Forts and starforts spring to my mind too in this. The fact that they are hidden further away could be because of being secret and out of sight like area 51.
I mostly think all the 'important' buildings/people were in the forts, just like now the president/kings/banks/courts/police and or very secret projects, like bunkers. Like a little city or industrial/military complex
And I think forts and starforts are/were/are to access underground all surrounding buildings in the neighborhood and to underground networks and cities. I am pretty sure many still live underground, even in the mountains deep inside the molted buildings. That's mostly in my opinion why these are all protected by that monument 'preserving' company

I went to investigate how these things worked because this was one of the "hidden technologies"...
They had these things hundreds of years ago before they had electricity..
So basically, the water is fed through pipes from the top of a hill, there's a large hole at the top and the pipes gradually get smaller..water builds up pressure and this is how fountains were pressurised
