His position is rooted in Qur’anic principles and legally grounded Shariah reasoning. Do not fall into the fitna created by random figures on X, whether someone calling herself a “Syrian girl” or anyone else.

The official website of Khamenei ir is filled with numerous articles presenting clear, reasonable, legal, and genuine arguments laid out by the Leader himself. Most of it is in Persian (For e.g; https://farsi.khamenei.ir/amp-content?id=47392], Use ChatGPT, translate it, and learn it properly instead of reacting emotionally or spreading confusion. The nuclear issue was neither born nor will it remain the real issue for enemies with Iran, and all sane minds know that nuclear matters are not the reason for the current aggression against Iran. Talking separately about it, yes, it needs to evolve under the Leader, and he knows everything related to it.

Here, we share selected excerpts from an interview with Ayatollah Abbas Kaabi (H), member of the Assembly of Experts, discussing the jurisprudential and ethical foundations of Imam Khamenei’s stance on nuclear weapons.


Que: One of the constant emphases of Imam Khamenei is attention to Iran’s defensive power and the elements that generate strength. Please explain the jurisprudential foundations and evidences that establish why a country must be strong defensively and continuously strengthen its elements of power.

Ans: Acquiring power, preserving power, and developing power in order to clarify the truths of pure Islam, defend truth, expand justice, uphold legitimate freedoms, establish the sovereignty of monotheism, protect human dignity, achieve progress, confront tyrants, corrupters, criminals, and wrongdoers, and reform the world is a religious obligation. For this purpose, the establishment of a state in Islam is obligatory. The formation of an Islamic state aims at establishing religion, meaning the rule of monotheism, justice, human dignity, progress, combating poverty, corruption, and discrimination, saving humanity, and serving the deprived and the oppressed. From this perspective, preserving the Islamic state and realizing its objectives and duties requires a deterrent power against despots, arrogant powers, tyrants, devils, and corrupters.

It can be said that the realization of Islamic civilization depends on deterrent power. The realization of Islamic civilization, based on Islamic culture, beliefs, and values, requires at least several components.

The first component is ideological and value-based thought, namely the thought of pure Muhammadan Islam based on the school of Ahl al-Bayt, peace be upon them. The second component is the presence of a civilization-building leadership. The third component is mobilizing the capacities of elites and influential figures to generate movement and dynamism, and to transform weakness into strength and threats into opportunities. The fourth component is the presence of the people in the arena and the revival of social capacities and social power. The fifth component is scientific progress and conquering the peaks of knowledge, understanding, and science, which produces authority and strength. The sixth component is removing obstacles and producing defensive, military, and security power, and preserving security and achievements against disruptors, opponents, hostile forces, adversaries, and enemies of Islamic and human civilization. The seventh component is patience, resistance, and steadfastness.

Therefore, if the Islamic state does not possess strong deterrent power, the enemies of Islamic civilization, the enemies of Islam, the enemies of humanity, and the global system of arrogance will not allow a civilization to take shape. That is, ijtihad based on the requirements of time, the expansion of religious truths, religious theorization, the use of advanced human sciences, techniques, and experiences, and deterrent power based on the principle “neither oppress nor be oppressed,” through which the negation of oppression is realized by Islamic civilization.

In reality, producing power, preserving power, maintaining it continuously, increasing power, and developing power for lofty goals is both a rational and religious obligation. Once we accept that the establishment of a state in Islam is among the primary rulings, and that preserving and advancing its objectives in a world full of conflicting interests, where the global system of domination does not allow a humane civilization to emerge, deterrent power becomes a rational and religious necessity.

Jihad is derived from jahd and juhd, meaning tireless effort and the utilization of all capacities of intellectual, spiritual, emotional, psychological, and moral strength, and the consolidation of all capacities for the production of power. Even in producing and employing power, the linguistic meaning of jihad applies.

Jihad necessitates the production of power and contains four elements. The first element is the production of power. The second element is producing and employing power in the path of Allah, for Islam, the interests of Muslims, humanity, confronting oppression and crime, and confronting tyrants, devils, corrupters, and the enemies of Islam and the Islamic ummah. The third element is jihad and confrontation with the enemies of humanity and human values and the enemies of the Islamic ummah, which in the present era are clearly represented by the United States and the Zionists. The fourth element is jihad under the command of a knowledgeable, just, pious, capable, and prudent Wali al-Faqih.

