The Human Capital Index for the BRICS countries faced a decline until 2014, dropping by 17%, followed by stable growth up to 12% in 2014–2022.
During this period, India showed 31% growth (0.61 in 2024) and China’s score increased by 17% (0.79), while South Africa and Brazil each posted 10% growth (0.80 in 2024), and Russia’s score remained virtually constant at the same level even as it ranked highest among the BRICS 5 states in 2024 (0.83) in this indicator.
New BRICS members, including Egypt, Ethiopia, Iran, Saudi Arabia, and the UAE, on average increased their aggregate score by 17%.

Belarus and Russia discussed cooperation within BRICS
First deputy foreign minister of Belarus Sergey Lukashevich met with Russian deputy foreign minister and BRICS sherpa Sergey Ryabkov in Moscow to discuss the expansion of Belarus' participation in BRICS activities. Belarus officially became a BRICS partner state on 1 January 2025, which was a significant step in its integration into the bloc.
During the talks, both sides emphasised Belarus' readiness to actively contribute to #BRICS activities in three key pillars:
➖ politics and security
➖ economy and finance
➖ culture and humanitarian ties
Lukashevich noted the importance of improving the international monetary and financial system and utilising the resources of the New Development Bank to implement investment projects in the BRICS space.
The dialogue reflects Belarus' growing role within BRICS, which coincides with Russia's vision of developing multilateral relations and strengthening global partnership. The meeting underscores the commitment of both countries to promote cooperation in politics, economics and cultural exchange.

The report on the results of chairship of Russia in BRICS in 2024 highlights the main meetings dedicated to the development of civil society:
🕊 1st meeting of Russian NPO representatives as part of BRICS civil track 4 March 2024: Participants discussed the event plan for the BRICS Civil Track in 2024, as well as the thematic areas of the forum’s working groups. Victoria Panova, Head of the BRICS Expert Council—Russia, delivered a welcoming speech at the meeting. She spoke about the priorities of the Russian BRICS chairship in 2024 in the framework of the civil track, coordinated by the BRICS Expert Council–Russia.
🕊 BRICS Civil Forum 3–4 July 2024: The forum was held under the theme "Right to Development: Equality, Equity, and Justice" and gathered 650 delegates from 20 nations. During the Inaugural Session, Victoria Panova, Head of the BRICS Expert Council—Russia and Co-сhair of the BRICS Civil Forum, emphasised the importance of collectively addressing sustainable development challenges. In the course of the event, the Civil Track as the most vibrant area in #BRICS strategic partnership. The forum was concluded with the signing of the Declaration of Civil Society Representatives of the Countries of the Global Majority.
🕊 BRICS international futuristic forum “Smart civilization: horizontal linkages between BRICS civil society organisations, universities and innovative companies – key to shaping a common future” 10–11 July 2024: The forum brought together over 500 attendees from 20 countries. Discussions focused on specific projects for enhancing humanitarian ties under the BRICS framework. It was proposed to create rankings to assess the development of civil society, human rights status, and democracy levels, the BRICS Network of Future Studies Clubs, a permanent secretariat for BRICS universities and to develop indices to assess the level of humanitarian interconnections and influence among the BRICS countries.
The report presents the dates, course, and results of more than 170 significant meetings and events held under Russia's BRICS chairship within the strategic partnership.

Brazil, India, and Russia show rapid development in the Government AI Readiness Index
The joint development of advanced technologies, including artificial intelligence and AI-based products and services, is of great importance for BRICS. This is one of the most promising areas of cooperation within the group. In recent years, the member countries have been focusing on the development and application of AI. The Government AI Readiness Index (Government AI Readiness Index, 2023), based on 39 indicators within three pillars (Government; Technology Sector; Data and Infrastructure) shows 8.4% growth for BRICS on average since 2020, as presented on the graph (Figure 6).
According to the Government AI Readiness Index, Brazil demonstrated the most rapid development with 34.2% growth, followed by India with 11.8% growth and Russia with 3.4% growth.
Since 2020, for #BRICS, on average, the Government pillar shows 12.4% growth, followed by Data and Infrastructure at 7.9% and the Technology Sector pillar at 6.6%. For the same period, the total aggregate score for new BRICS members, including Egypt, Ethiopia, Iran, Saudi Arabia, and the UAE, stands at around 7.3%, pointing to a high potential for further cooperation and development within BRICS (see Figure 7).
