Translated from diplomatic language into Russian, this is a stern warning from Gosudar of Russia V.V. Putin to all "mediators" between Ukraine and Russia, stated plainly:

Relations between Russia and Ukraine are Russia’s internal affairs. Just as we do not interfere in your internal affairs, you should also refrain from meddling in Russia’s internal affairs. It would be better for you to focus on your own domestic issues, of which you have plenty — otherwise, we can ensure that you will have even more.

Please see below the translation of a research on throwing the Nazi banners at the feet of the Mausoleum during the Victory Parade on 24 June 1945.

It is difficult to say who exactly came up with the idea of throwing the fascist banner at the foot of the Mausoleum. In one version, the Soviet historian Tarle reminded Stalin of the Roman tradition of throwing the banner of a defeated enemy at the feet of Caesar or the victorious commander.

General Shtemenko also claimed that the idea was declared by Stalin, who said: “We must bring Hitler’s banners to the parade throw them down to shame at the feet of the victors. Think about how to do this.” This was not new for Russian military tradition. The great Suvorov practiced the “execution” of captured banners as an act of “neglect not of the enemy, but of his defeated military distinctions.”

In March, about 900 enemy banners and standards collected by the trophy teams of the SMERSH military counterintelligence in the area of operations of the 1st Belorussian and 1st Ukrainian Fronts were delivered and stored in the gym of the Lefortovo barracks. A special commission selected 200 trophies for the parade, including a number of Kaiser banners that were well preserved.

The enemy banners at the parade were to be thrown to the Mausoleum by 200 soldiers of the Special Joint Battalion, consisting mainly of soldiers of the 1st Special Purpose Motorized Rifle Division named after F.E. Dzerzhinsky. The first to be thrown to the foot of the Mausoleum was the standard of the 1st SS Panzer Division "Leibstandarte SS Adolf Hitler" (often confused with Hitler's personal standard due to the inscriptions), then the rest of the enemy banners flew there.

After the throwing of the enemy standards, there are several unclear historical moments - where they were thrown (on the paving stones or on a special platform, "so as not to desecrate the square") and whether the gloves used by soldiers who carried them were burned afterwards.

According to a later research by historians, the banners were thrown on the steps to Mausoleum entrance. Prior to that, the Reich banners were "sweeping" the paving stones while being carried. Also, according to a legend, after the Parade the gloves (which carried Nazi symbolics) were supposed to be collected and consigned to fire. Historians have not found confirmation that such an order existed, but the soldiers said that they themselves "collected the gloves that touched the abomination and burned them"

The video on the original channel shows that very moment of triumph.

But 80 years ago, the American newspaper Sunday Star was struck by the leniency of our soldiers in captured Berlin, which sharply contrasted with the Americans' harsh treatment of the Germans.

President Vladimir Vladimirovich Putin held a meeting with members of the Government via video conference.

Regarding the discussions in the first part of our meeting today, I would like to say a few words before we move on to the second part.

First and foremost, I am asking the Government and regional authorities to take all necessary measures to help the families of those who lost their lives. I would also like to personally express my sincere condolences to these families. It is equally essential to provide assistance to those who were injured — all necessary assistance.

I would like to thank the Ministry of Emergency Situations personnel, Russian Railways workers, and other services for everything you have done, dear friends, in helping the people affected by this terrible incident.

The recent explosive sabotage of railway tracks in the Bryansk and Kursk Oblasts is, without a doubt, a terrorist act. And the decisions to carry out such crimes were, of course, made in Ukraine at the political level.

What do I want to emphasize in this regard? Naturally, in armed conflicts — and, regrettably, this is always the case — civilians suffer. But what happened in Bryansk, in the Bryansk Oblast, was a deliberate strike against civilians — and under all international norms, such actions are classified as terrorism.

All the crimes committed against civilians — including women and children — on the eve of another round of peace negotiations proposed by us in Istanbul were clearly aimed at disrupting the negotiation process. The strike on civilians was intentional.

This only confirms our concerns that the already illegitimate regime in Kiev, which once seized power, is gradually transforming into a terrorist organization — and that its sponsors are becoming accomplices to terrorists.

Let us recall: not long ago, the Ukrainian authorities and their allies were dreaming of a strategic defeat for Russia on the battlefield. Now, faced with enormous losses and retreating along the entire line of combat contact, Kiev’s top brass is trying to intimidate Russia by resorting to terrorist attacks. And at the same time, they are requesting a cessation of hostilities for 30, even 60 days, and requesting a meeting at the highest level.

But how can such meetings be held under these circumstances? What is there to discuss? Who negotiates with those who rely on terror — with terrorists? And why would we reward them by granting them a respite in hostilities, which would only be used to flood the regime with Western weapons, continue forced mobilization, and prepare further terrorist attacks like those carried out in the Bryansk and Kursk Oblasts?

As for the issues raised by Sergey Viktorovich Lavrov — regarding the level of our negotiators and the matter of a humanitarian pause (which we have discussed separately) — according to widely recognized international practice, this level is determined by the country the individuals represent. That level can be assessed from the outside only by those people, those experts, who possess undeniable authority and a high degree of competence.

