The failure of the Security Council and the IAEA to unequivocally condemn these attacks sets a dangerous precedent and signals a serious erosion of the global non-proliferation regime.
Selective condemnation and double standards seriously undermine the credibility of international norms and institutions.
Silence in the face of such violations is not neutrality; it is acquiescence.
While the United States and certain European countries have turned a blind eye to the threats posed by the Israeli regime to international peace and security, including its nuclear capabilities, they continue to portray Iran’s peaceful nuclear program as a threat to global peace and security.
The Israeli regime has committed the most atrocious crimes over the past eight decades with complete impunity.

Praise be to Allah, Lord of the Worlds, and peace and blessings be upon our master and prophet, Abu al-Qasim Mustafa Muhammad, and upon his pure and chosen family, especially the remainder of Allah on Earth.
Welcome, dear people of Tabriz and Azerbaijan, especially the youth and the families of the martyrs. The presence of so many young people here in this gathering, coming from Azerbaijan to this Hussainiya, is a sign of the “intergenerational connection” between all generations of the Revolution in the city of Tabriz and in Azerbaijan, which is one of the greatest merits of your city and province.
Whenever I have traveled to Tabriz or other cities of Azerbaijan during the Revolution, I have felt a special distinction, a kind of prominence in the sentiments, outlook, and perspectives of these people that one sees less often elsewhere. The events of the 29th of Bahman 1356 (February 18, 1978) are a historical mark that cannot be forgotten. The timeliness, the prompt action, and the self-sacrifice of that event are remarkable. May Allah bless the late Friday Imam of the city, the Aali Al-Hashem (r), who correctly described these characteristics in one of our meetings, and I have witnessed them with my own eyes.
Let me start with my main advice: do not lose this sense of timeliness; do not miss being present at the right moment; this is a great merit. Azerbaijan is alive and vibrant. A living and active nation never falls prey to political games or the various tricks of enemies. Praise be to Allah, you have preserved this sense of timing and awareness; this year, on the 22nd of Bahman, according to reports we received, populations increased in all cities, and in Tabriz, it was double.
My dear friends! This visit today is exceptional; it is different from other years. This year has been remarkable; the Iranian nation, in several stages, has demonstrated its greatness, determination, firm resolve, and capabilities, from the twelve-day war to these recent days.
Of course, today we are also on the eve of Ramadan, which is also one of the blessed days. This year, our people, including you proud people of Azerbaijan, were able to make Iran proud, to elevate your country. When I say “make proud,” it is not just a phrase; this is what our officials report to us when they travel abroad on political matters. They say that today “Iran” has a special prominence in the eyes of the politicians we meet and discuss Iran with, and this is due to these steadfast stances and demonstrations of strength.
Today, I want to speak about two topics: first, about the recent sedition that occurred about a month to forty days ago; it is necessary to discuss and analyze this. I spoke briefly about this a few days ago, and I will speak again briefly today; but those who are thoughtful and analytical should do their work. The second topic is about America, the declining system, this collapsing empire, and I will make a few remarks on that.
Regarding this sedition, I will tell you in one word: my dear friends, what happened was a “coup attempt” that failed. It was not a matter of just a group of young or older people getting angry somewhere, taking action, protesting, or rioting; it was more than that, it was a coup, but this coup was crushed under the feet of the Iranian nation.
In brief: the intelligence and espionage agencies of two countries, the United States and the occupying regime of Palestine, that is, the illegitimate Zionist regime, together with the intelligence agencies of some other countries, some of which we know, over time identified a number of malicious or prone-to-evil individuals in our country. They took them, gave them money, weapons, sabotage training, and training to infiltrate military or governmental centers, and sent them to Iran, waiting for an opportunity.

When the opportunity arose about a month and a half ago, these naive and inexperienced youths were sent forward toward sensitive centers, military facilities, infrastructure, fuel depots, and important government and military centers. These instigators themselves entered the scene with various weapons, handguns, personal weapons, rifles, grenades, and so on. Their strategy was to act violently and recklessly, like ISIS. They decided to act brutally, therefore, they burned people alive, killed children in their fathers’ arms, and committed violent acts. Unfortunately, some of our compatriots lost their lives because of their actions.
The goal was this: the goal was to weaken and destabilize the foundations of the system, to seize sensitive centers, to take over the broadcasting organization, and similar actions. This is what they intended to do. The law enforcement forces, the Basij, the Revolutionary Guard, and many young people who were neither part of the Basij nor the Guard, stood against them. Some confronted them with bare hands, some were martyred, but in the end, what happened? In the end, whether the enemy accepts it or not, this coup, which had been meticulously planned, funded, and prepared inside the country, was crushed, defeated, and destroyed. This is what happened. The matter is significant; it is not a small issue.
What happened was the enemy’s failure and the Iranian nation’s victory. This is clear and obvious. Then came the extraordinary rallies on the 22nd of Dey and later the 22nd of Bahman, which were truly divine manifestations of the massive and concentrated movement of the people. These are political events. There are also future political strategies. I do not want to speak definitively, but I want to say that the Iranian nation, which has been able to emerge victorious from the ill will and plots of the enemy, must preserve this victory, which requires readiness, vigilance, and national unity.
However, blood was shed. We are mourning, we are grieving for the blood that was spilled. Some of those killed were the corrupt instigators and coup plotters themselves; some were people whose time had come and passed away, and their affairs are with Allah, and we do not concern ourselves with them. But there were others who were not part of that group. There were three categories, three groups. I divide the casualties into three groups:
The first group consisted of the defenders of security and protectors of the system’s safety, whether law enforcement, Basij, or the Revolutionary Guard, and those who stood alongside them. They were martyred and are among the highest-ranking martyrs.
The second group were bystanders. When an instigator creates sedition in the city, it is not only those directly confronting them who are harmed; innocent people walking in the streets toward their work or homes were also targeted. Some of these people were martyred, and they too are martyrs because they were killed in the enemy’s sedition. Wherever the bullet came from, in the enemy’s sedition, this occurred, and thus this second group is also martyrs.
The third group consisted of those who were deceived, naive, inexperienced, and joined the instigators. I want to say that they are also part of us; they are also our children. Some of them repented. Some wrote letters to me saying that we went into the streets that day, please forgive us. They were not in prison; they were free, yet they repented and admitted their mistakes. Those among them who were killed were also counted as martyrs by the authorities, and rightly so.
Therefore, the circle of those who lost their lives, whom we count as martyrs, is broad. Apart from the leaders of sedition and those who took money and weapons from the enemy, the rest — whether security defenders, bystanders, or even those who walked a few steps with the instigators — are our children. We pray for mercy and forgiveness for them. They made mistakes, and may Allah forgive their errors, Insha’Allah.
