Росія продовжує тероризувати мирне населення України. Жахливий варварський ракетний обстріл ринку в Костянтинівці Донецької області сьогодні забрав життя щонайменше 16 людей, у тому числі дитини. Десятки інших дістали поранення.

Цей удар відбувся після ескалації останніми місяцями атак ракет і безпілотників всією Україною, особливо по цивільних об’єктах, у результаті яких лише за останні два тижні загинуло та було поранено понад 410 мирних жителів. На додаток до цього, через масові російські обстріли та удари поблизу лінії фронту сотнями гине мирне населення. ЄС рішуче засуджує ці удари проти мирних осіб та цивільної інфраструктури та закликає Росію негайно припинити свою нелюдську та незаконну агресію.

Росія також посилила удари по ключових об’єктах експорту українського зерна, включно з Одеською областю та Дунайським регіоном. Остання така атака відбулась минулої ночі. Це підтверджує те, що Росія посилює глобальну кризу продовольчої безпеки своєю незаконною загарбницькою війною проти України. Також це повністю засвідчує логіку Росії у максимізації своїх економічних прибутків за рахунок України, цілеспрямовано наражаючи на ризик мільйони найбільш уразливих людей у всьому світі.

Цілеспрямовані удари по мирну населенню є воєнними злочинами. Усі командири, виконавці та спільники цих злочинів будуть притягнуті до відповідальності.

Russia continues terrorising Ukraine’s civilian population. Today’s heinous and barbaric missile attack on a market area in Kostyantynivka in Donetsk region killed at least 16 people, including a child and injured dozens others.

This attack follows an escalation over the past months of missile and drone attacks all over Ukraine, especially on civilian objects, killing and wounding more than 410 civilians over the past two weeks alone. It comes in addition to Russia’s daily indiscriminate shelling and bombing near the frontlines causing hundreds of civilian victims. The EU strongly condemns these attacks on civilians and civilian infrastructure and calls on Russia to stop immediately its inhumane and illegal aggression.

Russia also intensified attacks on key facilities for the export of Ukrainian grain including in the Odesa and Danube areas with the latest attack taking place last night. This further demonstrates how Russia is exacerbating the global food security crisis with its illegal war of aggression against Ukraine, but also puts at full display Russia’s logic of maximising its economic profits at the expense of Ukraine, putting deliberately at risk millions of most vulnerable people worldwide.

Intentional attacks against civilians are war crimes. All commanders, perpetrators and accomplices of these atrocities will be held to account.

🇺🇦🇪🇺 Заява Високого представника від імені Європейського Союзу щодо регіональних і місцевих виборів у Росії та їх неприпустимості на території України

8-10 вересня в Росії, а також незаконно на тимчасово окупованих територіях України відбулися регіональні та місцеві вибори.

Європейський Союз рішуче засуджує проведення цих нелегітимних так званих «виборів» в Автономній Республіці Крим і місті Севастополь, а також у окремих частинах Донецької, Луганської, Запорізької та Херсонської областей України.

Ми рішуче відкидаємо цю нову марну спробу Росії легітимізувати або нормалізувати свій незаконний військовий контроль і спробу анексії частини українських територій, що були засуджені в Резолюції ГА ООН, прийнятій 12 жовтня 2022 року. Це є ще одним явним порушенням міжнародного права, включно зі Статутом ООН, незалежності, суверенітету і територіальної цілісності України. Європейський Союз не визнає і не визнаватиме ні проведення цих так званих «виборів», ні їхні результати. Політичне керівництво Росії та особи, причетні до їхньої організації, понесуть відповідальність за ці незаконні дії.

Ці незаконні так звані «вибори» в Україні відбулися в умовах примусової та незаконної видачі Росією паспортів, у тому числі дітям, примусового переміщення та депортації, масових і систематичних порушень прав людини, а також залякування та посилення репресій щодо українських громадян з боку Росії та нелегітимно призначеної влади на тимчасово окупованих територіях України.

