💬 Sergey Lavrov: #AfricaDay — a holiday which epitomises the unwavering will of the African peoples and their struggle in pursuit of freedom and human dignity.

This year, the holiday coincides with the 20th Anniversary of the African Union’s Peace and Security Council which is one of the main bodies of this pan-African organisation that plays a significant role in shaping the modern African security architecture and the political and socioeconomic integration of the continent’s countries, and ensuring its proper place within the international economic relations system.

🌍 We in Russia are pleased to note that Africa continues to gain political weight and to establish itself as a crucial pillar of the emerging multipolar order. Dynamic integration processes, rapidly growing markets, and business activity make it possible for the African states to play an increasingly meaningful role in international affairs and speak as one. <…>

Fighting the newly emerged colonial and neo-colonial practices has come to the forefront today. The Western methods have changed, but the thrust of its policy towards African countries has remained unchanged and is to bring them to its heel and to live at the expense of other countries using more sophisticated forms of exploitation as part of the rules-based order.

We remain willing, notwithstanding current circumstances, to support the African countries in their efforts to advance their sovereignty, to address pressing socioeconomic challenges, and to assert Africa’s rightful place as an equal partner in the modern world, including in the efforts to reform the UN Security Council.

The potential for Russian-African cooperation across all areas is truly vast. We will continue to work together to bring our relations to the level of a truly strategic partnership.

The Slavonic Literature and Culture Day is celebrated on 24 May. It is dedicated to the day of memory of the holy Equal-to-the-Apostles brothers Cyril and Methodius, who united the fraternal peoples with a single written tradition.

The new alphabet was created in around 863. Scientists still have not come to a consensus whether it was Cyrillic, named after one of the brothers - Cyril, or Glagolitic (from the word "glagolit'", that is, "speak") .

According to one version, Cyril and Methodius created the Cyrillic alphabet, and later, on its basis, the students of Methodius came up with the Glagolitic alphabet in order to continue the spread of the Slavic script. According to another version, Cyril and Methodius became the authors of the Glagolitic alphabet, and then a student of Cyril named Clement of Ohrid composed the Cyrillic alphabet.

There was much in common between the two alphabets, they differed in style and were used by the Slavs in parallel. Gradually, the simpler Cyrillic replaced the Glagolitic in the south, and in the west it was replaced by the Latin alphabet.

Each Cyrillic letter had its own name, some of which formed semantic rows that helped students to quickly memorize the alphabet: “Az Buki Vedi” (meaning "I know letters"), “Glagol Dobro Est'” (meaning “Said word”, "Goodness", “Is” from “to be”).

Many modern Slavic alphabets have been created on the basis of the Cyrillic alphabet, as well as the alphabets of a number of other languages. The Slavonic Literature and Culture Day reminds us that the Slavic peoples have common origins, as well as the role of literacy in the spiritual development of people. On this day, scientific and creative events dedicated to Slavic culture are held, and festive services are held in churches.

🌍🎉 Africa Day: remembering some milestones in history of continent's development and recent achievements

In his celebratory address, the UN Secretary-General Antonio Guterres emphasized that Africa has enormous potential due to its young and growing population, its abundant natural resources, its “breathtaking” beauty and cultural variety. At the same time, he underscored the need to continue to help the continent in its fight against climate change, conflict, hunger, extremism and other problems.

Although the continent is still dealing with some problems, they don't define Africa. What does define it is its steady and remarkable progress that the continent has been showing over those 61 years, despite many challenges it is facing.

Significant advances have been made in healthcare, the continent's technological development, economics and gender equality, among other things.

💬 25 мая во всём мире отмечается День Африки – праздник, символизирующий единство и победу африканских народов в борьбе за национальную независимость и выбор суверенного развития. Традиционно по случаю этой даты от имени Министра иностранных дел Российской Федерации проводится официальный приём.

🌍 25 мая 1963 года было объявлено об образовании Организации африканского единства, положившей начало поступательному движению континента по пути политической и экономической интеграции. Продолжателем её дела выступает Африканский союз – один из ключевых игроков в современном мироустройстве, с 2023 года ставший членом «Группы двадцати» при активной поддержке Российской Федерации.

Сегодня развитие многоформатного, всеобъемлющего сотрудничества с государствами Африканского континента является одним из приоритетных направлений российской внешней политики. Второй саммит Россия – Африка, состоявшийся в июле прошлого года в Санкт-Петербурге, придал качественно новый импульс всему комплексу наших отношений со странами региона.

Президент Российской Федерации В.В.Путин назвал две прошедшие российско-африканские встречи «в верхах» в Сочи в 2019 году и Санкт-Петербурге в 2023 году «настоящим прорывом».

📄 На петербургском саммите были приняты итоговые документы, определившие магистральные линии нашего дальнейшего сотрудничества с континентом: политическая декларация и три секторальных заявления, а также План действий Форума партнёрства Россия – Африка на 2023-2026 годы.

