Dear Mr. President Trump and dear citizens of the United States,

My name is Hugo Carvajal Barrios. For many years, I was a high-ranking member of the Venezuelan regime. I was a three-star general trusted by both Hugo Chávez and Nicolás Maduro, and I served as director of the military intelligence and as a member of the National Assembly. Today, I sit in an American prison because I voluntarily confessed to the crimes alleged against me: a plot involving drug trafficking and terrorism. I am writing to you to confess, by telling the whole truth, so that the United States can protect itself from the dangers I have experienced for many years.

I broke away from the Maduro regime in 2017 and left my country, fully aware that a criminal proceeding awaited me in the United States. Because of this, I became their enemy. Aware of the risks, I acted with the firm belief that I would dismantle Maduro's criminal regime and bring freedom to my country. Today, I see the necessity to inform the American population about the reality of the Venezuelan regime – and about why President Trump's policies are not only correct, but absolutely necessary for the national security of the United States.

Narco-Terrorism

I have personally witnessed how the government of Hugo Chávez transformed into a criminal organization, which is now led by Nicolás Maduro, Diosdado Cabello, and other high-ranking regime officials.

The goal of this organization, now known as the "Cartel of the Sun," is to use drugs as a weapon against the United States. The drugs that arrived in your cities through new routes were not a result of corruption or the work of individual dealers; they were the result of targeted, coordinated measures by the Venezuelan regime against the United States.

This plan was proposed by the Cuban regime to Chávez in the mid-2000s and was successfully implemented with the help of the FARC, the ELN, Cuban agents, and the Hezbollah. The regime has granted these terrorist organizations weapons, passports, and immunity so that they can operate freely from Venezuela against the United States.

Tren de Aragua

I was present when the decisions were made to organize and arm criminal gangs throughout Venezuela to protect the regime – including the group Tren de Aragua. Chávez ordered the recruitment of criminal leaders both inside and outside the prisons to "defend the revolution" and in return granted them immunity. After Chávez's death, Maduro expanded this strategy by exporting crime and chaos abroad to target Venezuelan political exiles and artificially lower the crime statistics in Venezuela.

Band leaders were instructed to take thousands of their members out of the country. This was coordinated through the Interior Ministry, the Ministry of Justice, the National Guard, and the national police. Tren de Aragua developed into the most effective and fastest-growing gang.

When the policy of open borders under Biden and Harris became known, they used the opportunity to send these fighters to the United States. They now have obedient, armed members on American soil. To finance their operations, they were explicitly instructed to continue kidnapping, extorting, and murdering. Every crime they commit on your soil is an act ordered by the regime.

Counterintelligence and Spying Against the United States

I was present when the Russian intelligence service came to Caracas to suggest to Hugo Chávez to tap the undersea cables that connect most of South America and the Caribbean to the United States, in order to infiltrate the communication of the US government.

In 2015, I warned Maduro that the establishment and operation of a secret listening station by the Russian intelligence service on the island of La Orchila would one day provoke American bombing attacks. He ignored me.

For twenty years, the Venezuelan regime sent spies into your country – many are still there, some disguised as members of the Venezuelan opposition. The Cuban intelligence service showed me its networks in your naval bases on the East Coast. They boasted about having sent thousands of spies over the decades, some of whom are now career politicians.

US diplomats and CIA officers were paid to support Chávez and Maduro in maintaining power. These Americans spied for Cuba and Venezuela, and some are still active today.

Smartmatic and Your Elections

Smartmatic was created as an election tool of the Venezuelan regime, but it soon became a tool to help the regime remain in power permanently. I know this because I brought the IT director of the National Electoral Council (CNE) into this position and he reported directly to me. The Smartmatic system is manipulated – this is a fact. This technology was later exported abroad, including to the United States. Agents of the regime maintain contacts with election officials and manufacturers of voting machines in your country. I do not claim that every election is stolen, but I can confidently say that elections can be manipulated using this software – and this has already happened.

Citizens of the United States, do not be deceived by the threat posed by a narcotics-terrorist organization that can move freely throughout the Caribbean and across all of Latin America and goes to great lengths to harm the American people – to finance anti-American sentiments across the entire continent and to facilitate the operations of other terrorist organizations and enemies of the United States in Venezuela and now also within your own borders.

The regime to which I have served is not only hostile – it is at war with you and uses drugs, gangs, espionage, and even your own democratic processes as weapons. President Trump's policy against the criminal Maduro regime is not only justified, but necessary and proportionate. He may even underestimate how far the regime is willing to go to remain in power. It has contingency plans for every extreme scenario to ensure that it never relinquishes control.

I fully support President Trump's policy toward Venezuela, as it serves self-defense and he acts based on the truth. I am always ready to provide the United States government with further details on these matters.
