Subject: Immediate referral of vacant Non-Gazetted and MTS posts to JKSSB and the urgent framing of Recruitment Rules for the Housing and Urban Development Department (H&UDD).
​The alarming rate of unemployment in Jammu and Kashmir has reached a critical juncture, leaving thousands of qualified aspirants in a state of deep uncertainty. A recent RTI disclosure has revealed a startling reality: the Housing and Urban Development Department is currently sitting on a massive pool of over 1,800 Non-Gazetted and 400+ MTS (Multi-Tasking Staff) posts. Despite these 2,200+ positions being vacant, they have yet to be referred to the J&K Services Selection Board (JKSSB) for a transparent and time-bound recruitment process.
​The Core Issues & Demands:
​Curbing High Unemployment: While the government frequently highlights its commitment to job creation, keeping over 2,000 posts vacant within a single department contradicts the goal of youth empowerment. These vacancies represent 2,000 families that could achieve financial stability.
​Absence of Recruitment Rules: A major bottleneck cited for the delay in recruitment is the lack of updated Non-Gazetted Recruitment Rules. It is high time the department prioritizes the framing and notification of these rules to ensure that the selection process is not stalled by administrative technicalities.
​Departmental Efficiency: Beyond the unemployment crisis, the absence of 2,000+ staff members severely hampers the operational efficiency of the Housing and Urban Development Department, affecting urban planning, municipal services, and public welfare.
​Request for Immediate Referral: We earnestly request the Lieutenant Governor’s Administration and the Chief Secretary of J&K to intervene. The department must fast-track the referral of these 2,200+ posts to JKSSB to provide a fair opportunity to the deserving aspirants of the UT.

: A total of 40,661 posts are currently vacant in government departments across Jammu and Kashmir, Commissioner Secretary, General Administration Department (GAD), M Raju said on Tuesday.
The vacancies include 3,808 gazetted posts, 24,507 non-gazetted posts, and 12,351 multi-tasking staff (MTS) posts.


Raju shared the information at a meeting convened by Chief Secretary Atal Dulloo here to review the status of vacancies and the progress of recruitments being undertaken through the Jammu and Kashmir Public Service Commission (JKPSC) and the Jammu and Kashmir Services Selection Board (JKSSB) across various departments.
Among major departments, Raju said health and medical education accounts for a significant share of vacancies with 2,497 gazetted, 8,088 non-gazetted and 2,712 MTS posts vacant, while other departments with substantial vacancies include agriculture, power, finance, revenue, forest, public works, and youth services and sports.
Reviewing the recruitment being undertaken by the JKSSB for non-gazetted and MTS posts, JKSSB Chairperson Vikas Kundal said since 2019, the board has received 46,744 posts, out of which 9,260 were withdrawn, leaving 37,484 posts for recruitment.
The board has already completed selections for 32,956 posts, including 27,449 selections pertaining to this period.
At present, 10,035 posts remain under different stages of recruitment with JKSSB. These include 2,532 posts yet to be advertised, 4,768 posts at the examination stage, 1,258 at the selection stage, and 1,477 posts under live advertisements awaiting completion of the recruitment process, Kundal said.

The chief secretary advised JKSSB /JKPSC to prepare and publish examination calendars simultaneously, enabling aspirants to have clarity regarding the schedule of examinations and adequate time to prepare.

Taking note of bottlenecks affecting certain recruitments, the Chief Secretary directed the concerned departments to issue necessary clarifications and resolve procedural hurdles immediately so that the recruitment process is not delayed.
He also observed that prolonged recruitment cycles create uncertainty among job aspirants and emphasised the need for a predictable recruitment timeline to enable candidates to plan their careers better.
The meeting was attended by Administrative Secretaries of various departments, Chairperson JKSSB, Secretary JKPSC and other senior officials. It was decided that all clear vacancies without legal or procedural complications would be referred to the respective recruiting agencies at the earliest for timely recruitment.


