📄 Article by Vladimir Putin in "Rodong Sinmun" newspaper, Russia and the DPRK: Traditions of Friendship and Cooperation Through the Years
Read in full
💬 On the eve of my state visit to the Democratic People’s Republic of Korea, I would like to address the Korean and foreign audience of the "Rodong Sinmun" newspaper to share my thoughts on the prospects for partnership between our states and on their role in the modern world.
🇷🇺🇰🇵 The relations of friendship and neighbourliness between Russia and the DPRK, based on the principles of equality, mutual respect and trust, go back more than seven decades and are rich in glorious historical traditions. Our peoples cherish the memory of their difficult joint struggle against Japanese militarism and honour the heroes who fell in it. In August 1945, Soviet soldiers, fighting shoulder to shoulder with Korean patriots, defeated the Kwantung Army, liberated the Korean peninsula from colonisers, and opened the way for the Korean people to develop independently. <...>
The Soviet Union was the first among the world’s states to recognise the young Democratic People’s Republic of Korea and establish diplomatic relations with it. As early as on March 17, 1949, when the founder of the DPRK Comrade Kim Il Sung paid his first visit to Moscow, the USSR and the DPRK signed the Agreement on Economic and Cultural Cooperation, establishing a legal framework for further strengthening of their bilateral interaction. Our country helped the Korean friends to build their national economy, create a healthcare system, develop science and education, and train professional administrative and technical staff.
In 1950–1953, during the difficult years of the Fatherland Liberation War, the Soviet Union also extended a helping hand to the people of the DPRK and supported them in their struggle for independence. Later on, the Soviet Union provided significant assistance in restoring and strengthening the national economy of the young Korean state and in building a peaceful life.
<...>
Today, as before, Russia and the Democratic People’s Republic of Korea are actively advancing their multifaceted partnership.
<...>
I am convinced that our joint efforts will take our bilateral interaction to a higher level, which will facilitate mutually beneficial and equal cooperation between Russia and the DPRK, strengthen our sovereignty, promote trade and economic ties, people-to-people contacts and, ultimately, improve the well-being of the citizens of both states.
I would like to extend wishes of good health to Comrade Kim Jong Un and those of peace and great success on the path of development – to the friendly people of the DPRK.

📄 Excerpts from an article by President Vladimir Putin in Rodong Sinmun newspaper, Russia and the DPRK: Traditions of Friendship and Cooperation Through the Years
✍️ We highly appreciate the DPRK’s unwavering support for Russia’s special military operation in Ukraine, their solidarity with us on key international matters and willingness to defend our common priorities and views within the United Nations.
🇷🇺🇰🇵 Pyongyang has always been our committed and like-minded supporter, ready to confront the ambition of the collective West to prevent the emergence of a multipolar world order based on justice, mutual respect for sovereignty and consideration of each other’s interests.
The United States is going out of its way to impose on the world what it calls the “rules-based order”, which is essentially nothing more than a global neo-colonial dictatorship relying on double standards. Nations that disagree with such an approach and pursue an independent policy face increasing external pressure. The US leadership views such a natural and legitimate aspiration for self-reliance and independence as a threat to its global dominance.
The United States and its satellites openly declare that their objective is to inflict a “strategic defeat” on Russia. They are doing everything they can to protract and further exacerbate the conflict in Ukraine, which they have themselves provoked by supporting and organising the 2014 armed coup in Kiev and the subsequent war in Donbass. What is more, over the years they have repeatedly rejected all our attempts to resolve the situation peacefully. Russia has always been and will remain open to equal dialogue on all issues, including the most difficult ones. I reiterated this at my recent meeting with Russian diplomats in Moscow.
Our adversaries, meanwhile, continue to supply the neo‑Nazi Kiev regime with money, weapons and intelligence information, allow – and, effectively, encourage – the use of modern Western weapons and equipment to deliver strikes on the Russian territory, aiming at obviously civilian targets in most cases. They are threatening to send their troops to Ukraine. Furthermore, they are trying to wear out Russia’s economy with more new sanctions and fuel socio-political tension inside the country.
No matter how hard they tried, all their attempts to contain or isolate Russia have failed. We continue to steadily build up our economic capability, develop our industry, technologies, infrastructure, science, education and culture.
We are pleased to note that our Korean friends – despite the years-long economic pressure, provocations, blackmailing and military threats on the part of the United States – are still effectively defending their interests. We see the force, dignity and courage with which the people of the DPRK fight for their freedom, sovereignty and national traditions, achieving tremendous results and genuine breakthroughs in strengthening their country in terms of defence, technology, science and industry. At the same time, the country’s leadership and its head Comrade Kim Jong Un have repeatedly expressed their intention to resolve all the existing differences by peaceful means. But Washington, refusing to implement previous agreements, keeps setting new, increasingly harsh and obviously unacceptable requirements.
Russia has incessantly supported and will support the DPRK and the heroic Korean people in their struggle against the treacherous, dangerous and aggressive enemy, in their fight for independence, identity and the right to freely choose their development path.
We are also ready to closely work together to bring more democracy and stability to international relations. To do this, we will develop alternative trade and mutual settlements mechanisms not controlled by the West, jointly oppose illegitimate unilateral restrictions, and shape the architecture of equal and indivisible security in Eurasia.

