Government Insists Setting Up Designated Clinic for Contagious Wuhan Pneumonia in Densely Populated Area, Despite Public Discontent

Residents in Cheung Sha Wan organised a rally on Sunday, February 16 against the government’s decision to turn Cheung Sha Wan Jockey Club General Out-patient Clinic to a designated clinic for Wuhan Pneumonia. Despite outcry from all walks of life, the government refused to seal off Hong Kong borders with China.

The rally started in Lei Cheng Uk Estate. On a a banner prepared by the owner’s corporation of Lei Cheng Uk Estate, it ststed that the residents have voted to object the government’s decision in a gener meeting held on Feb 23.

Police Obstruct Lawful Protest from Taking Place On Time, Police Ask Reporter: "Do you guys get paid?”

In Fo Tan, residents protested against the government's use of Chun Yeung Estate as Isolation Centre on Sunday, February 16.

Having obained the letter of no objection from the police, the rally originally scheduled at 3pm was, however, delayed till 5pm due to police opposition.

Special Crowd Management vehicles and Unimog Vehicles were on site standing by, while the police set up road blocks at Fo Tan to search passing vehicles. Starting from 3pm, there had been stop- and- search operations in multiple areas in Fo Tan, during which two reporters were searched and were asked by policemen, “Does the Stand News sell newspaper?”, “Do you guys get paid?”, “Do you guys need to standby at all
times?”

COVID-19 Updates (17/2):

- The total number of infected is now standing at 71441 where the numbers of deaths are now at 1775, of which 70553 confirmed cases and 1770 deaths are from mainland China.

- Wuhan authorities strengthened public space management using QR code, including identification upon arrival and leave, registrations for medicine purchases in pharmacies and closure of non-compulsory places.

- Xiaogan, located in Hubei province issued injunction onto its residents. Vehicles were also banned from driving.

- The new General Secretary of Hubei province Ying Yong suggested Hubei society to implement “the strictest 24 hours closed measures” to tackle the COVID-19 outbreak.

- Reports speculated an annual conference in December with 5000 attendants, held in Wuhan, may be the cause of viruses spreading to 3 provinces, namely Hunan, Guizhou and Guangdong.

- Macau has no new case confirmed in 13 consecutive days, entertainments would be partially reopened with conditions starting on 20th Feb

- Additional 99 confirmed cases are found on cruise ship Diamond Princess, giving the total of 454.

- HKSAR government is sending 30 representatives to Japan, evacuating the 350 Hong Kong residents onboard Diamond Princess on Thursday. Passengers are going to be quarantined for 14 days upon return.

- The USA sent charter flights to retrieve more than 300 US nationals onboard Diamond Princess, 44 individuals who are confirmed with COVID-19 or showed symptoms would be staying in Japan for treatment.

- 2020’s Lianghui of PRC (annual plenary sessions of People’s Congress and Chinese People’s Political Consultative Conference) is delayed due to the epidemic outbreak.

- 30 cases have been confirmed in South Korea, the authorities are going to perform COVID-19 virus tests on ordinary pneumonia patients.

- American scientists pointed out the outlook of COVID-19 virus does not differ much from SARS and MERS viruses.

Patient Hides Travel History To China, Increasing the Risk of Paramedics And Firefighters

A 70-year-old man, as the 55th confirmed case of Wuhan Pneumonia in Hong Kong, claimed that he did not visit China when seeking emergency services. According to the "Verbal Declaration Mechanism" used by the Hong Kong Government, a person is required to verbally answee "yes" or "no" only. In this case, the hospital later found out the man's immigration record at Lok Ma Chau Port, proving that he entered Hong Kong from China on 22 Jan.

As the man hid his travel history to China, 3 paramedics and 2 firefighters from Lei Muk Shue Fire Station offered him assistance without protective equipment.

The five having “close contact” with the men were later sent to quarantine.

Passengers Entering Hong Kong from China Say in Mandarin They Won't Follow Self-Quarantine Rule as They are "Not Sick"

The Hong Kong Government has been enforcing the 14-day self-quarantine measure since Feb 8. Many people from China rushed through Shenzhen Bay port to enter Hong Kong on Feb 7 before the "deadline". The Shenzhen Bay Port was crowded.

When entering Hong Kong, people speaking only Mandarin said that as they were "not sick", self-segregation would not be unnecessary and they would not follow such rule.

Ms. Zeng, who came from Jiangmen, Guangdong in China, said, “I drove over alone today, as the public transportation in China has stopped.” Ms. Zeng wanted to stay in China for a few more days, but as she learned that Hong Kong is preparing to implement new anti-epidemic measures, she immediately went to Hong Kong with her two sons. She visits China on every public holiday and she criticized the government’s new proposals. "Isn’t China advocating 14-day quarantine at home? I didn’t go there. China is well sealed! You see, there are many human contacts".

