CONCLUSION:
It is not permissible for women to intentionally gaze at the opposite gender, even without lust.

Due to the following:

1⃣. Allāh’s statement:
﴿وَإِذَا سَأَلۡتُمُوهُنَّ مَتَـٰعࣰا فَسۡـَٔلُوهُنَّ مِن وَرَاۤءِ حِجَابࣲۚ ذَ ٰ⁠لِكُمۡ أَطۡهَرُ لِقُلُوبِكُمۡ وَقُلُوبِهِنَّ﴾
“When you ask his wives for something, do so from behind a screen: this is purer both for your hearts and for theirs.” [Sūrah Al-Aḥzāb: 53]
• This Āyah shows that the sickness of the heart effects both men and women
• Thus, prevention is better than cure.

2⃣. The evidences which command with lowering the gaze are general and are applicable to both men and women. For example, after commanding men to lower their gaze, Allāh continues to say:
﴿وَقُل لِّلۡمُؤۡمِنَـٰتِ یَغۡضُضۡنَ مِنۡ أَبۡصَـٰرِهِنَّ وَیَحۡفَظۡنَ فُرُوجَهُنَّ﴾
“And tell the believing women to lower their gaze and guard their chastity.” [Sūrah An-Nūr: 31]

3⃣. If we apply the evidences to prohibit men from gazing at women in the general sense, without limiting this to lustful gazes, then the same has to be said in the case of women.

4⃣. This condition of lust has not been mentioned in the evidences, nor was this known from the practice of the Salaf. It is mere ijtihad from some of the scholars. So how can this be used as conclusive evidence?!

5⃣. The evidences cited by the other side are not explicit in supporting their view, rather they have to be interpreted as such. And these same evidences can be interpreted otherwise.

6⃣. The evidences which command with lowering the gaze are definitive/conclusive, whereas the evidences used to allow them to gaze at the opposite gender are inconclusive.

7⃣. The Fitnah in this era is far worse that it has ever been, and so the principle of سد الذرائع (blocking the pathways to evil) is more applicable!

8⃣. Fitnah commonly arises from gazing, even if the initial gaze was not accompanied by lust.

9⃣. Shaytan flows in the children of Adam without discriminating between male and female

🔟. Women have a stronger sexual drive, so it's more incumbent upon them to lower their gaze.

O Salafi sister, your thirst for knowledge should not be quenched by watching videos of ustadhs online, for indeed your shyness will diminish, slowly but surely, by gazing at the opposite gender.

سماحة الشيخ عبد العزيز بن باز رحمه الله:
His Eminence, Sheikh Abdul Aziz bin Baz may Allah have mercy on him (said):

دعاء الركوب إنما يستحب عند ركوب العبد للدابة، أو السيارة، أو الطائرة، أو الباخرة أو غيرها لقصد السفر.

The supplication for boarding (riding beasts & vehicles) is ONLY recommended if the servant boards a riding beast, car, plane, ship, etc., FOR THE SAKE OF TRAVELLING.

أما الركوب العادي في البلد أو في المصعد فلا أعلم في الأدلة الشرعية ما يدل على شرعية قراءة دعاء السفر.

As for boarding (them) normally within the country (of residence) or going in the elevator, then I do not know of any evidence that indicates the legitimacy of reciting the supplication of travel.

ومعلوم عند أهل العلم أن العبادات كلها توقيفية، لا يشرع منها إلا ما دل عليه الدليل من الكتاب أو السنة أو الإجماع الصحيح.

And it is known amongst the people of knowledge that all acts of worship are Tawqifiyyah (evidence based); so nothing is prescribed except what is proven by evidence from the Qur’an, Sunnah or true consensus.

Salaat Ar-Raghi’ib

This prayer is offered between Maghrib and ’Isha on the first Friday night in Rajab, and is preceded by fasting on the first Thursday of Rajab.

An-Nawawi -𝗆𝖺𝗒 𝖠𝗅𝗅𝖺𝗁 𝗁𝖺𝗏𝖾 𝗆𝖾𝗋𝖼𝗒 𝗎𝗉𝗈𝗇 𝗁𝗂𝗆- 𝗌𝖺𝗂𝖽:

“The prayer which is known as Salaat Ar-Ragha'ib, which is twelve rakahs that are offered between Maghrib and ‘Isha’ on the night of the first Friday in Rajab, and praying one hundred rakahs on the night of Nusf Shabaan (halfway through Islamic month Sha'aban) are both reprehensible innovations. No one should be deceived by the fact that they are mentioned in Qoot al-Quloob and Ihya’ ‘Uloom al-Deen, or by the hadeeth which is quoted in these two books, because all of that is false. No one should be deceived by some of those Imaams who were confused about the ruling on these prayers and wrote essays stating that they are mustahabb (recommended), for they are mistaken in that. Imaam Abu Muhammad ‘Abd al-Rahmaan ibn Isma’eel al-Maqdisi wrote a valuable book showing that they are false, and he did well in that, may Allah have mercy on him”.

