في كتابه «عندما تسيطر الحماقة الاقتصادية» ناقش أستاذ الاقتصاد "جاك جينيرو" (اشتراكي) سؤال هل ما يفعله السياسيون والاقتصاديون في السلطة من كوارث هو مؤامرة أم لأنهم حمقى؟
بالنسبة له الأمر ليس نتيجة مؤامرة، وأكيد ليس لأنهم حمقى فكلهم تخرجوا من جامعات راقية وكثير منهم يتمتع بمعدل ذكاء أعلى من المتوسط. المشكلة تكمن في تصور الناس بأن الذكاء هو نقيض الحماقة وأن الذكاء يعفي صاحبه من الوقوع في الحماقات، ويضيف بأن هناك حماقات خاصة بالأذكياء تجعلهم لا يختلفون عن غيرهم وأحيانا يغرقون فيها أكثر منهم لأنهم يملكون الأدوات الذهنية والمعرفية لتأكيد حماقاتهم، الذكي ما هو سوى إنسان له قدرات ذهنية أفضل للدفاع عن موقفه لأن الدماغ البشري حسبه لم يتشكل لوضع نظرية النسبية العامة بل من أجل البقاء والتكاثر وهذا ما يجعل الدماغ البشري يفضل تأكيد ما يعتقده، وهذا أيضا ما يدفعه لاختيار البيئة والأصدقاء والكتب والجرائد ..إلخ التي تتفاوق مع تصوره.
