| Today, Julani and his mafia team cast their votes in the so-called parliamentary elections — a staged performance meant to push the false tag of “democracy” in an attempt to gain relief from sanctions and present a theatrical show to the world.

So, in essence, the remnants of al-Qaeda voted for the remnants of al-Nusra, and the leftovers of ISIS gave their votes to the remnants of Jaysh al-Islam — and vice versa. A full circle of hypocrisy where each faction props up the other to maintain a façade of legitimacy under the banner of a “vote,” when in reality, it’s a recycled network of warlords masquerading as a democratic process.

🟨 | 04/10/2025 — Speech of Shaykh al-Muqawemah Shaykh Naim Qassim (H): (1/2):

This speech was organised on the martyrdom anniversary of Hujjat al-Islam Shaykh Nabil Qawuq (r), who was martyred last year during the Zionist regime’s attack on Lebanon, was born on May 20, 1964, in the Abba region of southern Lebanon.

He served as the Head of Hezbollah’s Executive Council until 2018. Sheikh Qawuq was also in charge of the Preventive Security Unit within the Islamic Resistance until his martyrdom. He was martyred on September 28, 2024, during the Zionist regime’s assault on Dahieh in Beirut.

In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, Lord of the Worlds, and blessings and peace be upon the noblest of creation, our master, beloved and leader Abu al-Qasim Muhammad, and upon his pure, blessed Household, his chosen, righteous companions, and upon all the Prophets and the righteous until the Day of Judgment. Peace, mercy and blessings of Allah be upon you.

Today we commemorate the first anniversary of the martyrdom of the two jihadi leaders, His Eminence Sheikh Nabil Qawuq, may Allah be pleased with him, and Sayyid Suhail al-Husseini (Sayyid Ahmad), may God be pleased with him. I will speak about them, and then address political matters at the regional and domestic levels.

A word about the martyr Shaykh Qawuq:

His Eminence Shaykh Nabil Qawuq was born in Musaytbeh in 1964, from the southern village of Abba. He went to the holy city of Qom in 1981 and remained there for ten years studying religious sciences. He was a comrade of His Eminence Sayyid al-Hashimi Sayyid Safi al-Din, may God be pleased with him, who was martyred on a day like this, on October 4 of last year. We marked the anniversary together with His Eminence the master of the martyrs of the nation, Sayyid Hassan Nasrallah, may God be pleased with him, and we thought it appropriate that this particular commemoration be dedicated to the two jihadi leaders Sheikh Nabil and Sayyid Ahmad because of their special status, and to speak a little about them.

He participated in the front of the imposed war against the Islamic Republic as a messenger and a mujahid, and he took part in several operations there — in al-Faw, Shalamjah, the Battle of Badr al-Kubra, and Fajr — meaning he contributed to confronting the imposed war on the Islamic Republic of Iran, convinced that the field is one: when the enemies target the Islamic Republic, they target the Islamic Resistance, they target the truth, they target Palestine. All of this is one and the same targeting, and therefore everyone present anywhere in this region bears the responsibility to contribute as much as they can. Such was Sheikh Nabil’s vision, the same vision held by Sayyid Hashim, may God be pleased with him, who also went to the front and provided the needed participation.

In 1991 he returned to Lebanon and assumed the responsibility of deputy head of the southern region until 1993 under the leadership of Sayyid Hashim. We always found Sheikh Nabil alongside Sayyid Hashim and they remained together in various positions. From 1993 to 2010 he became the head of the southern region. From 2010 to 2018 he served as Deputy Chairman of the Executive Council, meaning the deputy of His Eminence Sayyid Hashim. From 2018 until his martyrdom he was responsible for the Preventive Security Unit. A notable point here: how does one move from being Deputy Chairman of the Executive Council — a high-ranking position — to the Preventive Security Unit? For one reason only: His Eminence Sayyid Hassan, may God be pleased with him, asked him to take that role, and he responded, “We will obey.” He was always among those who followed the orders of the wali and the leader without question, and that leader was His Eminence Sayyid Hassan, may God be pleased with him.

At that time His Eminence Sayyid aimed to place Sheikh Nabil in that post because the Preventive Security intervenes in individuals’ private matters and looks into certain affairs that require legal (Sharia) precision. It was necessary to have a learned scholar who could say: this is permissible and this is not permissible, this is correct and this is wrong, this is deviation and this is unlawful, because sometimes the suspicion of spying arises. It is not permissible to spy on brothers or invade their privacy, yet sometimes there is a suspicion that requires careful handling, and this was under the care of His Eminence Sayyid Hassan. It became clear to him that the one able to carry out this task was Sheikh Nabil, which demonstrates his piety and capability for this matter.

He cared for the mujahidin, whether when he was in the south or when he came to Beirut and to the center; indeed he even traveled to Syria on several occasions to meet the mujahidin, and he supported some of their gatherings, graduations, and preparations. He remained close to them. He did not abandon teaching and religious instruction so as to remain immersed in the atmosphere, and he engaged in scholarly discussion with a number of scholars. He authored works on the Prophet’s biography, ethics, and creed.

His Eminence the Sheikh was an exemplary, giving jihadi model, full of awareness, faith, and connection to God. He was among those who performed night vigils, recited the Qur’an, and prayed in the depths of the night. He adhered for many years to a devotional program: he read Ziyarat Ashura and the Dua al-Ahd daily, and he consistently recited three juz’ of the Qur’an each day in honor of the Quran. He was distinguished by his meticulous organization, his refusal to procrastinate, his strong will and determination, his good opinion of God, and his constant optimism even in the darkest circumstances, and he was attentive to fulfilling people’s needs directly.