𝗧𝗵𝗲 𝗺𝗼𝘀𝘁 𝗰𝗼𝗺𝗺𝗼𝗻 𝗶𝗻𝗻𝗼𝘃𝗮𝘁𝗶𝗼𝗻𝘀 𝗽𝗿𝗮𝗰𝘁𝗶𝗰𝗲𝗱 𝗱𝘂𝗿𝗶𝗻𝗴 𝗥𝗮𝗷𝗮𝗯:

1⃣. Offering sacrifice specifically in this month

Abu Hurairah raḍhiyallāhu anhu narrated that the Prophet ﷺ said: “No Far’. No ‘Ateerah.” [Bukhari & Muslim]

Both were types of sacrifices offered by the Mushriks to their false deities; Far’ being the first child of the cattle and ’Ateerah being the sacrifice offered specifically in the month of Rajab.

So those who slaughter in the month of Rajab specifically are imitating the Mushriks and disobeying the command of the Prophet ﷺ.

2⃣. Salaat Ar-Raghā’ib

This prayer is offered between Maghrib and ’Isha on the first Friday night in Rajab, and is preceded by fasting on the first Thursday of Rajab.

An-Nawawi rahimahullāh said:

3⃣. Fasting the entire month or most of it

People fast throughout Rajab even though fasting in Rajab is like fasting in any other month.

‘Umar raḍhiyallāhu anhu used to hit the hands of those who fasted in Rajab until they reached out for food, and he would say, This is a month which was venerated in Jāhiliyyah. [Authenticated by Sheikh Albāni in Al-Irwaa’, 957]

4⃣. Celebrating Israa' wal Mi'raaj (the night journey)

This innovation takes place on the 27th night of Rajab. There is no authentic proof that Isra’ wal Mi’raaj happened on this date according to many scholars. And even if it was proven, there is no excuse for holding celebrations on this date, because this was not reported from the Prophet ﷺ, nor was it a practice of his companions, may Allaah be pleased with them all. If it was a good thing, they would have surely preceded us.

5⃣. Visiting graves specifically in this month

Many people visit graves in Rajab with the belief that it has a good affect on the inhabitants and that it carries a greater reward, but there is nothing to prove this.

6⃣. Performing ’Umrah (known as Ar-Rajabiyyah) specifically during this month

The Prophet ﷺ never performed ‘Umrah during Rajab even though he performed ‘Umrah four times.

Sheikh Muḥammad Ibrāhīm (former Grand Mufti) said in his Fatāwā:
“As for singling out some of the days of Rajab for any kind of good deed, ziyaarah (visiting the House of Allaah, the Ka'bah) or anything else, there is no basis for this, because Imām Abū Shāmah stated in his book Al-Bida wal Ḥawādith: specifying acts of worship at times that were not specified by Shar’iah is wrong; no time is to be regarded as better than any other except in cases where the Shar’iah has given preference to a certain act of worship at a certain time, or stated that any good deed done at this time is better than good deeds done at other times. Hence the scholars denounced the practice of singling out the month of Rajab for doing ’Umrah frequently.”

She Is Never Closer To Allaah Than When...

The Prophet ﷺ:

"The woman is 'awrah, and if she goes out, the shaytaan raises his hopes (of misguiding her). She is never closer to Allaah than when she stays in her house."

The Vocal Devil & The Voiceless Devil

الساكت عن الحق شيطان أخرس، والناطق بالباطل شيطان ناطق

"The one who is silent about the truth is a voiceless devil, and the one who speaks falsehood is a vocal devil."

Shaykh Ibn Baaz, may Allaah have mercy upon him, explained:

“This was a statement from some of the Salaf. It is not a hadeeth from the Prophet ﷺ. Rather, it was said by some scholars. They said: 'The one who is silent about the truth is a voiceless devil, and the one who speaks falsehood is a vocal devil.' Thus the one who speaks and calls to falsehood is one of the vocal devils, and the one who remains silent about the truth despite his ability [to speak the truth], who does not enjoin good nor forbid evil, who does not change what requires changing [of evil] and remains silent even though he is able to speak; it is said about him: a voiceless devil; from the human devils...”

The Bearer Of The Quraan Should Be In The Most Honourable Of Conditions And Upon The Noblest Of Characteristics

It is reported that Al-Fudhayl Ibn 'Iyaad, may Allaah have mercy upon him, said:

“The bearer of the Quraan carries the flag of al-Islaam. It is not appropriate for him to engage in frivolity with those who are frivolous, nor to be heedless with those who are heedless, nor to indulge in distractions with those who are distracted, as a way of honouring the rights of the Quraan.”

