1. I am 99% sure that TPS Travelers are a part of the count.
2. We know everything about all the 3 male characters or atleast their identity in the moment, it is still subject to change but it's Noy, "Enjou" (character with lavawalker related design elements, from what we know about their appearance they don't even come close to Dottore) and Dainsleif.
More of a theory:
I believe Dottore will come back in 8.x or by the end of 7.x if he even comes back, Hoyoverse will not have Dottore as part of the main storyline 24/7, it's better for them to give us a break from him being the focus as 6.x was quite Dottore heavy, they have bigger fish to fry in 7.x anyway.
For now in 7.x they should focus on the shades and the plan of the Tsaritsa.

My tarot reading a while back LITERALLY said he won’t be released in 7.x at all
It’ll be after Snezhnaya but not completely into Khaenri’ah
