Ethiopia's Startup Proclamation is now law but it's not active yet.

Parliament has passed a law to support startups and innovation. A big step, but it's just the beginning. Here’s what needs to happen next:

1. Official Publication
The law must be published in the Federal Negarit Gazette. Until then, it's not legally active.

2. Regulations from Government
The Council of Ministers must issue rules to explain how the law will work. Without this, most parts can't be used.

3. Directives from Ministries
The Ministry of Innovation and others must give clear instructions on:

- Who qualifies as a startup or ecosystem builder

- How to get grants and tax benefits

- How regulatory sandboxes will work

- How foreign startups can register

4. Systems Must Be Ready
The following must be set up:

- A startup portal to apply and access services

- A committee to review applications

- A government-backed fund to support startup investors

- A loan guarantee system to help startups get financing

The law is a major win, but until these steps are complete, startups won't see real benefits. Execution is key.

In long-lived systems, data models inevitably change.
The real challenge isn't designing the new model, it's rolling it out without breaking production.

Most teams learn this the hard way.

𝗔 𝗳𝗮𝗺𝗶𝗹𝗶𝗮𝗿 𝘀𝘁𝗼𝗿𝘆

An application starts simple.
Files are stored as raw strings:

file = "https://storage.example.com/files/123.pdf"

It works. Everything ships. Life is good.

Then requirements grow:
- access control
- metadata
- auditing
- lifecycle rules

Suddenly, that string isn't enough.
You introduce a proper model where files are first-class entities:

fileId = "abc123"

The temptation is to rewrite everything at once.
That's usually where things go wrong.

𝗧𝗵𝗲 𝘀𝗮𝗳𝗲𝗿 𝗮𝗽𝗽𝗿𝗼𝗮𝗰𝗵

Instead of a breaking rewrite:
- Legacy records keep file
- New records write fileId
- The read path becomes dual-aware

At runtime:

const resolvedFile = fileId
? loadFileById(fileId)
: file;

𝗘𝗻𝗳𝗼𝗿𝗰𝗲𝗺𝗲𝗻𝘁 𝘀𝘁𝗿𝗮𝘁𝗲𝗴𝘆

- Reads: support both formats (new first, legacy fallback)
- Writes: enforce the new format at the API boundary
- Database schema: stay permissive during the transition
- Optional migrations can happen later when the system is stable, not when it's under pressure.

𝗪𝗵𝘆 𝘁𝗵𝗶𝘀 𝘄𝗼𝗿𝗸𝘀

- Avoids risky “big-bang” migrations
- Keeps production behavior unchanged
- Allows gradual cleanup
- Preserves the ability to move fast later

This allows you to improve structure and safety without risky rewrites or downtime.

Good software evolves but it evolves carefully.
