عام 14م، ألغىٰ الإمبراطور تايبيريوس مجلس العموم (المجلس الذي يضم عامة الناس من المواطنين) ونقلَ صلاحياتِه الى مجلس الشيوخ (الارستقراطية والعوائل الرومانية العريقة). استبدل الإمبراطورُ الأصواتَ السياسية للمواطنين -وقدرتهم على إحداث تغيير سياسي- بوجبات مجانية من القمح وزيت الزيتون والنبيذ واللحم، وقام بإلهاءهم وتسليتهم بعروض السيرك ومسابقات المصارعة.

الفكرة هي أنه السياسي اللي يريد يكسب محبة أو موافقة الشعب، لازم يوفرلهم الخبز، والعروض... أو على الأقل "الوعد" بتوفيرهم. طبعاً هاي المفهومين ممكن يتخذون أشكال مختلفة بالثقافات المختلفة والأزمنة المختلفة... لكن كلها تتبع نفس المبدأ "something to entertain, something to eat"
