It's a telegram bot, and sort of a game, where you try to pick the correct title of a TheWeeknd track by listening the first 10 seconds only.
You will have 30 seconds to take a guess before the quiz disappears. You can see the performance ranking using stats command. All the simple rules are found under rules. And that's all you need to know.
