why didnt ned tell Robert on his death bed that Joffrey is not his son? couldnt this solve all the problems?

Is Ned Stark a decoy protagonist or is he something more?

He starts off as a classic fantasy lead: a family man, honorable, an all-around good guy. Someone you expect to survive till the end. The obvious hero of the story, and then… you know what happens.

I’m wondering, when George R. R. Martin began writing Game of Thrones, was Eddard Stark doomed from the beginning, or did the idea come to him afterwards?
