Tear gas shot into flat: Clinic and flat burnt down, doctor family plans to sue the police for $2 million


(UPDATE: 24-Jan, Police warned the Leung's family would violate Cap. 238 Firearms and Ammunition Ordinance if they do not return the
teargas cannister to the police.)

(12 Jan) On the morning of 18 November 2019, the second day of the Poly U siege, the police fired tear gas to disperse the citizens in the vicinity of Chatham Road, Tsimshatsui. One tear gas was shot into Mrs Leung’s flat in the 1st floor of Windsor Mansions, Austin Road. Her husband is a physician whose clinic is set up in the connected unit of the flat. Mrs Leung recalled that only her helper was present during the accident. She was cleaning at that time, and she discovered that the flat was on fire after hearing the sound of the gunshot. She then escaped from the flat barefoot. Half of the flat was burnt in the incident, and dense dark clouds were rising from the flat. Firemen later arrived to put out the fire, and luckily there was no casualty. The tear gas was fired into her daughter’s room, and it was pure luck that her daughter left home 5 minutes before the accident, so that the room was vacant when the fire started - or else the consequences would be disastrous.

Mrs Leung said that all electronic appliances in her home and her husbands’ medical equipment were wet in the fire. Her husband was also worried that the medications in the clinic were contaminated by the tear gas and destroyed all of them. The preliminary estimation of loss is more than $2 million.

At Tin Sui Estate, police suddenly charged in and pepper sprayed reporters. Police then went to a light rail station to pepper spray civilians who were waiting for public tranport there.

Police raised black flag and had rubber bullets loaded.

Police fired over 20 shots of tear gas grenades.

Police fires tear gas and hit a district councilor assistant in her waist

At around 22:30 in Tseung Kwan O, riot police fired 2 tear gas canisters before temporarily leaving the scene by police vehicle.

An assistant of a district councilor observing on the scene was found shot in the waist and she was immediately treated by volunteer first aiders.

Moments later, the injured district councilor recovered conscious and claimed that she felt ok.

First Patient of Tear Gas-caused Lung Damage Signs DNR and Supports Teaching of Medical Students by Signing up to be "Silent Mentor"

Dr Kenneth Kwong Si-san, former lecturer at CUHK, stated today (Feb 17) on Facebook that possibly the first patient in Hong Kong to be diagnosed with tear gas-caused lung damage had signed DNR, and hoped to be treated by Professor David SC HUI of the Department of Medicine and Therapeutics in CUHK.

Kwong stated that the patient signed up to be a "silent mentor", a body donation scheme for anatomical examination in relation to teaching and research. As patients suffered from tear gas-related diseases had always been treated by Professor Hui, he wishes Hui and his team at Prince Wales Hospital would tend to the patient who now currently resides in Tuen Mun Hospital.

Kwong also quoted the patient, who expressed his wish to receive palliative care with dignity, become a "slient mentor", and be treated post mortem by Pasu Ng Kwai-lun, embalmer of "slient mentors" at CUHK.

'Housewife' Protestor Dies of Breathing Problem, Family Suspects Tear Gas Plays a Role

During the Anti-extradition law protests in 2019, Hong Kong police had fired over 10,000 shots of tear gas, causing unprecedented harm to those who breathed in the gas.

A “peaceful, rational non- violent” female protestor in her fifties participated in multiple protests since last October, hoping to protect younger protestors as a “housewife”. She breathed in tear gas in Shatin Lucky Plaza, the Chinese University and the Polytechnic University, and was once hospitalised for breathing difficulty. On 2nd December 2019, she passed away at home due to expiratory dyspnea.

Her daughter suspected that the tear gas contained toxic matters which cause her mother’s death, and thus appealed for public attention to the consequences of tear gas. She demanded the police reveal the constituent of the gas, "If there’s no problem with the gas, why don’t they be open about it?”

Hong Kong Police, 'Asia's Finest'

On May 24, the police fired the first wave of tear gas at 1pm.

A police almost tripped himself, when he was immersed in shooting pepper spray pellets at civilians.

Then, another police threw a hand-held tear gas grenade at the foot of a flyover, making it bounce to the press and explode on a journalist.

The police were also affected as they did not have enough time to react and put on their respirator masks.

New Sponge Grenades Contain Chemicals Found in Tear Gas

The Police Tactical Unit (PTU) fired sponge grenades at protesters earlier on at Times Square in Causeway Bay.

Afterwards, a new model of sponge grenades, as seen on the expended cartridge, with the model number "NT-901/CS" was left on the ground.

This particular ammunition was found to have been made in Brazil. The bullet had also been discovered to be fired from a 40mm grenade launcher, the exact same launcher they use to deploy teargas canisters. The new round in the arsenal was found to be loaded with the chemical, 2-chlorobenzalmalononitrile, commonly referred to as CS gas, or more commonly known as teargas.

An International Human Right Project publication at the University of Toronto from last month said it is time to change the limitation for use of tear gas as the current law is no longer logical. The report pointed that tear gas could cause the spread of COVID-19.

Anti-riot agent, like teargas, has been banned from the means of wars in Chemical Weapons Convention since 1997. However, the law enforcement agencies in each country are not limited by this convention - they can use it in protests and riots. Last year, many places, such as Hong Kong, the U.S. Chile, Turkey, France, India and South Africa, broke out demonstrations, the law enforcement agencies had used teargas to disperse people for multiple times.

The International Human Right Project Team doubted that the governmentve has continuously overused dangerous teargas to prohibit citizens' freedom of speech and freedom of assembly.
