The logic is cynical: cultivate a controlled instability so that proxy forces and militant networks can be redeployed as convenient instruments. Deobandi–Barelvi extremists risk being funneled into the role of pseudo‑jihadis under the banner of difa‑i‑watan, providing cover for operations that serve foreign strategic ends while leaving Pakistan to deal with the humanitarian and security fallout.
This strategy will deepen sectarian fissures, accelerate radicalization among marginalised youth, and damage Pakistan’s social fabric. Economically, temporary bases and renewed conflict would scare off investment, harm trade, and produce new waves of displacement of refugee flows and internal displacement that burden already fragile provincial services. Diplomatically, Pakistan could be pressured into compromises that erode sovereignty: open‑border threats, restrictions on movement, and pretexts for international meddling. Turkey and Pakistan, as regional actors with independent ambitions, will suffer when outside powers treat them as expendable; instability in either capital feeds instability across the region.
Worse still, the narrative machinery around these interventions will weaponize local politics. Media campaigns, intelligence operations, and proxies will be used to delegitimize domestic opposition and to manufacture consent for unpopular security measures. Civil‑military tensions will rise as the state chooses short‑term tactical alignment over long‑term stability. The result is predictable: more violence, a deeper security trap, and a state increasingly incapable of protecting its own people.
What can be done? Pakistan needs an independent foreign policy (impossible without any revolution) that refuses to be a staging ground for other people’s wars, strict civilian oversight of any military‑to‑foreign relations, investment in deradicalization and jobs in the borderlands, and a regional diplomatic push to de‑escalate rather than militarize.