Європейський Союз високо цінує мужність мешканців України, які виступили проти фіктивного голосування та продовжують опиратися російській окупації. Європейський Союз залишається твердо відданим підтримці України та її незалежності, суверенітету та територіальної цілісності. Росія має негайно, повністю та беззастережно вивести всі свої війська та військову техніку з усієї території України в межах її міжнародно визнаних кордонів.

🇪🇺🇺🇦Statement by the High Representative on behalf of the European Union on regional and local elections in Russia and their non-applicability on Ukrainian territory

On 8-10 September, regional and local elections were organised in Russia and illegally also in the territories of Ukraine that Russia has temporarily occupied.

The European Union strongly condemns the holding of these illegitimate so-called “elections” in the Autonomous Republic of Crimea and the City of Sevastopol and in parts of the Donetsk, Luhansk, Zaporizhzhia and Kherson regions of Ukraine.

We strongly reject this further futile attempt by Russia to legitimise or normalize its illegal military control and attempted annexation of parts of Ukrainian territories, as condemned in the UNGA Resolution adopted on 12 October 2022. It represents yet another manifest violation of international law, including the UN Charter, and Ukraine’s independence, sovereignty and territorial integrity. The European Union does not and will not recognise either the holding of these so-called “elections” or their results. Russia’s political leadership and those involved in organising them will face consequences of these illegal actions.

These illegal so-called “elections” in Ukraine took place amidst Russia’s forced and illegal granting of passports, including to children, forced transfer and deportation, widespread and systematic violations and abuses of human rights as well as intimidation and increasing repression of Ukrainian citizens by Russia and its illegitimately appointed authorities in the temporary occupied territories of Ukraine.

The European Union commends the courage of the Ukrainian residents who opposed the sham voting and continue to resist the Russian occupation. The European Union remains firmly committed to supporting Ukraine and its independence, sovereignty and territorial integrity. Russia must immediately, completely and unconditionally withdraw all of its troops and military equipment from the entire territory of Ukraine within its internationally recognised borders.

🇪🇺🇺🇦 Europeans continue to be in favour of supporting Ukraine and Ukrainians.

The "Flash Eurobarometer" survey published today shows an overwhelming support among Europeans for the measures taken by the EU in response to Russia's invasion of Ukraine.

▶ 86% of EU citizens are in favor of humanitarian aid to the war victims,
▶ 77% accept welcoming in the EU people fleeing the war,
▶ 71% back imposing economic sanctions against Russia,
▶ 67% think that the EU should support Ukraine's path towards European integration.

Finally, 65% are in favor of supporting Ukraine financially and economically, and 57% believe that the EU should support the purchase and supply of military equipment for Ukraine and military training.

The European Commission will not prolong restrictions on the export of Ukrainian agri-products.

But to prevent market distortions in neighbouring Member States, Ukraine has committed to control its exports, including by setting up a licensing system.

The Commission has analysed the data related to the impact of the exports of 4 categories of agricultural products on the EU market.

It has concluded that thanks to the work of the Coordination Platform and to the temporary measures introduced on 2 May 2023, the market distortions in the 5 Member States bordering Ukraine have disappeared. 

As a result, it has been agreed that:

▶ Existing measures will expire today.

▶ Ukraine has agreed to introduce any legal measures (including, for example, an export licensing system) within 30 days to avoid grain surges.

▶ Until then, Ukraine is to put in place from 16.09.2023 effective measures to control the export of 4 groups of goods in order to prevent any market distortions in the neighbouring Member States. Ukraine will submit an Action Plan to the platform no later than close-of-business on Monday 18 September 2023.

▶ The European Commission and Ukraine will monitor the situation via the platform to be able to react to any unforeseen situations.

▶ The European Commission will refrain from imposing any restrictions as long as the effective measures by Ukraine are in place and fully working.
