Supporters of 'Dama' Performers Wear Masks Made by Prisoners Exclusively for the Government

In the afternoon of February 9, some 'dama' performers and a group of male volunteers apppeared in Tuen Mun Park and distributed 4,000 face masks to the elderly including their fans. However, some masks were found yellowish in color, raising doubts as to whether they were second-hand masks.

Some volunteers at the scene were spotted wearing CSI masks produced by Correctional Services Department exclusively for government use. When being asked whether they are civil servants, volunteers did not respond.

On Monday afternoon, Dama performers continued to distribute 1,000 bottles of hand sanitizer at the same place. Some recipients tried immediately to check out the quality, commenting that the alcohol content was inadequate and the texture was sticky.

The background of the Dama, their supporters-volunteer and the source of their supply remained mysterious.

⁃ As the coronavirus continues to spread across the world, the number of confirmed cases of the virus in now standing at 43,139. The number of deaths have now exceeded that of the 2003 SARS outbreak at 1018, with 1016 deaths at China.

⁃ A total of 108 people in mainland China died from the Wuhan coronavirus on Monday, according to the country's National Health Commission (NHC), marking the first time the single-day death toll has crossed into triple digits.

⁃ The Wuhan coronavirus poses a “very grave threat for the rest of the world,” the head of the World Health Organization said Tuesday at the start of a two-day meeting in Geneva on the outbreak.

⁃ The MS Westerdam, which has more than 2,000 people on board, has now been denied entry by at least four different ports over fears of the Wuhan coronavirus.

⁃ The Chinese table tennis team has flown to a Qatar training base to avoid returning home in the wake of the coronavirus outbreak.

⁃ Experts fear that factories across the globe could ground to a halt if many of the plants across China remain closed this coming week.

⁃ South Korea is sending a third plane to Wuhan to pick up its citizens. It's also adding Hong Kong and Macao to its "virus contaminated zone" starting from tomorrow.

⁃ Taiwan is to join South Korea in banning the entry of Hong Kong and Macao citizens. The ROC ministry of foreign affairs have announced the ban will come into affect on the 12 Feb.

U.S. Allows Government Staff to Leave Hong Kong Over Coronavirus Worries

The United States government has authorized the voluntary evacuation of their government employees and family members from Hong Kong in light of the coronavirus outbreak.

According to a department spokesperson, the authorization was issued "out of an abundance of caution related to uncertainties associated" with the disease. Departure is not compulsory and the U.S. consulate in Hong Kong remains open to the public.

Guangdong province grants rights of angary to local governments to take private properties for use in epidemic

PRC's Standing Committee of Guangdong People’s Congress called for an emergency meeting, and immediately authorised the municipal governments of Guanagzhou and Shenzhen to, when deemed necessary, take housing, facilities, goods, etc., for use in emergency epidemic responses according to laws.

This is the first time since the Open Reform of China and also since the Property Rights Laws of 2007 that the government was granted the rights of angary.

The Standing Committee of Guangdong People’s Congress called for an emergency meeting in the morning, and passed Standing Committee of Guangdong People’s Congress on Decisions about Controlling the Novel Coronavirus Pneumonia Epidemic according to Full Force of Laws.

Municipal and district governments, as well as command centres of works related to controlling the Novel Coronavirus Pneumonia Epidemic, are empowered to, according to the needs of controlling the epidemic, implement emergency administrative measures or announce decisions on medical and public health, capital security, transportations, market management, wild life management, and other areas.

They can temporarily take housing units or private houses, venues, transportation vehicles, and related facilities, for use in epidemic control. They can also compel relevant firms and organisations to provide epidemic control goods and commodities of life.

During a rally organized by Cathay Dragon cabin crew members on February 8 2020, the following statement was announced, following the union's green light to strike action after voting:

"We would like to urge Cathay Pacific once again to ensure a safe working environment for frontline employees. It is incumbent upon the employer to provide the appropriate protective equipment for frontline employees, so that their health and safety can be assured as much as possible.

We request Cathay Pacific to immediately cease all flights to China. This should be done immediately instead of a gradual reduction of flights over a two-month period, and with 10% of flights to China still in service at the end.

Cathay Pacific and Cathay Dragon must also provide employees with a sufficient protective equipment such masks, gloves and hand sanitizer. Only this way can our colleagues’ health and safety be assured no matter where we fly."