In this regard, Allah the Exalted says in Surah al-Anfal, verse 60: “Prepare against them whatever power you can, including steeds of war, to strike fear into the enemy of Allah and your enemy, and others besides them whom you do not know but Allah knows. Whatever you spend in the way of Allah will be repaid to you in full, and you will not be wronged.”

In addition to Qur’anic foundations, there are many narrations that regard the production of power as an established obligation. In the narrations, it is stated that Allah is displeased with a weak believer.

The components of Islam are based on the presence of power, and one of the characteristics of the followers of the prophets is that they were never weak. As the Qur’an states: “They did not weaken nor did they submit.” Therefore, weakness must be transformed into power, and deterrent power against enemies for the preservation of Islam, the Islamic ummah, and the integrity of Muslims is not only a religious obligation, but the existence of power for the expansion of truth, justice, and monotheism, and the defense and use of power for human dignity, is an established and fundamental principle.

Que: While the Leader of the Revolution strongly emphasizes making Iran Imam Khamenei powerful, further strengthening the armed forces, safeguarding the country’s sovereignty and territorial integrity, and enhancing the elements of power within the Islamic Republic, he has also explicitly declared certain matters in the military domain to be religiously forbidden (ḥarām). Specifically, regarding weapons of mass destruction, he has issued a clear fatwa declaring their production, possession, stockpiling, and use to be prohibited. How can the foundations of this fatwa be explained within the framework of Shi‘i jurisprudential thought?

The production, accumulation, and use of nuclear weapons are not a means of generating power; rather, they lead to the destruction of power, threaten humanity, and result in the annihilation of humankind. In reality, producing and stockpiling nuclear weapons constitutes an instance of fasād fī al-arḍ (corruption on earth) and the destruction of humanity and all living beings on the planet, with lasting effects on future generations. Even the mere production and storage of nuclear weapons and their radiation pose grave dangers to humanity.

Based on proper subject analysis, nuclear radiation pollutes the environment and threatens human life and life on Earth as a whole. After the experience of the use of nuclear weapons in Hiroshima and Nagasaki in 1945, and later the nuclear radiation disaster at Chernobyl in 1986, the dangers posed by radiation resulting from the production and stockpiling of nuclear weapons became evident. Such weapons destroy all living beings and threaten life itself. Even nuclear tests conducted deep underwater or in empty deserts are accompanied by risks and threats to humanity. The use of these weapons negatively affects future generations as well. As an example, the effects of the chemical weapons used by Saddam in Halabja still persist today.

Nuclear weapons and their radiation threaten the environment and, as expressed in the Qur’an, cause the destruction of “tilth and progeny” (ḥarth wa nasl), meaning the annihilation of human generations and life on Earth. Therefore, nuclear weapons are not a means of power production but rather a clear case of fasād fī al-arḍ. Numerous Qur’anic verses categorically prohibit corruption on earth and the destruction of tilth and progeny. From both affirmative and prohibitive perspectives, protecting the environment, preventing environmental pollution, and safeguarding the lives of animals, plants, and all living beings—whether terrestrial, aquatic, or marine—is a religious obligation. Thus, preserving the environment is obligatory, while polluting it, engaging in corruption on earth, and destroying tilth and progeny are forbidden. Even if nuclear weapons are never used, there remains a high rational probability that human error could threaten life on Earth.

Islam recognizes victory and the acquisition of power only through rational, legitimate, and humane means—not through methods involving corruption on earth. Therefore, this path is neither acceptable nor justifiable; rather, it is condemned, forbidden, non-exceptional, and moreover an eternal ruling. It admits no exemptions because it leads to the annihilation of humanity and the killing of innocent, non-combatant people.

The primary ruling of Islam in humanitarian ethics and Islamic international humanitarian law during warfare is the prohibition of killing non-combatants, including women, children, the elderly, and targeting non-military objectives, civilian lands, agricultural areas, and civilians themselves.

In Islam, there are four fundamental principles governing warfare:

1. The principle of distinction between combatants and non-combatants; the battlefield must be clearly defined.
2. The prohibition of killing non-combatants, including women, children, elderly men, and those not participating in hostilities.

