The State Election Commission (SEC) will initiate preparations for Panchayat elections in Jammu and Kashmir on Monday with undertaking an exercise for revision of electoral rolls fixing cut off date as April 1, 2026. However, the electoral rolls for Municipalities will not be updated and the latest lists will be taken from the Special Intensive Revision (SIR) exercise to be conducted by the Election Commission from April this year.


The electoral rolls are expected to be prepared based on existing delimitation.
The high-level meeting to be attended by senior officers of the SEC, Rural Development and Panchayati Raj Departments and the Deputy Commissioners, some of them through video conferencing, will also discuss various issues connected to the preparations for Panchayat polls.

The Jal Shakti Department, Government of Jammu and Kashmir, has referred to the following 335 Non-Gazetted vacancies to the Jammu and Kashmir Services Selection Board for early selection of eligible candidates:


241 posts of Junior Engineer (Civil).
01 post of Junior Stenographer.
34 posts of Draftsman (Civil) – 17 for Jammu Division and 17 for Kashmir Division.

We, the aspirants of JKSSB, are preparing for various posts such as AHTO, Stock Assistant, Sub Auditor, Constable (Armed, Telecommunication, and Executive), Supervisor, and Medical & Health posts of SKIMS advertised under Advertisement Notification Nos. 12, 13, 14, and 15 of 2025, as well as Medical and Health Department posts under Advertisement Notification No. 01 of 2026.

Through this representation, we humbly request the kind release of the advance examination calendar along with the detailed syllabus for the above-mentioned advertisements at the earliest.

The timely issuance of the calendar and syllabus will greatly benefit aspirants in the following ways:

1. Mental Stability and Stress Reduction: Uncertainty regarding examination dates and syllabus creates anxiety and confusion among aspirants. A clear schedule and defined syllabus will provide clarity and peace of mind.

2. Effective Preparation Strategy: Many candidates are preparing for multiple posts simultaneously. An advance calendar and prescribed syllabus will help them prepare in a focused and structured manner.

3. Transparency and Fairness: Early declaration of the examination calendar and syllabus ensures equal opportunity for all candidates and strengthens transparency in the recruitment process.

4. Avoidance of Overlapping Examinations: A well-planned advance calendar will prevent clashes between different examinations, allowing aspirants to appear in all the posts they have applied for without any disadvantage.

​To ensure the successful execution of the Chief Minister's vision for the 2026-27 Budget Session, we request the General Administration Department (GAD) to prioritize the early referral of these 23,800 vacancies to the respective recruiting agencies. To achieve a "strictly time-bound" result, the following structural reforms are proposed:

​Early Referral and Processing: Immediate referral of the 2,800 gazetted and 21,000 non-gazetted/Class-IV posts to JKPSC and JKSSB to prevent administrative bottlenecks.
​Recruitment Fee Reform: A significant reduction in application fees (by ₹200–₹300) for both JKSSB and JKPSC to alleviate the financial burden on the thousands of aspiring candidates across the Union Territory.
​Single-Level Recruitment Model: Implementation of a unified examination system for similar categories of posts. Instead of multiple separate advertisements and exams for identical qualification levels, a single consolidated notification should be issued to save time, resources, and candidate effort.

Panchayat Elections soon in j&k , process started


State Election Commission set  the process for preparation of electoral rolls for the Panchayat elections devising a detailed schedule in which final electoral rolls for the elections will be published on May 10.


Commissioners of Jammu and Kashmir, all 20 Deputy Commissioners, senior officers of Rural Development and Panchayati Raj department and NIC among others. Most of the officers joined the meeting through the video conferencing.
The meeting held in-depth review of the revision of Panchayat rolls and decided to fix April 1, 2026 as the cut-off date for inclusion of new voters for the Panchayats.
“The NIC will conduct pre revision exercise for supplementary integration of previous electoral rolls with the main list within 10-12 days,” Shantmanu said, adding this exercise is expected to be completed by March 20-22.
The draft electoral rolls will be published within a month of completion of the exercise by the NIC i.e. temtatively by March 23.
“One-month time will be given to the people for filing objections to the draft rules. During this period, 3-4 camps will also be held at the week-ends to facilitate the process,’” Shantmanu said, adding this process will be followed by examination of electoral rolls for about two weeks.
“Tentatively, the final electoral rolls will be published on May 10,” the SEC said.
There are about 9 million voters in Jammu and Kashmir.

Subject: Immediate referral of vacant Non-Gazetted and MTS posts to JKSSB and the urgent framing of Recruitment Rules for the Housing and Urban Development Department (H&UDD).
​The alarming rate of unemployment in Jammu and Kashmir has reached a critical juncture, leaving thousands of qualified aspirants in a state of deep uncertainty. A recent RTI disclosure has revealed a startling reality: the Housing and Urban Development Department is currently sitting on a massive pool of over 1,800 Non-Gazetted and 400+ MTS (Multi-Tasking Staff) posts. Despite these 2,200+ positions being vacant, they have yet to be referred to the J&K Services Selection Board (JKSSB) for a transparent and time-bound recruitment process.
​The Core Issues & Demands:
​Curbing High Unemployment: While the government frequently highlights its commitment to job creation, keeping over 2,000 posts vacant within a single department contradicts the goal of youth empowerment. These vacancies represent 2,000 families that could achieve financial stability.
​Absence of Recruitment Rules: A major bottleneck cited for the delay in recruitment is the lack of updated Non-Gazetted Recruitment Rules. It is high time the department prioritizes the framing and notification of these rules to ensure that the selection process is not stalled by administrative technicalities.
​Departmental Efficiency: Beyond the unemployment crisis, the absence of 2,000+ staff members severely hampers the operational efficiency of the Housing and Urban Development Department, affecting urban planning, municipal services, and public welfare.
​Request for Immediate Referral: We earnestly request the Lieutenant Governor’s Administration and the Chief Secretary of J&K to intervene. The department must fast-track the referral of these 2,200+ posts to JKSSB to provide a fair opportunity to the deserving aspirants of the UT.
