Apparently some countries recently started blocking Telegram and other similar services.
An app like Cloudflare's "1.1.1.1" with the WARP functionality enabled should be able to bypass these blocks. It also seems to improve download speeds for services hosted far away from the user.
There's also Orbot (Tor), which is able to bypass more advanced censorship, but it's usually slow. It can be useful if the 1.1.1.1 app doesn't work for you.
If telegram stops working for you, there's also a twitter, pushbullet, and rss feed for updates.
