SARS Frontliners Demanded Border Closure; Taiwan Observing Organisation Called for Opposition to Show their Stance

A nurse, who was one of the frontline staff against SARS, joined the strike. When interviewed, she humbly explained that medical staff genuinely wanted to assist patients. However, resource constraint is a real issue that needs to be effectively dealt with, so that medical staff can deliver their work. She believed that locking down the border between Hong Kong and China is a practical solution. Although she worried about the undesired consequences for participating the strike, she believed that she ought to pursue the right thing.

Representatives of the Taiwan Medical Association came to Hong Kong to observe the ongoing strike. The Association expressed respect to medical staff in Hong Kong and they asked those objecting the strike, likely a minority, to come forth to the public and show their stance.

Hong Kong medical workers kick off a strike today; flight attendants are planning to follow suit

When the government was reluctant to seal the HK-China border to curb the Wuhan pneumonia from spreading into Hong Kong, medical staff went on strike today (February 2) after their latest demand for a rational dialogue was bluntly refutef by Carrie Lam administration yesterday.

Employees of the aviation industry are often exposed and vulneravle to the risk of Coronavirus. Hence, labour unions are initiating possible actions to protect their members by organizing a strike. The Hong Kong Dragon Airlines Flight Attendants Association called for an emergency meeting on February 8 to solicit members’ support for a strike.

Some staff members of Cathay Pacific have called in sick today through February 8, said the Association Chief Executive, Sienna Miller in a radio interview this morning.

Miller criticized management of Cathay Pacific for delaying their decision to stop flights to and from China, which was described as an open flood gate for mainlanders to leave China, disregarding health of flight attendants. It was reported that at least 6 crew members of Cathay Pacific and Dragonair were considered to have had close contacts with potential Wuhan pneumonia victims, and they were ordered to be sent to an isolation camp by the Department of Health.

District Councilor Shops 4 Bags of Face Masks from Japan for Hong Kongers In-need

When the HKSAR government refused to shutdown borders connecting China, allowing potential Coronavirus carriers to flood into Hong Kong, local citizens have been left scrambling for food stuff, masks and disinfection items.

Sourcing for face mask has probably been one of the biggest and toughest tasks of every family in Hong Kong since last week.

Jocelyn Chau, District Councilor of North Point went all the way to Japan and purchased 4 large bags of face masks for the people in need of it in Hong Kong.

She is not irrational. This would not have been necessary if the government is one that listens and cares about its citizens.

Government: Building Isolation Camps Without Bidding; Refuses to Answer the Origins of the Materials

Apple Daily quoted various sources and revealed that the government is expanding the Lei Yue Mun Park and Holiday Village for a temporary isolation camp. At the moment, around 11 white container houses have been placed at the basketball court and the cycling area, each installed with windows and doors with an estimated size of about 100 square feet. The newspaper learned that the contractor of the project was China State Construction International Holdings Limited (CSCI), a Chinese-funded corporation. While the expansion would be rounded up within 1-2 months, the camp would be functional during the construction. Sources doubted that the containers were second-hand containers manufactured in China, and were worried that they were sent to Hong Kong without standardized disinfection treatment.

The Apple Daily has received several photos taken when CSCI staff and workers began construction, who also held a banner that said “Activation of the Hong Kong Emergent Epidemic Prevention Isolation Centre Project”. A CSCI employee revealed to the reporter, that this project still remains in the dark. Staff members of the company’s Hong Kong headquarters knew little about it, and he had no clue how many in the photos were from mainland China. “On the one hand you are building isolation camps; on the other hand, you are attracting mainlanders to come to Hong Kong. The inconsistencies!”

Civilian arrested for going against Government's unconsulted plans for Mei Foo quarantine camp

Riot police arrested a man in Mei Foo Sun Chuen on Sunday, February 2 during a rally organised by residents to refute the government's plan to convert a heritage site into a quarantine camp nearby one of the top 5 most densely populated residential community in Hong Kong.

