It comes from an ancient Latin poem: "Quis custodiet ipsos custodes?"

The quote basically means: if those in charge, those who hold the power (the watchmen) keep us in line, who will keep them in line? In other words: who will hold the judge himself accountable?
This reminds me of Louis XIV, king of France when he said: "I am the state."
