hong Kong, schooling or those employed in Hong Kong; or for those who study, work, stay, attend training in Hong Kong with approval from the Hong Kong government under a dependent visa.

The Shenzhen Municipal Public Security Bureau emphasized that the application process had been enhanced, eliminating possible contact between people. To apply for the permit, Mainland citizens can simply make a reservation by phone, mail the documents and submit application fee online.
