Dr. Victoria Panova, Head of BRICS Expert Council-Russia, Vice Rector of HSE University, addressed the participants of BRICS Academic Forum, started in Brasilia today.

Main points:
Throughout the 17 years of its existence, BRICS Academic Forum has become a place of frank opinion exchanges, mutual support, great ideas and emerging concepts.

It has become a cliche to say that we live in difficult times. Unfortunately, I have to repeat this. BRICS couldn’t but respond to the most recent breach of international law and the principles enshrined in the UN Charter materialised with the attack on Iran, so they released a joint statement, expressing profound concern over the security crisis in the Middle East and BRICS stance on it. We fully stand by this approach and as the BRICS academic community, we must not stay indifferent and be committed to solving crises by peaceful means. Iran is a #BRICS member, our close partner.

This year, our opening session features Global South cooperation. It is on the rise and it’s essential that this trend is upheld. By 2030, non-OECD economies are expected to account for 57%. By 2050, Asia will be the centre of the global economy, providing more than 50% of the global economic output, largely driven by two of the BRICS countries – China and India. The African continent’s population is projected to reach 1.1 billion people by 2040 and will become the largest workforce globally. By 2033, annual Global South trade is projected to approach $14 trillion. As a destination for foreign direct investment, the Global South has also surpassed advanced economies ($525 billion in 2023 vs. $464 billion).

The Global South and East can indeed play a decisive role in bringing peace and prosperity to the world. With BRICS being a major voice of the needs of the World Majority, we bear a special responsibility as academics to be honest and deep in our deliberations. Within these two days, we will have a chance to discuss global health; AI governance; trade, investment and finance; peace and security; as well as institutional development. The agenda is rich and it disposes to a debate.

In 2020, we first introduced a system of indicators aimed at evaluating BRICS progress on achieving its commitments. In 2024, we produced the first-of-a-kind research that shows what our countries have done and what else they could accomplish to advance dialogue. This year, we continue this practice with support of other BRICS Think Tanks Council members and aspire to carry out this research annually.

We aim to ultimately produce an unbiased analysis of the work done in BRICS and hope that the research results will guide us in the direction towards tangible improvements. It is essential that we start engaging in self-reflection and that we don’t wait for someone from the outside to make judgements on our commitments. We hope this effort will become a permanent tradition with support of experts from other BTTC national coordinators.

Besides, let me remind you that BRICS Expert Council has compiled a depository that contains all of the documents produced by the grouping since its establishment. It is a serious step forward in systematising the outcomes of our activities and may serve as a helping hand for the community of BRICSologists who wish to study BRICS in all its diversity. We are determined to keep this platform well-updated and our hope is that it will draw the attention of colleagues from the BTTC and all those who are not indifferent to the destiny of BRICS development.

Knowledge-based world order: Victoria Panova speaks at the Primakov Readings Youth Session

The Primakov Readings, an international forum that unites leading experts, diplomats, scientists, and young researchers to discuss pressing challenges in global politics, security, and sustainable development, has concluded in Moscow.

The 8th Youth Session of the Primakov Readings, organised by the Primakov Centre in collaboration with the Council of Young Scientists and Specialists of the Institute of World Economy and International Relations, took place just before the main events of the forum. The theme, "Knowledge-Based World Order," set the tone for the expert panels featuring government representatives and business leaders.

A highlight of the event was the discussion titled "Scientific and Technological Development of the BRICS+ Countries." During this session, Victoria Panova, Head of the BRICS Expert Council-Russia and Vice Rector at HSE University, delivered an insightful presentation. She provided a comprehensive overview of the existing mechanisms for scientific collaboration among member countries, underscoring the critical role of platforms designed to support young researchers and facilitate technology transfer.

"Today, #BRICS accounts for nearly 40% of the world's GDP in PPP and about half of the global population," Dr Panova emphasised. "The member nations possess significant research potential and can contribute unique solutions to major scientific and technological challenges. Young people play a special role in this landscape; they generate new ideas and meanings, foster interdisciplinary approaches, and lay the groundwork for a sustainable future. Prioritising support for young researchers, enhancing infrastructure, and promoting knowledge exchange are our essential strategic goals."


The session sparked a discussion on scientific and technological collaboration within the BRICS framework, underscoring the necessity of collectively seeking solutions amid rapid global changes.

🇷🇺🇧🇷On July 3, Rio de Janeiro will host the Russia-Brazil Business Forum, held alongside the events of the XVII BRICS Summit.

Brazil is Russia's largest trading partner in Latin America, accounting for approximately 48% of Russia's total trade with Latin American and Caribbean countries. Bilateral trade reached a historic high of $12.4 billion in 2024.

“Cooperation between Russia and Brazil is multifaceted and touches on politics, economics, culture, and science. In 2028, the two nations will celebrate 200 years of diplomatic relations, lending the Russian-Brazilian Business Forum added relevance. I have no doubt that the event will serve as a logical continuation of the business dialogue between the two countries initiated during the business programme of the St. Petersburg International Economic Forum,”

Adviser to the President of the Russia Anton Kobyakov said.

