Greetings,
Out of Hezbollah’s commitment to national understanding, the protection of sovereignty, and the preservation of security and stability in Lebanon, and in order to support and strengthen a unified Lebanese stance against Zionist aggression and its ongoing violations and breaches of the ceasefire declaration reached through the efforts of the US envoy Hanke Stein following indirect negotiations between the State of Lebanon and the Zionist entity, and in order to block attempts to drag the Lebanese state into new rounds of negotiations that serve only the goals and interests of the Zionist enemy and the forces hostile to justice and rights, we express to you, honorable presidents, and through you to our dear people in Lebanon, our vision regarding the situation and the national position we are committed to and regard as the effective means to safeguard Lebanon’s interests at this critical time for our region and the world.
The ceasefire declaration of 27/11/2024, which was agreed to halt the Zionist aggression against Lebanon, constituted, according to the parties to the agreement, an operational mechanism for United Nations Security Council Resolution 1701 (2006). That resolution defined the area of operations exclusively south of the Litani River and stipulated the removal of weapons and fighters from that area and the withdrawal of the Israeli enemy behind the Blue Line.
While the preamble of the declaration noted that its provisions are steps toward implementing Resolution 1701, the first clause of this declaration stated:
• Israel and Lebanon will implement a cessation of hostilities starting at 04:00 on Wednesday 27/11/2024 in accordance with the obligations detailed below.
The second clause of the declaration stated:
• From 04:00 on Wednesday 27/11/2024 onward, the Lebanese government will prevent Hezbollah and all other armed groups in Lebanese territory from conducting any operations against Israel, and Israel will not carry out any offensive military operations against Lebanese territory, including civilian or military targets, or other state-related targets, by land, air, or sea.
The clauses continued up to clause number 13.
Although Lebanon and Hezbollah have strictly adhered to the content of the ceasefire declaration since its issuance, the Zionist enemy has continued its violations by land, sea, and air, ignoring all calls to cease those hostile practices. Instead, the enemy has blackmailed Lebanon, imposed conditions and demands, and insisted on completing its project aimed at subjugating Lebanon, humiliating its state, people, and army, and luring it into a political agreement that would extract Lebanese concessions to the enemy’s interests in our country and region, as well as recognition of its illegitimate occupation of Palestine.
Although the government’s hasty decision regarding the monopoly of arms was presented by some as a gesture of goodwill, the enemy exploited this governmental mistake to impose the disarmament of the resistance across Lebanon as a condition for halting hostilities: a condition not stipulated in the ceasefire declaration and one that cannot be accepted or imposed.

This requires a unified and dignified national stand that enforces respect for our country and people and protects Lebanon’s sovereignty and dignity.
As for falling into the traps of negotiations, that will yield further gains for the Israeli enemy, which always takes but never honors its commitments. With this brutal enemy supported by the American tyranny, maneuvers or compromises are not effective. Lebanon’s present concern must be to stop the aggression in accordance with the text of the ceasefire declaration and to pressure the Zionist enemy to implement it, and not to submit to aggressive extortion or to be lured into political negotiations with the Zionist enemy, for there is no national interest in that and it carries existential risks that threaten Lebanon’s entity and sovereignty.
In conclusion, as a founding component of Lebanon, to which we have pledged our full and final belonging as a homeland for all its sons and daughters, we affirm our legitimate right to resist occupation and aggression, and to stand alongside our army and our people in defending the sovereignty of our country. Legitimate defense does not fall under the category of a “decision of war or peace” — rather, it is the exercise of our right to defend ourselves against an enemy that imposes war on our nation, refuses to halt its aggressions, and seeks to subjugate our state.
Based on this vision, we approach current developments by reaffirming to all that the present moment calls for unity of efforts to stop the Zionist violations, aggression, and continued escalation against our country, and to repel the security and existential threats facing it. We hold in the highest esteem the patience and steadfastness of our proud and resistant people, who bear with us the burden of oppression and aggression in the hope of preserving national sovereignty and dignity. We pledge to them that we shall remain in the position of honor, dignity, and truth, defending our land and our people, and realizing the hopes and future of our generations.

Along with religious masses, it enjoys support from various sectors and segments of Lebanese life, many of which remain deliberately undisclosed and rightly so, given the ongoing Israeli military aggression. The Israeli war machine, though momentarily restrained under the so-called ceasefire, continues its regular acts of oppression in Gaza, the West Bank, Lebanon, and the occupied Syrian territories. The atrocities have not ceased anywhere; perhaps they are not reported as frequently, but weekly assessments confirm that the violations are persistent and even increasing.
As of November 6, 2025, Israel, which has been boasting and fabricating stories of Hezbollah’s weakness and internal pressure while spreading false propaganda about its constant border presence and readiness to strike the IOF, only reveals its current state of desperation. Israel, alongside its American sponsors, is now reshaping its broader policy to reduce all forms of threats that endanger the Israeli entity’s existence, from rekindling violence in Sudan, a vital logistical hub for the resistance axis, to forming military bases in Eritrea aimed at countering Yemen, and now, with the cooperation of the Israeli-backed governor of Syria, Julani. The US military presence in the heart of Damascus, under the pretext of monitoring a security agreement between Syria and Israel, in reality serves two key objectives: direct control and influence over Syrian political decisions, and establishing a separating line between Turkish and Israeli influence. Beyond that, it is deeply connected to monitoring and restraining the movements of the resistance across the region.
Despite being aware of the catastrophic consequences of an open war, Israel appears hesitant to enter a direct confrontation, knowing Hezbollah’s proven capability for swift counterattacks and long-term endurance even without external support. There is a clear division within the IOF command: one faction advocates prolonging operations to maintain pressure, while another pushes for intensified aerial bombings aimed at dismantling Hezbollah’s military and communication structures. Urgent alert to residents of southern Lebanon, specifically the village of Aita Al-Jabal (Al-Zait).
According to the IOF, it will in the near future strike military infrastructure that it alleges belongs to the organization Hezbollah, in order to respond to what it describes as attempts by Hezbollah to rebuild its activities in the area.
The IOF warns residents of the buildings marked in red on the attached map and neighboring structures that they are located near sites used by Hezbollah. IOF stated: For your safety, you are required to evacuate those buildings immediately and move at least 500 meters away from them.
