There are many things to take into consideration for explaining mud flood images and each one should be individually judged

Sewage..
Was the buildings built before the Sewage system so they disturbed the building to add the Sewage, or was it impossible to dig further down so the pipes had to be laid at ground level and moving the floor up a level

Bombs, ww1 & ww2 destroyed a lot of buildings so were the foundations built on.
