Police officers demanded some of those who were arrested to kneel and face the wall.

Another Restaurant in Hong Kong Distributes Marks for Free Amidst Government's Failure to Acquire Masks

An Indian restaurant in Jordan, Hong Kong, distributed masks for free. The owner Mr. Puttar told the press that Hong Kong is his home and it made him heartbroken to see many elderly unable to obtain masks.

On the same day, Carrie Lam told the population through the press that the Hong Kong SAR Government did not have enough stock to last and welcomes contact referral for mask purchase posibility.

The Government's refusal to close Hong Kong borders with China continues to bring about public discontent.

Frontline medical staff are already overwhelmed

The situation kept changing so quickly, and information was so chaotic. During the work day, I kept getting ''real-time'' updates on guidelines changes. I would barely have finished checking on two patients before getting updates on WhatsApp about where new cases should be assigned.

Joint statement from over 400 hospital health care workers urging immediate border closure

Editor's Note: The negotiation between the Hong Kong government and the newly-formed Hospital Authority Employees Alliance eventually broke down. Thousands of medical workers have gone on a five day strike from 3 February, demanding the border with mainland China be completely closed to reduce the risk of the new coronavirus spreading.

There is another petition from health care workers, after Ruttonjee Hospital, demanding the immediate closure of crossings bordering China and repatriate visitors from Hubei like what the Macau government is doing. The signatories stressed that while it was not possible to get prepared during the SARS outbreak, "In this epidemic, we still have room to prepare for and control the outbreak. If the government continues to procrastinate and once the opportunity is gone, the situation will be grave for all 7 million Hong Kong citizens!" The statement avows that if the government ignores the concerns and advice from health care workers, signatories to the petition will take any actions that conforms to their professional ethics and safeguarded by labour laws, including work strikes, "to force the government to take the right move to close the border as an epidemic prevention measure".

Wuhan passenger flight landed in Hangzhou despite lockdown, pilot fears: Novel Coronavirus could have been brought from Hangzhou to Hong Kong

It seems that the outbreak of novel coronavirus (2019-nCoV, also known as Wuhan coronavirus) from Wuhan fails to be checked. In order to curb the spread of the virus, on 23 January Wuhan Mayor Zhou Xianwang finally announced a lockdown of the city with immediate effect. All public transport, including high-speed railways and airport, have ceased operation. Except for evacuation flights, ordinary passenger flights should no longer be allowed at Wuhan Airport.

On 28 January, there were two passenger flights departing from Wuhan Airport despite the lockdown. All these raise doubts whether the lockdown is a genuine one.

Masks made in the Hong Kong Correctional Services are provided for the government organization, but excluding public hospitals.

Because all public hospitals are under the management of the Hospital Authority (HA) and HA is statutory authority independently, so public hospitals are excluded in the government structure. HA only needs to report to government via the Food and Health Bureau, i.e. similar to ICAC, an independent organization

Public hospitals need to purchase surgical masks themselves for medical staff. Therefore, not enough supply of mask in public hospitals is not the business of the Hong Kong Correctional Services.

Shortage of Masks Continues: Hong Kong Frontline Medical Staff Queuing Up to Buy Masks

According to the Secretary for Financial Services and the Treasury, James Lau, the HKSAR Government had placed orders for over 48 million masks, of which 3 million have been delivered. Hong Kong has a population of around 7.5 million people.

The government claims it has a stock of 12 million masks, including 3 million that have been purchased directly and delivered. On Feb 7, the appearance of boxes of government-owned CSI masks at the Hong Kong Airport went viral, raising questions if the HK government is sending masks to China.

On the same day, a video was posted on social media capturing frontline medical staff in Hong Kong queuing up to purchase masks.

The public sarcastically “praised” the Hong Kong government for their “care and consideration”. Many teased at pro-Beijing TV channel TVB's lack of news reports from the side of the frontline staff.

When the Head of the Government is Not Elected: Hong Kong CE Carrie Lam Broke Her Promise Again

Earlier, the Government's unconsulted plan to convert Fai Ming Estate to a quarantine camp had triggered the discontent of Fanling residents. Carrie Lam on a press conference on January 28 promised that the government would refrain from using newly built public housing estate as quarantine centers; however, on February 8, Carrie Lam admitted after being asked by the press that the government would use another newly built public housing estate Chun Yeung Estate in Fo Tan as a quarantine center. In other words, Carrie Lam broke her promise.

Currently in Hong Kong, 97 quarantine facilities including Lady MacLehose, Lei Yue Mun and Pak Tam Chung Holiday Villages are almost full. The government, however, refuses to close the borders with China, despite the demand of the population.