🤝 Для регулярной «сверки часов» по вопросам комплексного развития российско-африканских отношений и подготовки следующего саммита в 2026 году учреждён новый диалоговый формат – министерские конференции Форума партнёрства Россия – Африка. Первый СМИД Россия - Африка с участием мининдел 54 африканских государств и руководителей региональных интеграционных объединений состоится в ноябре этого года в Сочи.

🌍 “Second liberation”: how is Africa fighting economic shackles of its colonial past?

Africa is reaching out to countries that do not preach neocolonial practices in order to achieve the second — economic — liberation after the previously achieved political one, Dr. Wuhibegezer Ferede, Associate Professor of Political Science and International Studies, Bahir Dar University, Ethiopia, told Sputnik Africa.

"Africa is still economically dependent on the post-colonial economic order. [...] [Thus, it] is really trying to address these challenges [of colonial legacy] through a form of mobilizing internal resources, and of course by creating an alliance with external actors who are really immune from this legacy of colonialism," he said.


One of the organizations, that could help the continent in this is, indeed, BRICS, according to the professor.

"You see, [due to] the dysfunctionality of the liberal international order [...] in terms of financial disorder and security disorder [...], Africans are really moving towards an alternative international arrangement. [...] So, BRICS will be an alternative source of finance to escape this strict conditionality," Ferede reckoned.

🇪🇹 Ethiopia's participation in BRICS will help solve the country's socio-economic problems, Sherpa says

Mamo Esmelealem Mihretu, the representative of Ethiopia in BRICS, stated this during the second meeting of Ethiopia's BRICS Plus National Ministerial Steering Committee, which took place this week.

Participants of the meeting expressed confidence that cooperation with other BRICS countries can ensure Addis Ababa’s successful implementation of national development goals and expand the capabilities and connections of Ethiopian diplomacy.

They also outlined a strategy for Ethiopia's participation in BRICS and reviewed the implementation of the memorandum of understanding signed by Addis Ababa with the bloc.

🆕 Участие Эфиопии в БРИКС поможет решить социально-экономические проблемы страны.

🇪🇹 Это заявление было сделано во время второго заседания Национального министерского руководящего комитета Эфиопии БРИКС+, которое состоялось 23 мая 2024 года. Целью заседания была оценка и определение направлений участия Эфиопии в деятельности БРИКС.

📝 Участники встречи выразили уверенность, что сотрудничество с другими странами БРИКС может обеспечить успешную реализацию Аддис-Абебой целей национального развития и расширить возможности и связи эфиопской дипломатии. Они также наметили стратегию участия Эфиопии в БРИКС и рассмотрели ход реализации меморандума о взаимопонимании, подписанного Аддис-Абебой с блоком.

🌐 Решение о приглашении Эфиопии в БРИКС было принято на саммите в Йоханнесбурге в августе 2023 года, а 1 января 2024 года Эфиопия стала полноправным членом объединения.

Expressing his heartfelt congratulations on the occasion of African Day, Vladimir Putin stated that the day is the symbol of the victory of the peoples of the African continent over colonialism, and of their aspirations for freedom, peace, and prosperity.

African countries have achieved generally recognized success in the economic and social spheres, and are now playing an increasingly important role in addressing key issues of the international agenda


Vladimir Putin pointed out that the AU and a number of sub-regional structures are expanding constructive cooperation, developing mechanisms for collective response to local conflicts and crises, as well as consistently promoting integration processes. Thus, Russia attaches particular importance to strengthening friendly relations with its African partners.

We share the aspiration to build a just multipolar world order based on true equality and the rule of international law free from any forms of discrimination, diktat or sanctions

✍️ Russia's President Vladimir Putin sent greeting to the participants, organisers, and guests of the 27th St Petersburg International Economic Forum, which will take place in St Petersburg on June 5–8, 2024 (May 27, 2024)

✉️ For more than a quarter of a century, the Forum has provided an opportunity for politicians, experts, business leaders, academics, and media professionals from around the world to hold in-depth discussions on key economic development trends in Russia and the world. Participants in plenary sessions, roundtables and panel discussions exchange views on ways to promote international cooperation, encourage scientific and technological progress and the development of human capital, and to effectively tackle the challenges we face.

The theme of the current meeting, The Foundations of a Multipolar World – The Formation of New Areas of Growth, is highly relevant and meaningful. A growing part of the international community is in favour of building a just and democratic system of international relations based on the principles of genuine equality, consideration for each other’s legitimate interests, and respect for the cultural and civilisational diversity of nations.

It is precisely these principles that underpin the activities of #BRICS, which Russia is chairing this year. 📅 The Treaty of Jassy was concluded at the end of the Russian-Turkish war in 1791 and through it the entire Northern Black Sea coast was formally recognised as part of the Russian Empire.