🎙 Russia's President Vladimir Putin and Chairman of State Affairs of the Democratic People’s Republic of Korea Kim Jong-un made press statements following Russia-DPRK talks (Pyongyang, June 19, 2024)
💬 We prioritise strengthening the traditionally friendly and neighbourly relations between Russia and the DPRK that are rooted in the glorious traditions of our shared history. Allow me to remind you that the Soviet Union played an essential role in liberating Korea from the Japanese colonial rule. This year, the Democratic People’s Republic of Korea marks 75 years since concluding its first international agreement – and it was a treaty with our country.
Key talking points:
• Today, we held constructive talks covering the entire scope of our practical cooperation. We signed a new interstate treaty, the Treaty on Comprehensive Strategic Partnership, which outlines large-scale objectives and guidelines for deepening Russia-DPRK links for the long term. This is a truly breakthrough document
• Our countries are genuinely interested in continuing most active cooperation between the senior officials of our economic agencies, parliaments, law enforcement, security, foreign policy agencies, and between our public organisations and citizens.
• The Treaty on Comprehensive Partnership signed today contemplates, among other things, mutual assistance in the event of aggression against one of the parties thereto.
• Our countries consistently defend the ideas of creating a more just and democratic multipolar world order.
• Both Russia and Korea conduct an independent and autonomous foreign policy and do not accept the language of blackmail and dictate. We are against the practice of applying politically motivated sanctions and restrictions.
• Notwithstanding the external pressure, our countries are successfully developing on a sovereign and independent basis, they have rendered and will continue to render each other an all-round support as genuine friends and good neighbours.
• The propaganda cliches reproduced time after time by the Westerners are no longer able to disguise their aggressive geopolitical designs, including in Northeast Asia. Our opinions regarding the root causes of escalation of the military-political tension coincide. They include the US confrontational policy of expanding its military infrastructure in the sub-region, which is accompanied by a substantial increase in the scope and intensity of various military exercises involving the Republic of Korea and Japan, which have a hostile nature towards the DPRK.
• Russia is ready to continue its political and diplomatic efforts to eliminate the threat of the recurrence of an armed conflict on the Korean Peninsula and to build an architecture of long-term peace and stability there based on the principle of the indivisible security.
• I am confident that today’s talks will contribute to further development of friendship and partnership between Russia and the Democratic People’s Republic of Korea, and to strengthening of security across the entire region.

