Info on why we don't have the new Pixel 4 features:

LIVE CAPTION is embedded into Device Personalization Services and is DISABLED by default in AndroidManifest.xml and needs modifying to make it work. FACE UNLOCK is embedded into SettingsGoogleFuture.apk that's only found in the Pixel factory images. Modifying it and making it show up works, but making it actually work again doesn't. The NEXT GEN ASSISTANT is embedded into SystemUIGoogle.apk that's also only found in the Pixel factory images. It will be needed to be ported via smali to java editing which takes a lot of time and effort.

Those features are not readily available for custom ROMs except those that use the Pixel 4 files directly.
