Pixel Community Manager confirmed on Reddit that the issue had been resolved in the latest version of the Google app (12.43.18 or higher), which can be found on the Play Store. 🇬🇧 Google Chrome has a new popup message for some users, showing the progress of the current download.
It is part of the app, but can be dismissed as a normal system notification.
If you don't see it, you can manually enable it in chrome://flags using the Show download progress message flag:

Now, when you're searching something and Google couldn't come up with any results, you'll see a cute little troll doing some ice fishing. If you click on it, it will pull one of several items out of the water, react to it, and then throw it into the bucket. This was noticed by the founder of Android Police, Artem Russakovskii.
