With Dr. Qalibaf being seen carrying images of victims from the Minab massacre, and members of the Iranian delegation dressed in black attire in reference to an ongoing mourning period of Imam Ali Khamenei, the heavy delegation of Iran has been seen for the first time in talks of such level.
The Islamabad talks are reported to be taking place in an unusually heavy and expanded format, with the scale and composition of delegations suggesting that extensive backchannel communication had already taken place prior to the formal meeting.
The large number of participants on both sides is being interpreted as an indication that some level of confidence had been built toward reaching an interim understanding, although public statements from the US side continue to project a more confrontational posture. At the same time, reports suggest parallel diplomatic signaling alongside formal negotiations, reflecting a dual-track approach between public rhetoric and behind-the-scenes engagement.
The Iranian delegation in Islamabad is reported to consist of approximately 70 to 86 individuals, including senior political, economic, security, and technical figures. The delegation is headed by Mohammad Baqer Qalibaf, Sardar Zolqadr, with participation from Seyyed Abbas Araghchi, Ali Akbar Ahmadian, Abdolnaser Hemmati, Kazem Gharibabadi, Esmail Baghaei, Ali Bagheri Kani, Seyed Mahmoud Nabavian, Abolfazl Omoumi, and Mahdi Mohammadi, and many former diplomats and experts including Dr. Mahdi Marandi and members from the offices associated with the Leader of the Islamic Revolution. The structure also includes members of Parliament, diplomatic advisors, legal experts, and multiple specialized technical committees. According to reports, around 26 members belong to technical and expert groups covering economic, political, security, and strategic consultation roles. The delegation also includes media personnel, translators, protocol officers, coordination staff, and protection teams, with estimates placing media representation at around 23 individuals.
On the United States side, reports indicate a large delegation structure, with claims of up to 300 personnel including advisory, security, protocol, and technical teams. Among the individuals reportedly present are J.D. Vance, Steve Witkoff, and Jared Kushner, alongside other diplomatic, security, and administrative personnel. Separate reporting also suggests the presence of officials linked to US military command structures within the delegation environment.
A major point of concern emerging from the discussions is the reported presence of a CENTCOM commander within the US delegation. Given that Iranian official policy has previously designated CENTCOM as a terrorist entity, this presence is viewed as a direct contradiction to Tehran’s declared positions. The situation raises procedural and political questions regarding whether Iran will formally object or seek removal of such representation during negotiations.
In his arrival remarks in Islamabad, Mohammad Baqer Qalibaf stated that “our experience negotiating with Americans has always been met with breach of treaty.” He further stated that “twice in less than a year, in the middle of negotiations, despite the good faith of the Iranian side, they attacked us and committed multiple war crimes.” He added that “we have good faith, but we do not have trust,” and emphasized that “if the American side is ready for a real agreement and granting the rights of the Iranian people, they will see our readiness for agreement as well,” while warning that “if negotiations are used as a cover for deception, we are prepared to secure our rights relying on God and the strength of our nation.”

As a result, even with expanded diplomatic engagement and high-level participation from both sides, there is no indication that underlying mistrust has been resolved. The presence of large delegations and senior officials may facilitate structured dialogue, but it does not eliminate the strategic uncertainty surrounding the genocidal nature of America and its synonym israel.