Russia and Vietnam: Friendship Tested by Time
💬 It is symbolic that our upcoming visit to Vietnam will take place around the date that marks the 30th anniversary of the Russian-Vietnamese Treaty on Foundations of Friendly Relations. This strategic document opened up vast opportunities to strengthen and develop the whole range of bilateral ties, giving them a powerful impetus and increasing their dynamics at the new historical stage.
Key points:
🔹 Our country significantly contributed to the heroic struggle of the Vietnamese people against foreign invaders. After the victory and complete liberation of the Vietnamese territory from the occupiers, it was Soviet builders, engineers, doctors, teachers and scientists who helped rebuild Vietnam.
🔹 Vietnam is a vibrant and unique ancient civilization adding to the tapestry of a multipolar world. Hanoi pursues an independent foreign policy in the global arena and strongly advocates a just world order based on international law and principles of equality of all states and non-interference in their internal affairs.
🔹 We highly appreciate the fact that our countries have coinciding or similar approaches to pressing issues on the international agenda. We work closely together within key international forums, first of all within the UN. <...> We see Vietnam as a like-minded partner in shaping a new architecture of equal and indivisible Eurasian security on an inclusive and non-discriminatory basis.
🔹 We are grateful to our Vietnamese friends for their balanced position on the Ukraine crisis and their desire to facilitate the search for practical ways to settle it peacefully. All of this is fully in line with the spirit and nature of our relations.
🔹 Together with our Vietnamese friends, we will continue to develop #RussiaVietnam ties and cooperation for the benefit of our peoples, for stability and prosperity in the region and the world as a whole.

⭐️ 79 years ago, on 20 June 1945, the Victory Banner was delivered to Moscow from Berlin - the very banner that was raised over the defeated Reichstag on the night of May 1, 1945, by Red Army soldiers of the 150th Rifle Division Mikhail Egorov, Meliton Kantaria and Alexey Berest.
Photos of the burning Reichstag with the Victory Banner flying above its dome were published in the Russian newspaper Pravda on May 3, 1945. The Red Banner, pierced by bullets, stained with blood, became a sacred relic.
Transporting the Banner was entrusted to pilots of the 226th aviation regiment, formed shortly before by officers of the 62nd separate Guards regiment of the USSR Civil Air Fleet.
For some time the original Victory Banner was stored in the combined battalion of the 1st Belorussian Front, then it was sent to the Central Museum of the Armed Forces of the Russian Federation, where it is still kept.
🇷🇺 It is shown very rarely: the fabric is too fragile. The banner is kept unfurled and in a horizontal position in a glass showcase, which does not allow ultraviolet rays to pass through, while optimal temperature and air humidity are maintained inside. An exact replica of the original flag is on display in the Museum's permanent exhibition.
☝️ The blood-red cloth remains the main symbol of the Great Patriotic War, a source of pride of all the peoples of the USSR who contributed to our common Victory.

🇷🇺🇻🇳 President of the Russian Federation Vladimir Putin met with Prime Minister of the Government of Vietnam Pham Minh Chinh
💬 Vladimir Putin: The Russian-Vietnamese relations of trust and mutual understanding have come a long way <...> and have stood the test of time with honour.
The Soviet Union, as you also noted, provided effective assistance in the Vietnamese people’s heroic struggle against the French and later the American invaders, and subsequently contributed to the peaceful development of the Socialist Republic of Vietnam.
In recent decades, we have significantly expanded the legal framework for cooperation. In addition to the cornerstone Treaty on Foundations of Friendly Relations, which just recently turned 30 years old, more than 80 interstate and intergovernmental agreements are now in place between our countries. A number of important bilateral documents were also signed during the current visit.

Educational cooperation continues; the government has established a quota of 1,000 university scholarships with state grants to admit Vietnamese citizens next year.
Russia will host Days of Vietnamese Culture this year. Vietnamese athletes took part in the #BRICS Games earlier this month.
Many Russian cities and regions, including Moscow, St Petersburg, the Kaluga, Rostov and Ulyanovsk regions, are active in cooperating with cities and provinces of Vietnam.
🤝 I would like to underscore that despite all the current challenges, we are committed to strengthening the comprehensive strategic partnership between the Russian Federation and the Socialist Republic of Vietnam, and we will do our utmost to advance it. I hope that this visit will serve to strengthen our ties; I have no doubt about it.