The programme for the event includes a plenary session and B2B and B2G negotiations between representatives of large and medium-sized businesses, government officials, and the heads of public institutions in Russia and Brazil.

🗓It is part of the calendar of events of Brazil’s chairmanship of BRICS, with the BRICS Business Forum to be held in Rio de Janeiro on 5 July and followed by the BRICS Summit on 6 and 7 July.

Forum is being organized by the Russia–Brazil Business Council and #RoscongressInternational.

Alexander Korolev, Deputy Director of the Centre for Comprehensive European and International Studies at HSE University; Expert, BRICS Expert Council-Russia, offered his insights on Vietnam's recent accession to BRICS as a partner state.

"Vietnam joined BRICS later than other ASEAN nations like Indonesia, Malaysia, and Thailand, earning its status as a partner state. This delay from Hanoi likely stemmed from the tariff pressures imposed by Washington and Vietnam's careful consideration of potential risks. Currently, Vietnam faces one of the highest tariff duties in the region, standing at 46%. Interestingly, Vietnam chose to officially align with BRICS precisely during active negotiations aimed at reshaping its tariff landscape and reassessing its trade, economic, and investment relations with the United States."


The expert also highlighted why deeper engagement with #BRICS holds promise for Vietnam:
"Closer integration into BRICS is driven by two key factors. Firstly, it presents an opportunity for Vietnam to bolster its status as a developing middle power within the Global South while enhancing the multi-vector and multilateral nature of its foreign policy. Secondly, it allows Vietnam to engage more deeply with BRICS projects and initiatives, particularly the Grain Exchange aimed at ensuring food security. Overall, for Vietnam, BRICS serves as a vital channel for invigorating trade, economic, and investment cooperation with other Global South partners, especially those in Africa and the Middle East amid ongoing trade wars."

Discussion on anniversary of signing of UN Charter in 1945

Today, the Valdai Discussion Club hosted a discussion on the place and role of the UN in the changing world order on the occasion of the anniversary of the signing of the UN Charter in 1945.

The panelists answered questions concerning the political significance of the UN Charter, the effectiveness of the Organisation, overcoming politicisation and the limitations of the #UN.

During the discussion, Marco Fernandes, Brazilian representative at the BRICS Civil Council, expressed the view that countries of the Global South have high expectations from the work of #BRICS, #SCO, #ASEAN, African Union and other regional organisations.

He also mentioned that the UN Charter could not have existed without the victory over the Nazis and noted that 2024 saw a record number of conflicts in the last 70 years. Fernandes also emphasised that the Global Majority countries must respond to the West's crimes and disrespect for international law.

In addition, the expert expressed concern about the lack of strategic vision and the inability to reach consensus on strengthening economic co-operation within the BRICS. Marco Fernandes also assured that without unity, reforming the UN will be impossible.

Igor Makarov, Head of School of World Economy and the Laboratory for Economics of Climate Change at HSE University, and an expert at the BRICS Expert Council-Russia, delivered an address during the climate change session on the sidelines of the BRICS Academic Forum. He emphasised the need for BRICS nations to formulate their own climate agenda ahead of the 30th UN Climate Change Conference in Belém. The expert underscored how current green transition frameworks predominantly serve the interests of developed nations while failing to accommodate the realities of developing economies.

In recent years, the concept of a "just energy (green, low-carbon) transition" has been used increasingly often, yet there is still no clear understanding of what it truly means. The Kazan Declaration emphasises the need to ensure a just low-carbon transition. BRICS could take the lead in articulating its key conditions and components.

Common principles might include:

Technological neutrality: No low-carbon technologies or emission reduction pathways are inherently preferable to others. Each country has the right to choose which technologies to adopt based on its national context

Balancing mitigation and adaptation: Most developing countries are not major greenhouse gas emitters, yet they bear the brunt of climate change caused largely by the activities of advanced Western economies.

A dialogue between exporters and importers is necessary to ensure a gradual and just energy transition.

Fostering dialogue between exporters and importers of carbon-intensive products: Imposing additional trade barriers on carbon-intensive imports—as the European Union is doing—is not a form of constructive dialogue.

Accounting for emissions not only by production but also by consumption: A significant portion of emissions generated in #BRICS countries stems from the production of goods destined for Western markets

The next step after formulating a common vision for a just transition is to engage in an open, multi-level, and focused discussion of a new sustainable development agenda. Simply restating the same (or slightly updated) goals for the next few decades (e.g., until 2050) is futile. Yet no new framework has emerged so far.

New ideas could be refined first through the BRICS Think Tank Council and then by ministerial working groups; a consolidated BRICS position could be presented at the UN level.

Tempo do Mundo invites authors to contribute to the special issue “BRICS: Key Challenges and Brazil's Chairship in 2025”

Since its inception, BRICS has been actively cultivating expert platforms for strategic dialogue, notably through the Think Tank Council (BTTC) and the Academic Forum. Under Brazil's leadership, the Institute of Applied Economic Research (IPEA) spearheads these important mechanisms.