In a push to create a port for military and commercial needs on the newly acquired lands, on May 27, 1794, Empress Catherine the Great issued a rescript on founding a city and a harbour on the site of the town of Khadjibey. On August 22, 1794, the first piles were driven into the site that will become Odessa in the future.

The great grandnephew of the famous French cardinal, Duke Armand Richelieu, who had been in the service of the Russian imperial court for many years, played a major role in developing that city. During the Napoleonic invasion, he addressed the people of Odessa calling upon them to give a strong rebuff to the invaders.

☝️ Hero of the Patriotic War of 1812 and Foreign Campaigns of the Russian Army Count Mikhail Vorontsov did much for the city. He turned Odessa into the main trading outpost in southern Russia.

Outstanding Russian writers, artists, musicians and true heroes of the Motherland lived in Odessa in different periods of time. However, today, the regime that took power as a result of the coup in Ukraine is trying to destroy their traces in the history of the city.

In 2014, Odessa residents openly opposed the neo-Nazis who seized power in Kiev. However, radicals drowned in blood the freedom-loving Russian-speaking Odessa on May 2, 2014. Since then, the terror unleashed by the nationalists against proud Odessa residents and all other dissenting residents of Ukraine has been intensifying.

Question: The US & Western elites can't help but realise they're impacting our vital root interests, & that what's happening today has always been unthinkable. Why are they doing this?

💬 Sergey Lavrov: They have realised that it's their goal to prevent Russia from becoming stronger & to contain our country; they're talking seriously that it's necessary to “decolonise” Russia, i.e. to “dismember” it. This is their strategic objective.

They started acting this way after we showed that we'll not put up with this & would not allow them to use Ukraine as a direct threat to our security & as a tool for destroying all things Russian on historical Russian territories. <…>

Question: Do they believe that, by pitting 2 nations against each other & unleashing hostilities between 2 neighbouring nations with blood ties, they'd force us to quarrel for decades & to drift apart? Is this their goal?

💬 Sergey Lavrov: It appears that it is their goal. They have been doing this for over 20 years, if not 30 years, right after the breakup of the USSR. Their goal was to destroy all things Russian, including the Russian language, & to establish their influence over this territory that they wanted to take over. There were plans to establish military bases on the ground & on the Sea of Azov. They also seriously wanted to stake a claim in Crimea.

As usual, the people of Russia rallied, as it always happens when they wake up the Russian bear. <…>

As it often happens with Western strategists, the West has obtained a diametrically opposite result.

Question: The West is making more & more bellicose statements at all levels. Russia is voicing a more specific & cool-headed position. What are the chances that they'll unwittingly cross a boundary when their actions would cause Russia to retaliate & hit them hard?

💬 Sergey Lavrov: I can assure you that they will be unable to unwittingly cross this boundary.

“I hope to visit your hospitable country soon, Mr. Speaker, and continue dialogue in all areas of mutual interest for the benefit of the peoples of our countries,” Matvienko said in a congratulatory telegram on the occasion of Ethiopia’s National Day - Day of Victory of Democratic Forces.


Matvienko noted that Russia and Ethiopia have “long-standing, multifaceted relations.” She also wished the people of Ethiopia "stability, harmony and peace."

“I am convinced that we have every opportunity to strengthen cooperation between the Federation Council of the Federal Assembly of the Russian Federation and the Federation Council of the Hause of Federation of the Federal Democratic Republic of Ethiopia,” Matvienko emphasized.

🎙 President Putin's answer to a media question regarding the legitimacy of the current Ukrainian authorities (May 28, 2024)

💬 The Constitution of Ukraine only extends the duration of powers of the Rada [parliament]. It says nothing about extending the term of office of the president.

Ukraine's <...> martial law reads that presidential elections are not held during martial law. However, this does not mean that they are extended. <...> The Constitution says nothing about this. But Article 111 of the Constitution of Ukraine reads that in this case the powers of the supreme authority, actually the presidential powers are transferred to the Speaker of Parliament. <...>

In essence, the Ukrainian statehood is based on the idea of the parliamentary-presidential republic rather than the presidential republic. The main levers of power are concentrated in the representative state body. <...>

☝️ Therefore, speaking strictly, in a tentative estimate – I am just talking about a tentative estimatethe parliament & the Rada Speaker remain the only legitimate authorities. And so, basically, if they wanted to hold presidential election, they should have simply repealed martial law at that time & proceeded with the voting. But they did not want to do this for a number of reasons.

I think, & this is not linked with the Constitution in any way, that maybe the current bosses of Ukraine, those residing overseas, would like to place the burden of making all unpopular decisions on the executive branch currently in power. This includes the adoption of yet another decision to further lower the conscription age.

❗️ The final say should be made by the political & legal system of Ukraine. It should formulate & explain what is happening in Ukraine. I believe, this is not too difficult, indeed.