When asked about the customs clearance dispute, she thinks it was enough to block people from Hubei. And as she was from Guangdong, there is no need for her to be quarantined. She even pointed out that it was unnecessary to quarantine for 14 days and for home quarantine persons to wear electronic tracking bracelets. Data show that Guangdong has the second most diagnosed cases after Hubei Province in China.

A video went viral on the Internet on February 17, as Hong Kong Police Commissioner Tang Ping-keung was sighted hanging out with some showbiz celebrities in a dinner party that took place on February 16.

In the name of "exchanging" with the all-star soccer team, the police commissioner said in the party that he learnt how to act and speak as a policeman from the stars who attended the dinner, including actors Jackie Chan, Eric Tsang and Alex Fong Chung-sun as well as singer Alan Tam. “In the past, I didn’t know how to be a police officer; however, after watching Jackie Chan and Alex Fong [Chung-sun], I know how to act and speak like one!” said Commissioner Tang, who openly referred them as his idols.

Moreover, Tang explained the reason why he could speak "well" at the District Council meetings is because he has learnt some speaking techniques from television shows hosted by actor Eric Tsang.

Tang was not the only high-ranking police officer in the party. Other prominent participants of this party include both the current and former police spokesmen, Kwok Ka-chuen and John Tse Chun-Chung.

Another unexpected face included the retired police officer Chu King-wai, who was arrested and charged with assault after hitting a random pedestrian with his baton during the 2014 Umbrella Movement.

Based on the pictures taken at the party, the participants did not wear facemasks while making close contact; some were even eating without using utensils. In addition, a lady allegedly smoked inside the indoor restaurant before the police. The Hong Kong government has long outlawed smoking in indoor areas since 1 January 2007.

The public relations bureau of the Police responded to The Stand News on the matter, claiming that this dinner was a "private social event" and the expenses were shared equally among the police officers and other participants at their own cost. They added that the police have developed a close and fruitful relationship with the Hong Kong all-star soccer team for a long time as they are all soccer-lovers.

Jackie Chan earned his fame as a Kung Fu actor and gained international stardom in Hollywood production like the Rush Hour series. However, Jackie Chan is more often considered as a controversial figure in his hometown of Hong Kong.

Since 2013, he has been selected by thr Chinese Communist Party to be a member at the PRC's Chinese People’s Political Consultative Conference.

In 2009, he made the following comment by correlating freedom to chaos. Chan expressed in a forum in China that he was not sure whether freedom is a good thing or not: “If things get too liberal, you see how chaotic Hong Kong has become. Taiwan is also very chaotic”. On the same occassion, Chan told the press that he would not buy his television in China, as "televisions made in China would explode".

In 2019, he called himself a "flag guardian" of the PRC's national flag. When asked about the 2-million-peopled protest that took place in Hong Kong on June 16, he said “I found out there was a big march in Hong Kong, but I did not know what it was about.”

In his memoir “Never Grow Up”, he opened up to his past of spending all his money on gambling, drinking and visiting prostitutes. His confession did not surprise the public too much, as his scandals have long been engraved on the headlines of many newspapers before. One of his most quoted lines includes his description of extra-marital affairs as
“a mistake that every man in this world commits”.

Next Magazine revealed that on #Feb7, high-level officials of the Hong Kong Police Force booked a room for a banquet in a Chinese cuisine restaurant in Whampoa, Hong Kong.

The crowd included Chief Superintendents John Tse Chun-Chung, Kwok Ka-Chuen as well as Senior Superintendent Kong Wing-Cheng of the Police Public Relations Branch. In the same evening, 3 mob bosses of the Hong Kong-based Triad group the "14K" entered the room next to the police's.

According to the report, the restaurant had only very few customers that night, as opposed to being usually crowded with bustle staff running around in normal days.

A notice which read “Durians for our guests” was stuck onto the door of one banquet room. The 14K mob boss “Peter” entered the room next door short after the police officers entered the room.

When asked about the incident, the restaurant said the Organized Crime and Triad Bureau, instead of the Public Relations Branch, of the police made the booking for the banquet. The restaurant staff refused to answer any other question.

During the dinner, a staff member took a few bottles of champagne into the room, where laughter and screaming could be heard subsequently.

On a press conference, the police condemned the report, describing it as canard and chicanery. They explained the banquet was privately-held, and the officers involved need not work afterwards. They didn’t have any knowledge about the identity of other customers in the restaurant nor had any contact with them.
