Why does Jorah think so little of Robert as a tactician?

‘Only a fool would meet the Dothraki in an open field’ - Robert to Cersei

How does Jorah genuinely think that one of the greatest tactical minds of the time, the man who only lost one battle in the entire war, is that stupid? I get he doesn’t like the man, but surely he can see that objectively he’s an excellent tactician.