3. The principle of proportionality
between weapon and target; the military objective must be engaged with proportionate means, in line with humanitarian ethics and international humanitarian law.
4. The principle of necessity, where necessity may permit limited exceptions under the rules “necessities permit prohibitions” and “necessities are measured according to their extent,” such as in cases involving human shields. Even then, such considerations must remain limited and proportional.

However, the production, stockpiling, and use of nuclear, chemical, and biological weapons can never be justified by necessity. As stated, they constitute fasād fī al-arḍ. Jurisprudentially, the absolute prohibitions on corruption and destruction of tilth and progeny admit no specification or exception.

Reason itself dictates that eliminating the source of corruption is a religious obligation. If nuclear, chemical, and biological weapons are sources of corruption, then joining treaties that eliminate and prohibit these weapons is obligatory. Accordingly, the Islamic Republic supports treaties that prohibit the production, proliferation, stockpiling, and expansion of weapons of mass destruction and generally adheres to them, in line with the principle “Fulfill your covenants” (awfū bil-‘uqūd). It is the United States and the Zionist regime that threaten human life through the production and stockpiling of nuclear weapons.

When the Noble Prophet ﷺ dispatched individuals to battle, he provided them with explicit instructions. For example, in the authenticated narration of Mas‘adah ibn Ṣadaqah, it is reported that when the Prophet appointed a commander, he first advised piety, then fighting in the name of God and in the path of God, prohibiting treachery, torture, killing children, burning agricultural products, cutting fruit-bearing trees, and killing animals and livestock.

In another narration, Imam ‘Ali (peace be upon him) reports that the Messenger of God forbade poisoning the water sources of enemy lands—a prohibition whose apparent meaning is absolute unlawfulness. Many jurists have issued rulings prohibiting poisoning enemy water supplies. Ibn Idrīs al-Ḥillī states that enemies may be fought with conventional weapons, but flooding their homes with water is not permitted because it kills non-combatants; likewise, burning enemies is impermissible. Other jurists, such as ‘Allāmah al-Ḥillī and Muḥaqqiq al-Khū’ī, have also affirmed these prohibitions in their works. Therefore, if poisoning enemy water is forbidden, then—by stronger reasoning—the production, stockpiling, and use of nuclear weapons are certainly forbidden, as they threaten and annihilate humanity.

There is extensive evidence prohibiting the killing of non-combatants. The Prophet of Islam stated that fighting is permitted only against those who fight us—enemy combatants. Non-combatants are secure, because Islamic jihad aims to rescue civilians from disbelief, tyranny, and satanic oppression. Islamic jihad is directed against tyrannical disbelief, not against oppressed people—even if they are non-believers. Islam seeks to save the oppressed, not destroy them. Thus, those whom we seek to save must not be killed.

Accordingly, scorched-earth policies, the annihilation of humanity in warfare, and the use of weapons that cause human extinction are categorically forbidden—primary, eternal, and without exception.

Que: The Leader of the Revolution’s fatwa, as a defensive doctrine of the Islamic Revolution, has drawn the attention of many thinkers in the Islamic world as well as followers of other religions. However, alongside this attention, certain doubts and questions have been raised, seeking to suggest that this fatwa could be subject to change, specification, or restriction, and that under certain considerations of expediency or necessity, it might be set aside. What response can be given to these doubts?


Some have raised the issue of taqiyya (prudential dissimulation) as a possible explanation regarding this fatwa. It must be understood that the philosophy of taqiyya in Shi‘i thought is the defense and preservation of religion. Taqiyya is a defensive shield, yet it has exceptions—situations in which taqiyya is not permissible. Among these are cases that lead to corruption in religion, fasād fī al-arḍ (corruption on earth), or the destruction of humanity; in such cases, taqiyya is not allowed. Taqiyya is meant for situations where blood is not shed. As stated: “When blood is shed, taqiyya is no longer permissible.” In this case, not only does it involve bloodshed, but it leads to the annihilation of humanity. Therefore, this is among the exceptions where taqiyya is impermissible.

Others have invoked the notion of expediency (maṣlaḥa), suggesting that the Islamic Republic might, for the sake of expediency, depart from this foundational position. However, expediency is defined as preserving religion, safeguarding Muslims and the Islamic Ummah, and protecting humanity. What expediency could possibly exist in the destruction of tilth and progeny? Where the annihilation of humanity is involved, there is not only no expediency whatsoever, but rather absolute corruption. Cutting off the roots of corruption requires joining treaties that threaten, restrict, and prevent the spread of nuclear weapons—a position the Islamic Republic has consistently welcomed.