Carrie Lam insisted that Heritage Lodge, a heritage site, would be converted into a quarantine site.

Global Times: China may consider to execute the Force Majeure in the trading contract

(6 Feb) Notice of the Customs Tariff Commission of the Ministry of Finance of the People’s Republic of China stated that the tariff imposed on 75 billion of U.S. imported commercial goods would be reduced by half to facilitate health and stable development of the trade between the U.S. and China. And they are working with the U.S on the cancellation all tariff.

“Global Times” released a review article that brand-new coronavirus epidemic resulted in more than 500 death and tens of thousands of infection. China is considering to execute the force majeure in the first phase of the trade agreement between the U.S. and China. A report quoted a mainland China commercial expert said China couldn’t conclude the result of the negotiating with the U.S. on the terms of the force majeure in the first quarter.

How Beijing pressured WHO?

(1 Feb) On 28 January, Friday, a report was published on how China blocked WHO from declaring the Wuhan pneumonia epidemic to be a Global Health Emergency of International Concern. The report mentioned that political considerations seemed to prevail over scientific arguments in WHO’s decision.

WHO invited four ambassadors of four countries involved in this epidemic to participate in an emergency meeting on 22 and 23 January. These countries included China, Thailand, South Korea, and Japan. RFI had the same comment from two different sources that the Chinese representative put pressure on WHO and their Director-General, and didn't let WHO declare Wuhan pneumonia to be a “Public Health Emergency of International Concern.” The votes were split half and half between for and against after the first meeting. It was an exceptional outcome in WHO.

An insider of WHO analyzed as follows. China is not a developing country any more according to China’s new doctrine. Comparing with SARS, the situation has been completely different. And China is now capable of handling this public health emergency independently. The Director-General compromised with China because he would like to wrap up the official meeting in China.

On the one hand, the situation changed dramatically before and after the WHO Director-General’s visit. When the WHO Director-General met with Xi Jinping, he still praised Xi Jinping in the tone of People’s Daily. He never mentioned how serious epidemic had become between the 8 to 20 December. Until 30 January and only after the WHO Director-General’s visit in China, the WHO would declare Wuhan pneumonia to pose a “Public Health Emergency of International Concern.”

On the other hand, the Chinese official media praised the performance of China through the visit of WHO Director-General in Beijing on purpose. In the news on Friday, 29 January, the Chinese official media expressed their thanks to WHO to let China rise again. During the visit in Beijing, the WHO Director-General didn’t meet any foreign media, except the Chinese official ones of China. Comparing in details between the news report of the Xinhua News Agency and the official press release of WHO, we can see that the praise to China by Tedros has been exaggerated by the CCP communication teams.

One can check the WHO official website for the original statement of the WHO Director-General. Regarding the visit of Tedros in Beijing, there were two press releases. One was published after the meeting of Tedros and Xi Jinping. Another was released the next day to report on WHO’s visit in China.

Tedros addresses criticism against China coronavirus response

Tedros Adhanom Ghebreyesus, the WHO Director-General, who was coughing throughout the nearly hour-long press briefing, said "I cannot say they hid or they didn’t but if you see some of the information we have, the number of cases outside of China [is] very small." during a press conference on Wednesday in Geneva, Switzerland, in response to a question referring to comments made by John MacKenzie, emeritus professor at Curtin University in Australia, and a member of the emergency committee of the International Health Regulations advising the WHO chief on the 2019-nCoV outbreak.

The hotel industry is taking measures similar to countries by baring Hong Kong citizens from staying at hotels

(4 Feb) Since Carrie Lam’s refusal to shut the border and block entry of Mainlanders who might carry the virus to enter HK, many nations are taking measures to deny entry of HKers since they consider the HK government’s epidemic control useless. She is even going to prevent public servants from wearing masks. Once her speech was out, today a hotel reached out to cancel bookings made by us HKers.

(4 Feb) Update: After some explanation, the hotel finally agreed not to cancel our booking. If you guys encounter the same issue, please try to explain it to the hotel. They might understand!

The Hong Kong Dragon Airline Flight Attendants Association organized an assembly requesting the Airline to stop flights flying over mainland China.

FAA chairwoman Rebecca Sy On-na spoke on stage, reflecting that there has been lack of masks and hand cloves offered to cabin crew, despite the fact that they contact with mainland travellers directly. What's more, the airline even requests cabin crew to take no-pay leave in such a harsh moment.

462 members of the Association voted for a strike so as to force the airline to stop flights flying over China that could potentially spread virus to Hong Kong. Sy also pointed that Cathay Dragon issued memo to cabin crew to stress that those participated in the strike will be fired.