Meanwhile, Secretary JKPSC Bashir Ahmad Dar informed the meeting that 1,745 Gazetted posts are presently under process with the Commission. Of these, the selection schedule has already been drawn for 1,573 posts, while 172 posts are yet to be scheduled due to procedural issues.
He said the Commission has prepared a recruitment timeline, under which 630 selections are expected to be completed by March 2026, 476 during April–May 2026, 158 during June–July 2026 and 309 during August–September 2026.
Department-wise analysis showed that the highest number of posts with JKPSC belong to Health and Medical Education (872 posts), followed by School Education (470 posts), General Administration (170 posts) and Higher Education (129 posts

Subject: Urgent Appeal to Remove the "Maximum Qualification Cap" for Upcoming Class IV/MTS Recruitments in J&K.

Respected Sir/Madam,

​I am writing this representation to bring to your kind notice a matter of grave concern regarding the upcoming recruitment for approximately 2,000+ Multi-Tasking Staff (MTS) / Class IV posts by the JKSSB.

​Currently, the recruitment rules impose a "Maximum Qualification Cap" (10+2), which effectively bars graduates and post-graduates from applying for these entry-level positions. While the intent may be to prevent high attrition, the current socio-economic reality of our Union Territory necessitates a more inclusive approach.

​1. The Reality of Unemployment in J&K
​As per recent data, the unemployment rate in Jammu and Kashmir stands at approximately 6.7%, which is nearly double the national average of 3.5%. This gap is even more pronounced in urban areas, where youth are struggling to find any form of stable livelihood.

​2. Mental Health and Social Stability
​The exclusion of highly qualified youth from these "Level-1" posts is contributing to:

​Rising Anxiety and Depression: Thousands of graduates face an uncertain future with no active recruitment in higher tiers, leading to severe mental health crises.
​Wasted Human Capital: Instead of utilizing our educated youth, the current "cap" leaves them in a state of forced idleness.
​3. A Plea for Equal Opportunity
​In a region where government jobs are the primary source of economic security, every citizen should have the right to compete based on their merit, regardless of their over-qualification. A post-graduate willing to work as an MTS should not be penalized for their pursuit of higher education.

​Our Request:

We earnestly request the GAD to revisit and remove the "Maximum Qualification Cap" for the upcoming JKSSB MTS/Class IV advertisement. Opening these doors to all eligible age-group candidates will provide a much-needed "safety net" for our educated youth and help restore faith in the recruitment process.


​We look forward to a compassionate and progressive decision that prioritizes the welfare of the J&K youth.

NG Employees of GMC Kathua met with DC Kathua and submitted memorandum for Finalization of Recruitment Rules Kathua:

A delegation of Non-Gazetted Employees of Government Medical College (GMC), Kathua met the Deputy Commissioner, Kathua on 09.03.2026 and submitted a representation regarding the long-pending demand for finalization of Recruitment/Service Rules for Non-Gazetted staff of GMC Kathua. It is pertinent to mention that the Non-Gazetted Employees had earlier decided to proceed with a peaceful demonstration on 09.03.2026. However, on the request and call of the Principal, GMC Kathua, the Deputy Commissioner Kathua invited the delegation for a discussion on the issue before any such step was taken. During the meeting, the delegation briefed the Deputy Commissioner in detail about the delay in finalization of the Recruitment Rules and the difficulties being faced by the Non Gazetted staff. A formal representation requesting his intervention in the matter was also submitted. The Deputy Commissioner gave a patient hearing and assured the delegation that he would extend all possible assistance to facilitate and fast-track the process. He also acknowledged that the demand raised by the employees is genuine and expressed his concern regarding the issue. During the meeting, the Deputy Commissioner also telephonically contacted the concerned official in the Health & Medical Education Department to ascertain the status of the Recruitment Rules of GMC Kathua. The concerned official informed that the Recruitment Rules have been finalized and are ready to be forwarded to the ARI & Training Department for vetting. The Deputy Commissioner further assured that he would arrange a meeting with the Hon’ble Minister, Health & Medical Education, Ms. Sakina Itoo, on 11.03.2026 during her scheduled visit to Kathua, so that the matter may be taken up at the appropriate level for early resolution. The Deputy Commissioner acknowledged the hard work and dedication of the Non-Gazetted staff and requested the employees to continue cooperating in the interest of public service. In addition to the meeting, the Principal, GMC Kathua has forwarded the representation regarding finalization of the Recruitment Rules to the Secretary, Health & Medical Education Department on the same day. The meeting concluded on a positive and hopeful note, with the expectation that the issue will be resolved at the earliest.

I think J&k Govt will no relief from supreme court for this ...as the court already clarified their stance in the order