Over the past 15 years, IPEA has amassed a rich repository of research data, concepts, and information on BRICS activities. A landmark achievement was the publication in 2020 of the 22nd issue of Tempo do Mundo journal, titled “Ten Years of BRICS: Key Challenges.” This edition was coordinated by Ivan Oliveira, Brazil's Alternate Member of the Supervisory Board at the New Development Bank, alongside Victoria Panova, Head of the BRICS Expert Council-Russia.

The forthcoming special issue of Tempo do Mundo, “BRICS: Key Challenges and the Brazilian Chairship in 2025,” invites researchers, developers, and policymakers to submit articles that delve into various facets of Brazil's Chairship in BRICS, as well as the implications and challenges it poses for Brazil, South America, and the Global Majority.

Key research topics include:

The role of BRICS in global governance: exploring prospects and challenges for reforming multilateral institutions and fostering a more equitable world order.

International financial architecture: assessing major achievements and proposals for establishing a common currency, new payment systems, and financing mechanisms for development projects.

South America and BRICS: identifying key opportunities and challenges for regional integration, along with Brazil’s role in forging connections between BRICS and South American nations.

Partner states and their engagement with BRICS: strategies for integrating new countries and their potential impact on the group's international standing.

New Development Bank (NDB): examining the bank's role in financing infrastructure and sustainable development projects, as well as prospects for its strengthening and expansion.

This special issue will prepared under the guidance of Ya Tan (University of International Business and Economics, China) and Jafar Bedru Geletu (Ethiopian Institute of Foreign Affairs).

Konstantin Vishnevskiy, Head of the Centre for Strategic Analysis and Big Data under the Institute for Statistical Studies and Economics of Knowledge at HSE University, and an expert at the BRICS Expert Council-Russia, delivered an address on the sidelines of the BRICS Academic Forum. At the session dedicated to managing artificial intelligence, he emphasised that AI is becoming the "lifeblood" of the global economy, with its market value already reaching $638 billion and poised to rapidly grow.

78% of companies around the globe are already leveraging AI solutions, with the adoption rate in BRICS countries outpacing the OECD average.

According to 2025 AI Index Report by Stanford HAI, China produces 23.2% of global scientific publications on AI, while India contributes 9.2%. Collectively, the BRICS nations account for over a third of all global publications and patents in this field.

In Russia, leading universities and research institutions are at the forefront of AI development. The top 10 institutions alone contribute nearly 40% of all AI publications in the country. Thirteen dedicated AI research centres have been established, including one based at HSE University, receiving grants to pioneer groundbreaking world-class industry solutions. The first generation of these centres focused on strong, trusted, and ethical artificial intelligence, while the second wave targets industry-specific research for healthcare, transport, manufacturing, and smart cities.

In 2025, the International AI Foresight initiative was launched, commissioned by the Russian President and aimed at crafting a unified vision for priority areas in fundamental and exploratory AI research. This initiative seeks to update and synchronise research priorities while consolidating efforts across the field. Key players include HSE University as a methodological leader, Sber as Russia’s premier AI company, and the Strategic Agency for the Support and Formation of AI Developments (SAPFIR), operating under the Ministry of Economic Development of Russia, among other organisations.

Comments to the BRICS Academic forum session "Institutional Development" by Irina Kostetskaya, Coordinator, Russian Chapter, BRICS Civil Council; Expert, BRICS Expert Council-Russia

🕊 BRICS fundamentally differs from the G20. While the latter operates as a club, BRICS functions more like a family — a unique format of interaction. This metaphor captures the distinct nature of the bloc, which is built upon the foundational principles of mutual respect, equality, and cooperative engagement.

These fundamental differences highlight the need for a careful approach to any potential structural changes within BRICS, ensuring that its core values and principles remain intact.

When discussing the shared values among #BRICS countries, it is important to distinguish between terminal values — conceptual ideas about how the world should be structured — and instrumental values — practical approaches to navigating the global landscape.

🕊 Should a family-based institution transform into a bureaucratic organisation, or should it prioritise more flexible interaction forms? This fundamental question must be addressed before considering the establishment of a secretariat.

It is crucial to caution against the phenomenon of mimetic isomorphism — the blind imitation of successful practices from the Western world. When adopting a normative framework, we inevitably incorporate underlying values as well. In our context, we are likely dealing with a hybrid model, where Western democratic practices are critically re-evaluated through the lens of our core principles.

🕊 By maintaining a balanced approach, we can preserve the integrity of our institutional development while incorporating beneficial elements from various sources, ensuring that our unique principles remain at the core of all decision-making processes.

The BRICS Expert Council—Russia presented the results of BRICS cooperation progress

On the margins of the BRICS Academic Forum, Victoria Panova, Head of the BRICS Expert Council-Russia and Vice-Rector at HSE University, presented a study released in 2024.
