UKGC: Push-to-web methodology can help produce better gambling participation data

The UK Gambling Commission (UKGC) is confident that the push-to-web methodology used in the Gambling Survey for Great Britain will provide "relevant and robust" data.

The latest findings reveal differences in gambling participation by age, with those aged 45 to 54 having the highest rate at 61.6%, while those 75 and over had the lowest at 39.6%. Motivations for gambling include monetary gain and enjoyment, with satisfaction levels generally positive.

The UKGC emphasizes that the push-to-web methodology is experimental, and while it is confident in its relevance and robustness, a new baseline must be established for tracking changes in gambling behavior. The updated survey is expected to go live in late 2024.

IGaming Ontario Seeks Partner for Central Self-Exclusion System

iGaming Ontario is initiating an RFP to develop a centralised self-exclusion solution for the Canadian province. This seeks a player-friendly system allowing self-exclusion from all Ontario-regulated iGaming operators through a single registration process. The successful bid is expected to integrate with all operator systems, supporting self-exclusion registration, renewal, and reinstatement.

The system must be transparent, secure, and viable for licensees, promoting a non-stigmatised, easy-to-use approach. This comes as Ontario's online gambling revenue more than doubled year-on-year in Q2, reaching CA$540m. The Alcohol and Gaming Commission of Ontario recently fined PointsBet Canada CA$150,000 for responsible gambling breaches, indicating the regulatory focus on player protection. Ontario's move towards a centralised self-exclusion system aligns with global efforts to enhance responsible gaming measures in online environments.

BOS: The Ministry of Finance in Sweden Is Giving a β€œChristmas Gift” to the Black Market

Sweden's online gambling association, BranschfΓΆreningen fΓΆr Onlinespel (BOS), strongly opposes the government's plan to increase the gambling tax from 18% to 22%, effective July 1, 2024. BOS General Secretary Gustaf Hoffstedt criticizes the timing, stating that the proposal is a significant setback for the legal market at a time when more players are turning to the black market.

Hoffstedt argues that the increased tax will benefit unlicensed operators and exacerbate the challenges faced by legal operators, describing the move as the "best Christmas present" for the black market. The industry association emphasizes the need for a more nuanced understanding of the market and its vulnerabilities.

BOS recently conducted a study revealing public misconceptions about the gambling industry in Sweden. The study found that many players overestimate the prevalence of problem gambling and believe that operators retain most of the players' money.

Hoffstedt underscores the importance of correcting these misconceptions, as public sentiment influences support for stricter gambling regulations. He argues that addressing these misunderstandings is crucial for the industry's health and challenges the narrative that has led to more stringent regulatory measures.

Artificial Intelligence Act: Deal on Comprehensive Rules for Trustworthy AI

Members of the European Parliament (MEPs) and the Council reached a provisional agreement on the Artificial Intelligence Act, aiming to ensure AI in Europe is safe, respects fundamental rights and democracy, and promotes innovation.

The rules include prohibitions on certain AI applications, such as biometric categorization systems using sensitive characteristics, untargeted scraping of facial images for recognition databases, workplace and educational emotion recognition, social scoring based on personal characteristics, and AI systems manipulating human behavior to circumvent free will.

The legislation establishes obligations for high-risk AI systems, such as mandatory fundamental rights impact assessments, and guardrails for general artificial intelligence systems, including transparency requirements and stricter obligations for high-impact models with systemic risk.

The rules also include measures to support innovation and small and medium-sized enterprises (SMEs), such as regulatory sandboxes and real-world testing. Non-compliance can result in fines ranging from €7.5 million or 1.5% of turnover to €35 million or 7% of global turnover, depending on the infringement and company size.

Cashless Gaming Set for B2B Expansion in New South Wales

The New South Wales (NSW) government has selected four B2B gaming suppliers, including Aristocrat Leisure, eBet, International Game Technology (IGT), and Light & Wonder, to participate in the next round of trials for cashless gaming.

The trial, part of the government's player protection, social responsibility, and anti-money laundering (AML) objectives, will involve testing cashless gaming at 4,500 electronic gaming machines across the state. The NSW Independent Panel on Gaming Reform, overseeing regulatory changes and safer gambling measures, will monitor the trials to assess the impacts on employees, infrastructure, and technology costs, considering various venue types and stringent cybersecurity requirements.

The trials aim to provide insights into countering money laundering and reducing gambling harm through cashless technology.

Brazilian Committee approves ban on influencers advertising unregulated betting sites

The Communication Committee of Brazil’s Chamber of Deputies has approved a proposal to prohibit social media influencers from advertising unregulated gambling websites.

If the proposal becomes law, online influencers will be banned from promoting gambling with unlicensed operators in videos, stories, or any other forms of online media.

Other rules introduced include the requirement for influencers to make clear the commercial nature of any advertising content, inclusion of information about the negative consequences of gambling, and a written contract governing the relationship between influencers and advertisers.

Failure to comply could lead to suspensions for influencers and fines for social media companies.

Italian gambling sector slams plan to drastically increase licence fees

Trade bodies representing the entire Italian gambling industry, including Acadi, Sapar, Astro, EGP-FIPE, Logico, and ACMI, have opposed the government's gambling reform program.

While they support the reorganisation program's principle to combat illegal gambling, they criticize certain aspects. The proposed increase in fees to €7 million and the reduction of operators from 91 to 20 are deemed damaging to small and medium-sized enterprises.

Concerns were also raised about the lack of action in sponsorship and marketing, as the current blanket ban on all gambling advertising is seen as contributing to the country's black market. The overall reform process is expected to be completed in 2024.