The man was sighted at the scene, chanting slogans. In the course of arrest, riot police deloyed pepper spray and aggressively shoved reporters aside.

Editor Note: While the appeal to revoke a court ruling which uplifted the Government's mask law is still ongoing, it has become necessary for citizens to wear face masks to protect themselves from the deadly coronavirus. Police officers have also been wearing surgical masks instead of the regular black ones while on duty.

Incomplete Closure of Border leaves Hong Kong Airport, HZM Bridge and Shenzhen Bay Port Open for Mainland Chinese

After much delay, the Hong Kong Government announced the closure of Lo Wu, Lok Ma Chau and Hong Kong-Macau Ferry Terminal from 00:00 on Feb 4.

The Hong Kong-China border still remains open by air (Hong Kong International Airport) and by road (Hong Kong-Macau-Zhuhai Bridge Link).

Carrie Lam insisted that a complete closure of the Hong Kong-China border is not good and feasible for the Hong Kongers. She also claimed that Hong Kong and China are closely connected and clear-cut measures are not ideal.

[Editor's note: MTR announced to close the Lo Wu and Lok Ma Chau Stations on the East Rail Line, leaving it to operate between Hung Hom and Sheung Shui Stations.]

2019-nCoV in China Updates (3/2):

- The death toll from the coronavirus has now exceeded that of the severe acute respiratory syndrome outbreak in 2002 and 2003 in mainland China. But nationwide, the number of people who have recovered has risen in recent days, suggesting that the fatality rate of the virus is relatively low.

- The local government at Wenzhou has announced that the city will enter into lockdown in order to combat the spread of the novel coronavirus starting at midnight 2/2. The city 800 km away from Wuhan has 265 confirmed cases of the virus, the second-highest in the country.

- The Chinese government on Monday declined to comment on the delay of the second US evacuation flight to the epicenter of the coronavirus outbreak, after slamming Washington’s response to the epidemic as an overreaction that fanned global hysteria.

- First major Chinese airline suspends flights between mainland China and the US

- A spokeswoman for China's Foreign Ministry castigated the United States for its response to the coronavirus outbreak, accusing Washington of responding inappropriately and feeding mass hysteria.

- The Shanghai Composite (SHCOMP) plummeted 7.7% and the Shenzhen Component Index fell nearly 8.5% on their first day of trading after an extended Lunar New Year holiday. They had been closed since January 24.

First Locally Acquired Case Confirmed in Hong Kong; Another new case suspected, a warning sign of a community outbreak

The Health Department confirmed Hong Kong's first locally acquired case of Wuhan pneumonia. A 72-year-old woman living in Whampoa has contracted the new coronavirus from her son.

In addition, one new case was confirmed preliminarily of contracting Wuhan Pneumonia on February 3, leading to a total of 16 confirmed cases in Hong Kong.

The patient is a 64-year-old woman, and owner of a hostel in Tsim Sha Tsui, Yau Ma Tei and Mong Kok districts. She was admitted to Queen Elizabeth Hospital on Feb 2, but her health condition has been drastically deteriorating to critical state, requiring tracheal intubation for respiration assistance.

It was reported that the woman has not left Hong Kong while her son has travelled in the past 14 days.

Over 20,000 Cases of Wuhan Pneumonia and 425 Deaths in China; 12 Cases in Germany

//China admits shortcomings in containing Wuhan coronavirus and asked for global assistance in providing protective gear for medical staff.

The central government's top leadership body on Feb 3 admitted "shortcomings and difficulties" in its response to a coronavirus outbreak that has killed more than 360 and infected more than 17,000 in China and spread into 24 countries, Xinhua news agency reported.

The elite Politburo Standing Committee called for improvements to the "national emergency management system" and cracking down on illegal wildlife markets and trade.”

