المقولة بالأصل تنسب لشاعر روماني إسمه Juvenal وتعني أنه الشعب ما يهمه بالحقيقة شي من القيم الوطنية أو الأخلاقية او المبادئ العليا ومن هلسوالف.

بالحقيقة الشعب ما يهمه إلا الخبز (pane) اللي يعني مصدر رزقه وقوته. والعروض أو المسرحيات (circenses) واللي هي الاشياء اللي تلهيه وتونسه وتشغل أوقات فراغه

الفكرة هي أنه السياسي اللي يريد يكسب محبة أو موافقة الشعب، لازم يوفرلهم الخبز، والعروض... أو على الأقل "الوعد" بتوفيرهم. طبعاً هاي المفهومين ممكن يتخذون أشكال مختلفة بالثقافات المختلفة والأزمنة المختلفة... لكن كلها تتبع نفس المبدأ "something to entertain, something to eat"