💯 Miscellaneous Benefits from Yemen

BENEFIT 25: ’Iddah = waiting period

A woman parts from her husband through one of the following:
▪️- Ṭalāq (divorce) - issued by the husband
▪️- Death of the husband
▪️- Khul’ (a woman requests to leave/ ransom herself from her husband by returning all/part of the dawry)
▪️- Faskh (annulment of the marriage by a judge) - examples: the husband apostates, or he accuses his wife of adultery and they engage in Mulā’anah, or she requests a judge to annul her marriage due to her husband's failure to meet her financial or sexual needs, etc.

Before a woman is allowed to remarry, she must undergo a waiting period (’Iddah). This waiting period varies depending on her circumstance and based on the cause of separation:

1⃣- The ’Iddah of a pregnant woman - whatever the circumstances - is until she gives birth.
{وَأُو۟لَـٰتُ ٱلۡأَحۡمَالِ أَجَلُهُنَّ أَن یَضَعۡنَ حَمۡلَهُنَّ}
“As for those who are pregnant, their waiting period ends with delivery.”
[Surah At-Talâq: 4]

2⃣- The ’Iddah of a widow - whatever the circumstances (unless pregnant) - is 4 lunar months and 10 days (starting from the day her husband dies).
{ وَٱلَّذِینَ یُتَوَفَّوۡنَ مِنكُمۡ وَیَذَرُونَ أَزۡوَ ٰ⁠جࣰا یَتَرَبَّصۡنَ بِأَنفُسِهِنَّ أَرۡبَعَةَ أَشۡهُرࣲ وَعَشۡرࣰا}
“As for those of you who die and leave widows behind, let them observe a waiting period of four months and ten days.”
[Surah Al-Baqarah: 234]

3⃣- A newly married woman who gets divorced before engaging in sexual intercourse with her husband has NO ’Iddah!
{ یَـٰۤأَیُّهَا ٱلَّذِینَ ءَامَنُوۤا۟ إِذَا نَكَحۡتُمُ ٱلۡمُؤۡمِنَـٰتِ ثُمَّ طَلَّقۡتُمُوهُنَّ مِن قَبۡلِ أَن تَمَسُّوهُنَّ فَمَا لَكُمۡ عَلَیۡهِنَّ مِنۡ عِدَّةࣲ تَعۡتَدُّونَهَا}
“O believers! If you marry believing women and then divorce them before you engage in sexual intercourse, they will have no waiting period for you to count.”
[Surah Al-Ahzâb: 49]

4⃣- The ’Iddah of a woman who does NOT experience menstruation is 3 lunar months.
{ وَٱلَّـٰۤـِٔی یَىِٕسۡنَ مِنَ ٱلۡمَحِیضِ مِن نِّسَاۤىِٕكُمۡ إِنِ ٱرۡتَبۡتُمۡ فَعِدَّتُهُنَّ ثَلَـٰثَةُ أَشۡهُرࣲ وَٱلَّـٰۤـِٔی لَمۡ یَحِضۡنَ}
“As for your women past the age of menstruation, in case you do not know, their waiting period is three months, and for those who have no courses [(i.e. they are still immature) their 'Iddah is three months likewise.”
[Surah At-Talâq: 4]

5⃣- The ’Iddah of a woman who experiences menstruation is 3 menstrual cycles.
{ وَٱلۡمُطَلَّقَـٰتُ یَتَرَبَّصۡنَ بِأَنفُسِهِنَّ ثَلَـٰثَةَ قُرُوۤءࣲ}
“Divorced women must wait three monthly cycles ˹before they can re-marry˺.”
[Surah Al-Baqarah: 228]

♦️NOTE:
If the husband dies during the waiting period for numbers 4 & 5, the ’Iddah automatically changes to that of a widow. [Sh. Uthaymīn - Fatāwā Ulamā' Al-Balad Al-Ḥarām, p. 334]

6⃣- A woman who undergoes a Faskh or Khul’ must wait one menstrual cycle to make sure that she is not pregnant before remarrying.

Summary of Fiqhul Muyassar
May Allaah make us truthful and firm in our faith, and give relief and victory to our brothers and sisters.
How They Used To Be With Knowledge

It is reported that Dhun-Noon Al-Misree, may Allaah have mercy upon him, said:

كان الرجل من أهل العلم يزداد بعلمه بغضا للدنيا وتركا لها، واليوم يزداد الرجل بعلمه للدنيا حبا ولها طلبا، وكان الرجل ينفق ماله على علمه، واليوم يكسب الرجل بعلمه مالا، وكان يرى على صاحب العلم زيادة في باطنه وظاهره، واليوم يرى على كثير من أهل العلم فساد الباطن والظاهر.

“Previously, a man of knowledge would resent and detach himself from this dunyaa the more he increased in knowledge, but now a man loves and desires the dunyaa the more he increases in knowledge. Previously, a man would spend his money on his knowledge, but now a man earns money with his knowledge. Previously, knowledge was seen to improve a person of knowledge inwardly and outwardly, but now it is seen to corrupt many people of knowledge inwardly and outwardly.”

[Al-Jaami' Li Shu’ab Al-Eemaan, 1673]