Medical workers escalate strike as negotiation with Hospital Authority breaks down; HA Chief Executive Refuses to Promise Not to Seek Retribution

At the end of the first day of the medical workers' strike, the Hospital Authority Employees Association (#HAEA) met with the Chief Executive of Hospital Authority (HA) Ko Pat-sing. Ko denied that HA was unsure about the union's demand for a full border lockdown with China. His reply made a stir in audience and a loud boo echoed through the meeting hall. Ko also refused to promise not to seek retribution against those took part in the strike.

As two of the five demands of HAEA were unable to be met, the negotiation quickly broke down. HAEA declared escalation of industrial actions on Feb 4.

Editor's note: It is noteworthy that the medical staff ask for nothing but the border closure; however, HA issued an impersonal letter to those on strike on Feb 3, disapproving the strike and urging them to report duty.

On the first day of medical staff's strike organised to pressure government to seal borders with China to prevent widespread of coronavirus, TVB, a pro-Beijing broadcaster in Hong Kong, showed a street interview with a cancer patient who expressed faithful understanding and unconditional support to medical staff.

The lady in the interview said, "actually I am a cancer patient and i am undergoing targeted therapy. But no matter how long the therapy could be delayed, I will still support the medial staff's strike."

She further explained that, "even if the entire medical force decided to go on strike, I will continue to support them. Because lives of both the patients and medical staff are equally precious."

Editor's Note: TVB is the largest broadcaster in Hong Kong and known for pro-Beijing stance. Showing such unconditional support from a patient to this controversial strike in their news coverage is highly unconventional, probably indicting that Carrie Lam’s stubbornness has cost her even supports from her closest allies.

China coronavirus: partial border closures into Hong Kong are not enough, say doctors

The number of people infected with novel coronavirus in Hong Kong is on the rise. There is fear that the virus will spread in Hong Kong due to mainland visitors who can still cross the border. Also, there is concern that health care resources will be drained due to an influx of mainland visitors who are seeking treatment at Hong Kong hospitals. The health care system could be severely strained as a result.

Partial closures at border

Carrie Lam has announced partial closure at the borders by requesting mainland visitors to self-declare their travels in the Hubei province within the 14 days before entry. Doctors believe these measures are far from adequate. There is also the concern with the influx of people seeking medical treatment in Hong Kong as some news reports have suggested there is currently limited access to health care services in mainland China.

Issues with Quarantine

Scholars from Chinese University’s Faculty of Medicine have suggested “tightening the immigration policy” to reduce the cross-border transmission and avoid overwhelming the local health care system.

The Hospital Authority Employees Alliance, a public sector healthcare workers union went further and called for a full closure of the border and better protection for healthcare workers. They have announced industrial action will take place if the authorities fail to meet their demands, .

Currently, health care workers are randomly selected to look after infected patients. They are required to stay in hospital provided accommodation but the Hospital Authority is reportedly having difficulty finding appropriate accommodation.

The government planned to convert a new public housing estate, located in a crowded residential area, into accommodations for quarantined medical staff and members of the public. The plan was cancelled after protests by angry locals blocking roads and throwing Molotov cocktails around the property. The government is currently searching for other alternatives.

The busiest land port at Shenzhen Bay Remain Wide Open

On January 24, before any "governmental restrictions" was imposed at selected checkpoints between Hong Kong and China, a total of 100,000 inbound and outbound passengers were recorded.

With the imcomplete closure of Hong Kong-China borders on January 31, inbound and outbound passengers, however, jumped to 120,000.

Under the pressure of the public, four more ports at Lo Wu, Lok Ma Chau, Huanggang and Hong Kong and Macau Ferry Terminals are closed starting from Feb 4. Nevertheless, Shenzhen Bay, being a land port with the largest number of Chinese visitors entering Hong Kong on Feb 2, remains open and connected to China, together with the Hong Kong International Airport and HK-Zhuhai-Macau Bridge link.

Meanwhile, Shenzhen has confirmed 245 cases of Wuhan pneumonia, of which 50 cases were reported from close to the Shenzhen Bay port area.
