As for Lebanon, did you not see those who came to plant trees in Yaroun under the direct watch of the Israeli army? Did you not hear of those who wanted to conduct archaeological surveys in Shamaa during Operation “First of Strength”? Did you not witness the kidnapping from the town of Habbariyeh, carried out by directly breaching all fortifications and so-called sovereignty lines in Lebanon? Was not the killing of the four youths between Masnaa and Jdeidet Yabous an act bearing the spirit of extermination? Was not the killing of the young man in Hanin, who was transporting students in a van, an act of human destruction?
The truth is that we face an enemy that seeks to destroy people, stones, life, and strength. What should we do with such an enemy? We must remain steadfast and we have remained steadfast because we are rooted in our faith and embrace martyrdom in our conduct. The fighters are great, and our people are great.
An agreement was reached in November 2024 between the Lebanese state and the Israeli entity indirectly: that the aggression would stop, Israel would withdraw, prisoners would be released, and reconstruction would begin. Lebanon implemented this agreement; Israel did not.
Here I want to highlight an important matter: an agreement marks a turning point; it overrides what came before it; it is a new phase. Those who keep saying, “You carried out support operations?” that phase is over; the agreement ended the previous stage. Speak to us from now onward. What is happening now? Israel is attacking, and since the agreement was concluded by the Lebanese state, it bears full responsibility. The state’s responsibility is to confront this aggression, achieve sovereignty, and establish the necessary programs and plans.
However, what this Lebanese government is doing, focusing on disarmament, is a grave mistake because this serves the goals of Israeli aggression. The government should instead achieve the goals of liberation, national unity, and internal cooperation.
Second: Today I will address three problematic claims they raise regarding confronting the Israeli enemy.
The first issue: They say, “The world will not help us unless we surrender and disarm.” I say clearly: we do not want the world’s help. We are capable of rebuilding our country according to our means, and we will find states that have mutual interests with us as the Lebanese state and reach agreements with them.
What kind of help turns our country into easy prey for Israel? What kind of help imposes foreign guardianship over us for the interests of major powers and Israel? What is this help they want to give us? It is conditional aid. They said: “We want to arm the Lebanese army so it can eliminate the resistance, not fight Israel.”
Do we want to arm the Lebanese army to carry out hostile actions against the resistance? Is that our objective? We want to arm the Lebanese army to maintain security, combat drugs, confront theft, ensure people feel safe in their homes, and achieve sovereignty in confronting the Israeli enemy. That is what we want not what they offer for their own objectives.
Therefore, if they say they will not give us aid, then let them not give it. If they wish to give only for their own purposes, we do not want such aid. We want assistance that ensures Lebanon remains sovereign, independent, free of guardianship, and possessing its own internal decision-making power. Otherwise, Lebanon would be on a path to disappearance in the way some envision.

My friends, they threaten with maximum pressure to achieve political gains and spare themselves the burdens of war. They believe that if we submit under this maximum pressure, they will obtain what they want. But if we do not submit, they will not be able to achieve anything. No one should think that harsh strikes are avoided because of concessions. No. Rather, Israel and the United States may simply not find the appropriate timing for large-scale aggression. Otherwise, when they find the timing suitable, they will launch broad aggression without regard for anyone.
As Hezbollah, we do not want war and do not seek it, but we will not surrender. We are ready to defend. There is a big difference between defense in the face of aggression and a war initiated by the one who attacks.
But what if they carry out their threat of war? Let them strike and wage war. We are ready to defend, and we will see the outcome. “They threaten us—are we supposed to sit and submit to these threats?” We will not submit. Be assured: fifteen months of this aggression at this pace continue because we are steadfast, because we have the capacity to defend ourselves, and because they know the outcome is not guaranteed in their favor. No one should think that they have continued this aggression for fifteen months at this intensity because they are giving us a chance. No. They consider this the best way to achieve gains.
Against a determined resistance and a steadfast and great people, they will not succeed. They hurt us, yes, but we are also capable of hurting them. Do not underestimate defense when the time comes. They may prevail in a military round, yes, but they cannot take over the country. They may occupy an additional part of Lebanon, but they cannot establish lasting control. With surrender, however, nothing remains. We are a people who do not surrender—humiliation is far from us.