My understanding is that the Leader of the Revolution, based on his jurisprudential analysis, considers jihad, combat, and war against enemy combatants—specifically the soldiers of tyrannical, corrupt, and arrogant regimes—to be permissible. From his perspective, the objective of jihad is the rescue of non-combatants. Accordingly, he is fundamentally and intrinsically opposed to the production, stockpiling, and use of nuclear weapons, and his fatwa admits no exceptions. The prohibition he upholds is eternal, non-exceptional, and based on the four foundational sources of Islamic jurisprudence, as well as the absolute and general import of narrations and Qur’anic verses that categorically prohibit corruption.

'The Islamic Republic of Iran has reached a definitive decision based on two considerations to respond immediately and comprehensively to any U.S. attack, regardless of its level and scope.

First, such an attack is assessed as an existential threat from Tehran's perspective. This assessment has been strengthened especially in light of the timing of such an attack coinciding with the recent domestic unrest, as well as Trump's explicit and threatening positions on regime change and even leadership change in Iran. As a result, the perception of the threat to the Islamic Republic from U.S. military action has gone beyond the level of a 'manageable incident' and has been elevated to the level of an existential threat.

Second, the country's military authorities seem to have concluded that U.S. attacks — even if limited — will not lead to the end of the cycle of conflict and, as was the experience after the 12-Day War, will continue the 'looming shadow of war' and increase the economic and political security costs for the country during that time.

Accordingly, a comprehensive response to any attack, with the acceptance of all its consequences, is considered a solution to restore deterrence and prevent the continuation of military pressure.'

| And this is exactly what Iran can save Iran with: remaining completely independent and asserting itself as a sovereign pole with its own strategic position. Anti-Iran forces cannot tolerate Iran enduring under a ceasefire model of limited strikes and controlled, repetitive rounds of confrontation like those imposed on Palestine and Lebanon. If the same Lebanese and Palestinian model engineered by the United States and israel were applied to Iran—where fighting pauses, then resumes, while the same threat permanently hangs overhead—the danger would never end. It would be a long-term strategy of exhaustion, containment, and gradual erosion, not peace.

This is precisely what now appears to be part of a Trumpist scenario, where a massive war machine is being assembled around Iran to impose that same formula: pressure without resolution, escalation without closure. Iran understands this pattern very well atleast from the last war. That is why Iran cannot accept a frozen conflict, symbolic strikes, or performative ceasefires that only buy time for the enemy to regroup. Iran has to, and clearly seems to have decided to, strike American and Israeli interests in a far more decisive and painful way—enough to alter calculations, disrupt timelines, and shatter the pre-designed theater of war itself. The goal is not reaction, but deterrence through disruption: breaking the script entirely rather than playing a role written by Washington and Tel Aviv.

The management of the Strait of Hormuz has gone beyond traditional methods and is now fully intelligent and integrated. Iran maintains continuous and comprehensive monitoring of all maritime, surface, and subsurface movements. The decision to allow or deny the passage of vessels of any flag lies completely in Iran’s hands.

Neighboring countries are considered friends; however, if their land, airspace, or territorial waters are used against Iran, they will be treated as hostile. This message has already been clearly conveyed to regional parties. Iran does not want harm to the global economy, but it is also unacceptable for the Americans and their supporters to benefit from a war they themselves initiate. Beyond what has been stated, there are additional capabilities that will be revealed at the appropriate time.

🇮🇶 | The Iraqi resistance group Kata’ib Hezbollah says that hundreds of its Iraqi members have signed up for “martyrdom operations” in anticipation of a possible confrontation with U.S. forces, declaring their readiness to act in defense of the Islamic Republic of Iran and Imam Khamenei, in various locations.

Martyrdom operations, in this context, mean fighting on fronts where the chances of survival on the battlefield are extremely low, or deliberately advancing deep into enemy positions to inflict losses while knowing that return may be impossible.

The Islamic resistance follows specific religious rulings in this regard: members are not forced to carry out such duties, but are free to choose the positions and paths in which they wish to fight. The resistance also asks parents—if they have only one son, or if they are physically dependent on him—not to send him to the battlefield.
