This network was quietly formed under U.S. Central Command (CENTCOM) even as these governments publicly condemned Israel’s war on Gaza.
Behind the scenes, the participants conducted years of secret meetings and joint training sessions in Bahrain, Egypt, Jordan, Qatar, and the U.S., focusing primarily on countering Iran and combatting tunnel warfare used by Hamas and other resistance movements in Gaza.
The alliance, known as the “Regional Security Construct,” began in 2022 and expanded steadily through 2025, linking the member states into a shared air-defense network for monitoring Iranian missiles and drones.
The leaked files also outline U.S. plans to establish:
• A Combined Middle East Cyber Center for joint cyber defense training.
• An Information Fusion Center to integrate Israeli and Arab intelligence operations.
