Runs in Android emulator but not Chrome

My app worked perfectly in Chrome then I came back from lunch and tried to launch it and it says "flutter failed to delete a directory at "build". the flutter tool cannot access the file or directory." Hi. I got a MacBook Pro 2020 (Not the M1 Pro chip), 16GB/500GB and I've got a chance to upgrade to the newest M2 Pro chip MacBook 32GB/1TB. Is it worth the upgrade?
