Netherlands doubles number of self-excluded players in 2023
The Netherlands saw a significant rise in self-excluded players from gambling, with numbers doubling from 30,806 to 60,902 between January 2023 and January 2024. In total, 76,000 individuals self-excluded during 2023, although most did so for periods lasting less than a year. Of the new exclusions in 2023, around 20,000 ended automatically during the year, while approximately 26,000 players chose to terminate their exclusion periods themselves, leaving nearly 61,000 still registered with the Netherlandsβ Cruks self-exclusion system by the year's end.
When opting for self-exclusion, Dutch gamblers can choose durations ranging from a minimum of six months to 'for life' periods of 99 years. In 2023, there was a notable decrease in customers choosing the minimum six-month period, with only 21.8% opting for it compared to 35% in 2022. This trend was accompanied by a significant increase in the average duration of self-exclusion chosen, rising from 13 years in 2022 to 22 years and eight months in 2023.
Licensed operators in the Netherlands are required to check new sign-ups against the Cruks register before allowing customers to play. The number of checks surged to 40.3 million per day in December 2023, up from 31 million per day in January.
Cruks was the primary reason for public contact with the Netherlands Gambling Authority (KSA) in 2023. The KSA received 5,534 contacts from the public during the year, compared to 3,999 in 2022. Of these, 3,873 enquiries were related to the Cruks self-exclusion register, highlighting its significance. The surge in Cruks-related enquiries was attributed to adjustments made to the register and its website, including the introduction of an eight-day cooling off period to prevent impulsive decision-making for players seeking removal from the register.

Brazil's Ministry of Finance has announced plans to implement fixed-odds betting in four stages, with the process expected to conclude by July 2024, marking a significant step towards regulatory framework in the country.
Outlined in Brazil's Official Gazette of the Union, the new ordinance details the implementation of regulations approved in Bill 3,626. The Regulatory Policy of the Prizes and Betting Secretariat (SPA), a ministry of finance body, will oversee the process and provide clarity on legal aspects while prioritizing necessary measures.
The phased roll-out will focus on key areas:
- Stage one: Until end of April 2024, regulations on technical, payment, and security requirements for operators will be published, along with guidelines for license applications.

- Stage three: Until end of June 2024, technical and security requirements for online gaming and procedures for monitoring gambling advertising will be announced.

HincapiΓ©'s proposal was introduced in the lecture titled 'Where are the games of chance in Latin America heading?', marking the opening of GAT Expo's academic agenda. The aim is to create a group of regulators from various countries to standardize criteria for updating regulations and address deficiencies in countries lacking constitutional support to monopolize games of chance, as Colombia does.
In his presentation, HincapiΓ© also highlighted Coljuegos' efforts against the black market and its contributions to health services. He shared that in 2023 alone, Coljuegos transferred close to COP 1.4 trillion ($365.8 million) to health services, emphasizing Colombia's leadership in gaming regulation and revenue generation.
Furthermore, HincapiΓ© stressed the importance of advancing legislation at the Latin American level to regulate virtual games, cryptocurrencies, artificial intelligence in betting, blockchain technology, and virtual reality. Anbima's research outlines the demographic profile of online bettors in Brazil:

- Investors: A segment of investors (16%) also partakes in online betting, seeking diversification in their portfolio.
- Socioeconomic Status: Individuals from higher socioeconomic classes A/B (17%) lead in online betting, followed by classes C (15%) and D (10%).

In a country where investment participation remains low, online betting has emerged as a dominant activity, surpassing stock market investments in popularity within Brazil.
Research conducted by the Brazilian Association of Financial and Capital Market Entities (Anbima) reveals that approximately 22 million Brazilians, representing around 14% of the population, engaged in online betting in 2023. This figure is seven times higher than the number of Brazilians who invested in shares during the same period.
What drives the popularity of online betting?
1. Quick Wins and High Returns: Online betting offers the allure of fast money and lucrative returns, particularly appealing during times of financial strain, with 40% of bettors seeking this opportunity.
2. Entertainment and Excitement: Beyond financial gain, online betting provides entertainment (26%) and the thrill of wagering (25%), serving as a form of leisure for many Brazilians.
3. Accessibility: The ability to wager small amounts (20%) and the convenience of user-friendly apps (11%) contribute to the widespread accessibility of online betting, appealing to a broad audience.
Who engages in online betting?
Anbima's research outlines the demographic profile of online bettors in Brazil:
- Gender: Men (19%) are more likely to participate in online betting compared to women (10%).
- Investors: A segment of investors (16%) also partakes in online betting, seeking diversification in their portfolio.
- Socioeconomic Status: Individuals from higher socioeconomic classes A/B (17%) lead in online betting, followed by classes C (15%) and D (10%).
- Age: The age group with the highest prevalence of online bettors is 16 to 27 years old (29%), followed by 28 to 42 years old (18%), with lower participation among older age groups.

Indonesia to Shut Down Online Gambling via NAPs
Indonesia mandates Network Access Point (NAP) providers to cut access to internet lines from the Philippines and Cambodia used for online gambling. This follows regional moves to combat illegal online gaming by targeting ISPs.
Communications Minister Budi Arie Setiadi issued the directive on June 21st, giving providers three days to comply. This action is part of broader efforts, including removing 3 million pieces of online gambling content and blocking 555 e-wallets and 5,800 bank accounts.
Online and offline gambling is illegal in Indonesia, with severe penalties. In Q1 2024, online gambling transactions reached $36.4 billion, involving 3.2 million participants.