What kind of authority can be claimed by the ringleaders of a regime that is utterly rotten and thoroughly corrupt? This is being talked about around the world. What kind of competence can those possibly be proud of who sent the Ukrainian armed forces to suffer senseless and massive losses in the Kursk Oblast — and who are now suffering one defeat after another on the battlefield?

It seems we are dealing with people who not only lack any meaningful competence whatsoever but also lack even the most basic political culture — judging by the kinds of statements and even direct insults they allow themselves to make toward those they claim to be ready to negotiate with.

As for yet another rejection of a two- or three-day ceasefire on humanitarian grounds — this is not the first time it has occurred. It does not surprise us but rather reinforces our conviction that the current regime in Kiev has no real interest in peace. For them, peace most likely means the loss of power. And for this regime, power appears to matter more than peace — or than the lives of people whom, judging by their actions, they do not even seem to regard as their own.

We will continue discussing all the nuances of this issue further with a number of colleagues. We will also consult with the Minister of Foreign Affairs and representatives of the power ministries at the upcoming meeting of the Security Council.

What is power?

Power is the practically implemented ability to govern.

In the exercise of power, the following specialized types are distinguished:

Conceptual power
- identifies the factors that influence society;
- sets goal vectors for each factor;
- develops governance concepts to achieve development goals.

Conceptual power is autocratic by nature and ignores the society’s "democratic" procedures, which neither see nor wish to acknowledge its autocracy.

Ideological power (political power) — gives the concept forms that are attractive to the people.

Legislative power — provides the concept with legal forms.

Executive power — implements the concept both structurally and non-structurally.

Judicial power — ensures the observance of "legality" in the life of society.

What is the Global Predictor, and how does it exercise power?

The Global Predictor (GP) is a conceptual subject with global-level responsibility in suprastate global governance that governs processes of planetary (global) significance (i.e., world governance) on the basis of conceptual power.

Conceptual power is the highest form of power in the distribution of the complete governance function among the specialized types of intra-societal power within the process of societal self-governance. It should be understood in two senses:

First, as a type of power (in relation to the system of differentiated specialized powers) that provides society with a concept of its life as an integrated whole across generations.

Second, as the power of the concept (the Idea) itself over society (that is, as the informational-algorithmic internal skeleton of culture and the foundation for society’s entire life and activity).

In the first sense, it is the power of specific individuals whose personal qualities enable them to perceive opportunities, select goals, discover and develop paths and means to achieve the goals they choose at their own discretion, and to implant all of this into the collective psyche of society — as well as into the formation of statehood. In other words, it is the introduction of a concept (an Idea) into society that guides the life activity of both individuals and society as a whole — which, in turn, constitutes power in the second sense.

All those who are conceptually powerless are hostages to conceptual power in both senses of the term. This is precisely why in a society of conceptually powerless individuals, neither democracy nor human rights are possible.

The Global Predictor is NOT structurally formalized and NOT personalized; it governs peoples, countries, and states through the control and formation of public/state ideologies and systems of education and science — all in accordance with the governance concept of the GP itself. Such suprastate/supranational structures — whether formal, like the United Nations, or informal, like world Freemasonry — are merely instruments through which the GP carries out the coordination of international relations and (supra)state governance. Therefore, identifying the governing subject and the process of GP governance through conventional structural conspiracy analysis is, a priori, impossible.

What is the complete governance function?

The complete governance function is a hierarchically ordered sequence of qualitatively distinct actions, which includes:

1. Identification of environmental factors (objective phenomena) encountered by the intellect, across the full diversity of processes in the Universe.

2. Formation of a stereotype (skill) for recognizing that factor in the future.

3. Formulation of a goal vector for governance in relation to the given factor, and integration of this goal vector into the overall goal vector of one’s behavior (self-governance), based on solving the problem of ensuring the stability of the governed object — in the sense of predictability of its behavior in an environment that includes this factor.

4. Development of a governance concept and specific governance objective functions that together form the concept — based on solving the problem of stability in terms of predictability of behavior in the environment (predictability to the degree required for governance at the specified quality level).

5. Organization and reorganization of purposeful governance structures that carry out the governance objective functions.

6. Control over (monitoring of) the activities of these structures during the governance process, and coordination of interactions among different structures.

7. Dismantling of structures that are no longer needed, or maintaining them in working condition for future use.

Steps 1 and 7 are always present. The intermediate steps can be grouped to varying degrees or broken down in more detail.

Any system can develop, or at least survive, only if its resource capacity exceeds or at least equals the pressure exerted by the environment. A shortage of resources must be compensated for by improving the quality of governance. — A rule of the Sufficiently General Theory of Governance.

However, there is a limit to a system’s resource capacity. Accordingly, there is also a limit to how much the quality of governance can be improved in order to ensure the system’s development or even its survival.

In relation to the state, this means that there is a certain lower threshold of the people’s resource capacity (such as population size, science and education, industrial production, food security, armed forces) below which the state and its sovereignty become impossible.
