#Context-

▪️The Tobacco Board of India was awarded the Golden Leaf award 2019 in the ‘Public Service Initiative’ category for its efforts in undertaking various ecological initiatives towards Flue-Cured Virginia (FCV) tobacco cultivation in India

▪️The awards under this category are given to a company or institution which practices a public service programme or educational campaign, to ensure optimum utilisation of resources.

▪️In 2014 too the board won the coveted award for its implementation of an electronic auction system, which has made the marketing procedure of flue-cured tobacco in India more transparent.

▪️The Tobacco Board was constituted as a statutory body on 1st January, 1976 under Section (4) of the Tobacco Board Act, 1975. The Board is headed by a Chairman with its headquarters at Guntur, Andhra Pradesh and is responsible for the development of the tobacco industry.

▪️360 people in Bangladesh were killed by lightning strikes last year - more than died in floods or cyclones.

▪️Lightning protection measures are now part of the country's national disaster management plan and its National Building Code.

▪️Bangladesh’s disaster management department has supported sowing of 4.8 million palms trees nationwide whose branches can absorb the impact of lightning, exceeding an initial target of 1 million.

❄️Cultivation of Medicinal Plants along the Banks of River Ganga:

▪️The Ministry of AYUSH, Government of India is implementing “Medicinal Plants” component under “Centrally Sponsored Scheme of National AYUSH Mission” (NAM) since 2015-16 throughout the country.

▪️Under NAM scheme, the Ministry of AYUSH has supported cultivation of medicinal plants in state of Bihar, Uttarakhand, Uttar Pradesh and West Bengal through which the river Ganga flows.

▪️The Ministry of AYUSH also supported a project titled “Dissemination of Vetiver (Chrysopogon zizanioides) agrotechnology in flood-prone contaminated area of Ganga river of Uttar Pradesh.

▪️National Mission for Clean Ganga (NMCG), Ministry of Jal Shakti has also supported a project titled “Promotion of cultivation of medicinal plants on Ganga basin in Uttar Pradesh”.

❄️PM KISAN MAAN DHAN YOJANA :

▪️PM-KMY Scheme aims to cover around 3 crore Small and Marginal Farmers. As on 14/11/2019, 18,29,469 farmers in the country have been registered under the Scheme, including 61,496 farmers of Gujarat.
▪️The ratio of contribution to be made by small and marginal farmers and the Union Government under this Yojana is 1:1.
Government contribution under the Scheme is equal to the monthly contribution made by the farmer, which varies from Rs.55/- to Rs.200/- depending on the age of entry.
▪️The Life Insurance Corporation of India (LIC) is the Pension Fund Manager for the Scheme.

▪️Disinvestment means the dilution of stake of the Government in a public enterprise.

▪️Strategic disinvestment is transferring the ownership and control of a public sector entity to some other entity (mostly to a private sector entity).

▪️According to the DIPAM, strategic disinvestment would imply the sale of a substantial portion of the Government shareholding of a central public sector enterprises (CPSE) of upto 50%, or such higher percentage as the competent authority may determine, along with transfer of management control.

▪️Cabinet Committee of Economic Affairs (CCEA) is mandated to approve strategic disinvestment of CPSEs

▪️The Department of Disinvestment was one of the Departments under the Ministry of Finance. It was renamed as Department of Investment and Public Asset Management (DIPAM) from 14th April, 2016.

❄️National Food Security Act, 2013 (NFSA):

▪️Government enacted it in July 2013 with an intended coverage of upto 75% of rural population and upto 50% of urban population for receiving highly subsidized foodgrains under Targeted Public Distribution System.
▪️One of the guiding principles of the Act is its life cycle approach wherein special provisions for supplementary nutrition have been made for pregnant women and lactating mothers and children in the age group of 6 months to 14 years.


❄️National Food Security Mission (NFSM):

▪️It is a Centrally Sponsored Scheme launched in 2007-08 to increase the production of rice, wheat and pulses through
(i) area expansion and productivity enhancement,
(ii) restoring soil fertility and productivity,
(iii) Creating employment opportunities and
(iv) enhancing farm level economy.

▪️Coarse cereals were also included in the Mission from 2014-15 under NFSM. It is being implemented in identified districts of 29 states in the country.

▪️The country achieved bumper production of foodgrains during 2017-18 at 285.01 million tonnes. As per 4th Advance Estimates total foodgrains production achieved during 2018-19 is 284.95 million tonnes.

▪️India is a Member of World Trade Organization (WTO) and the provisions of the Agreement on Agriculture under the aegis of WTO, restrict exports on commercial terms from public stockholding. No export for wheat/rice has been made from Central Pool Foodgrains Stocks (wheat & rice) during the last year and the current year till date.

▪️To meet any contingency situation like drought, a strategic reserve of 20 Lakh MT of rice and 30 Lakh MT of wheat is maintained at national level at different FCI godowns, out of the foodgrains procured at Minimum Support Price (MSP).

▪️The Union Cabinet has approved the proposal for adoption of Patent Prosecution Highway (PPH) programme by the Indian Patent Office (IPO) under the Controller General of Patents, Designs & Trade Marks, India (CGPDTM) with patent offices of various other interest countries or regions.

▪️The programme will initially commence between Japan Patent Office (JPO) and Indian Patent Office on pilot basis for a period of three years only. Under this Pilot programme, Indian Patent Office may receive patent applications n certain specified technical fields only,while JPO may receive applications in all fields of technology.

#About_PPH_Programme:

▪️The Patent Prosecution Highway (PPH) is a set of initiatives for providing accelerated patent prosecution procedures by sharing information between some patent offices.

▪️It also permits each participating patent office to benefit from the work previously done by the other patent office, with the goal of reducing examination workload and improving patent quality.

▪️Benefits for the Indian IP office:
i. Reduction in time to dispose patent applications.
ii. Reduction in pendency of patent applications.
iii. Improvement in quality of search and examination of patent applications.
iv. An opportunity for Indian inventors including MSMEs and Start ups of India to get accelerated examination of their patent applications in Japan.

▪️This will facilitate quality education, scientific validation, quality control & standardization and safety evaluation of Sowa-Rigpa products, standardized Sowa-Rigpa based tertiary health delivery and to promote interdisciplinary research & education of Sowa-Rigpa at undergraduate, postgraduate and postdoctoral levels.

▪️The National Institute of Sowa Rigpa would identify the best Sowa-Rigpa treatment – including their standard procedures-within the framework of traditional Sowa-Rigpa principle and possible co-relation with bio-molecular western medicine in providing health care facilities to the general public.

✔️NavIC consists of Space Segment (constellation of seven IRNSS satellites) and Ground Segment (spread across India).The system is providing Positioning, Navigation and Timing (PNT) service and one satellite (IRNSS-1A) is providing messaging service.


#Recent_Progress:

✔️Use of AIS-140 compliant NavIC-based vehicle trackers system has been made compulsory to all commercial vehicles. More than 75 companies are now manufacturing NavIC based vehicle trackers, and several thousand vehicles are now plying on the roads equipped with these devices.
✔️The updated version of new mobile models will be having NavIC based positioning systems.
✔️ NavIC has been accepted by 3GPP (Third Generation Project Partnership) thereby enabling incorporation of NavIC as part of assisted GNSS.
✔️NavIC is also useful for applications like timing solution, drones, surveying, weather radiosondes, forestry, precision agriculture, etc.

🔅What is AIS-140?
The Automotive Industry Standard -AIS 140 is a set of standards published by the Automotive Research Association of India (ARAI) that mandates that a vehicle-tracking device and one (or more) emergency button(s) must exist in all existing and new public-service and commercial vehicles.