The third issue: They say, “You resist, but a segment of the Lebanese people does not want resistance.”
Good. Let us first ask: are we not one nation? We are partners in this homeland and partners in this land. Our ancestors lived here, our martyrs watered it with their blood, our wounded sacrificed and gave, our prisoners endured suffering and still do, our people suffer in the south and in other regions, and our communities bear the consequences and burden of aggression in particular. After all these sacrifices and efforts, you tell us not to resist if Israel wants more?
The fundamental principle is defending the homeland, and defending the homeland is everyone’s responsibility. We should ask you: why do you not defend? Why do you not condemn the aggression? Why do you not stand firmly with those who resist—whether resistance fighters, the army, or the people—so that we can be united in confronting this challenge?
If you want surrender, then amend the constitution. According to the Taif Agreement, in the third clause regarding the liberation of Lebanon from Israeli occupation, it states: “Taking all necessary measures to liberate all Lebanese territories from Israeli occupation.” The principle, therefore, is fighting, confrontation, and defense for the sake of liberation. If you want to surrender, then obtain a national consensus for humiliation under American-Israeli guardianship. Humiliation requires national consensus. Surrender requires national consensus. But defense requires those who feel they are on the front line to confront—and indeed, the responsibility lies with everyone to be on that front line.
All disgrace and shame upon anyone who, as a partner in the homeland, calls for protecting himself and his family at the expense of the killing of his fellow citizens.

Nevertheless, I say to you clearly and unequivocally: we are for Lebanese national unity, for full sovereignty and liberation. We are against all forms of sedition. We support empowering the Lebanese Army so that it can provide protection and achieve sovereignty. We support a national security strategy and benefiting from the strength of the resistance to support the army in liberation, sovereignty, and protecting the country. Our proposal is clear, it is presented openly, and we practice and implement it directly.
Third: we are not for free concessions. We are not for carrying out the dictates of American, international, or Arab guardianship. We are not for fulfilling Israel’s aggressive demands.
Pay attention: we have been patient until now for two reasons:
First, because the state is responsible and must fulfill its duties.
Second, out of care for our society and our homeland in this sensitive phase.
But this situation we are in cannot continue indefinitely. As for when and how, and what developments might change this reality, we will leave it to events to tell the story.
I ask a question: why does the government not meet regularly on a monthly basis to discuss a plan for achieving sovereignty and its timeline to assess what has been accomplished, where it has fallen short, and what more can be done? Has it made the necessary contacts? Has it fulfilled its role in applying international pressure, or can it do more? Why not decide within the plan to give an order to the Lebanese Army to prevent violations and stand in the face of the Israeli enemy; simply to stand and say, “This is forbidden”? Let there be a state of readiness. Let us see what the countries will do. What will the world do? Announce that you have done your duty and have nothing more to give. Because whenever you signal that something remains open for discussion, they demand more. Tell them plainly: we have nothing left to offer. Stop every initiative whose title is the monopolization of weapons.
The government’s performance bears some responsibility for encouraging this enemy’s greed to continue, due to successive concessions and responses to pressure.
I want to ask you: when foreign officials come and tell you that you must offer something, do you not ask them why Israel does not offer anything? When you ask them, what do they answer? They do not respond, and you do not respond either? Let us see what they will do. Is the solution that since Israel does not offer anything, you must? No. If Israel does not offer anything, then we do not offer anything. That is what the solution should be, and let them do what they will.
Fourth: some are waiting for Iran and the ongoing dialogue between the United States and Iran. There were threats recently claiming that Iran is finished, and that this would affect the entire regional situation. Certainly, Iran has been able to remain steadfast and, by the grace of Allah, will continue to do so. It stands distinguished through its leadership under Imam Khamenei (S): its proud people, its struggle, contributions, and sacrifices. By Allah’s will, Iran will always be victorious; it cannot be defeated given these qualities it possesses.