Today we speak of leadership models, each with distinct characteristics, but united by a common factor: this great faith, the connection to Islam, the connection to the wilaya (leadership), and the connection to jihad. At the same time, there is a luminous personal experience on an individual level.

Allah Almighty says: “Allah will exalt those who believe among you and those who are granted knowledge to high degrees. And Allah is Acquainted with what you do.”

His martyrdom occurred at the beginning of the Battle of Awwal al-Ba’s, on September 28, the day after the martyrdom of the master of the martyrs of the nation, Sayyid Hassan, may God be pleased with him. Here it should be mentioned that twelve of the religious scholars (twelve among the turbaned clerics) were martyred in the Battle of Awwal al-Ba’s. As we commemorate Sheikh Nabil today, we recall his fellow scholars who were martyred in the battle. This is evidence that the scholar among us is an inseparable part of the life, social, political, jihadi, and practical movement of the Ummah: he fights as they fight, lives as they live, and works in a direction that pleases God.

To the spirit of His Eminence Sheikh Nabil, and to the souls of the righteous martyrs among the scholars and clergymen, and to our most sacred master, and to His Eminence Sayyid Hashim, and to all the righteous martyrs and those who were killed in the path of God from among the sons of the resistance, we dedicate the reward of the blessed Sura al-Fatiha with prayers upon Muhammad and the family of Muhammad.

I will speak about the regional and domestic situations, starting with the regional situation. There is a clear banner we must keep in front of us so we do not lose our direction: Israel is working on the “Greater Israel” project, and the United States fully supports it. Every step you see is part of the Greater Israel project. Any indication of a certain retreat is actually a tactical retreat because the conditions did not allow it, awaiting better circumstances. For ten, twenty, or thirty years, we have always said: if you see Israel not expanding in a particular area, or not increasing its occupation in a certain area, or withdrawing from Sinai under the Camp David agreement, or implementing the Wadi Araba agreement, this is because it could not digest that level of occupation and needed additional time to consolidate what it had taken before moving on to additional occupation.

What we have seen in Gaza over the past two years is an integral part of this project, which Netanyahu made clear about a month ago. Therefore, we are facing the Greater Israel project, and everything in the region is interconnected. You cannot separate what is happening in Gaza from what is happening in Lebanon, Syria, Iraq, Yemen, Saudi Arabia, Qatar, the entire region, and Iran. You cannot isolate the matters because the goal is one, and the main player is the criminal enemy Israel, supported by the tyrant America under Trump.

We all must confront this danger. When we say we must confront the Greater Israel project, if someone tells me, “But what does this have to do with us? As long as they are killing in Gaza and committing crimes there, our country is far from it,” my brother, you are targeted in Lebanon, and in every region. The first step is currently in Gaza, but all other steps have a certain dependency that will occur someday according to the Israeli perspective, or they will pursue it.

Hence, when we confront Israel, each of us must confront it according to our position, our capabilities, and our plan. Even if one is not convinced of or does not believe in the legitimacy of the Palestinian cause, at least one must be convinced to keep the danger away before it reaches them, because the project will reach them sooner or later according to Israeli planning.

Trump’s Plan is Full of Dangers

Today, Trump proposed a plan for Gaza, calling it a “Peace Plan.” In reality, this plan is full of dangers. It is enough that everyone understood that the American plan, composed of 21 points, was initially presented to some Arab countries. Meetings were held with Netanyahu and others, and modifications were made entirely in Israel’s favor. Several points were changed to lead to the Greater Israel project that Israel wants to achieve politically after failing to gain it through military aggression, massacres, starvation, and all the atrocities committed in Gaza.

Therefore, we are facing a plan full of questions and uncertainties. Some officials from Arab countries expressed surprise at this matter and requested clarifications. This plan is built on Israel taking everything: Israel retains full security control over the land, is completely disarmed, fighters are removed entirely, administration is international, Palestinians cannot manage their own affairs, and prisoners are taken from the very first days. In short, it strips the resistance of its existing leverage. What have we gained after all these long battles?

The plan presented by Trump is, in fact, a plan, as Netanyahu said, aligned with the five principles set by the Israeli government to end the war. This is to say, it is an Israeli plan in American guise.

In any case, I will not delve into the details. Ultimately, the Palestinian resistance (Hamas and all factions) are discussing and deciding what they consider appropriate. But why did Trump present the plan at this particular time? There are four main reasons for introducing this plan:

Main Reasons for Trump’s Plan:

1.Exonerate Israel before global opinion:
This plan clears Israel amid the global wave condemning it, because the world views Israel as criminal, genocidal, and non-coexistent. The crimes committed are unbearable, creating pressure. Trump wanted to show that Netanyahu could accept a plan adopted by the US, creating an appearance of ceasing the war, preventing famine, and avoiding major problems. It is a way of getting Israel out of the dilemma it faces, as it does not want to accept any solution granting Palestinians their rights.

2. International support for Palestine: Most countries, especially through the UN and voting, support a Palestinian state, oppose the genocide, and do not agree with what is happening. If the UN Security Council were responsible, the overwhelming majority of over 150 countries should issue a position condemning Israel and granting Palestinians their rights.

3. Popular movements in the US and Europe: There is unprecedented popular activism in America and Europe. Previously, any opposition to Israel was immediately labeled anti-Semitism. But today, the scale of activism has erased that labeling; even Republican youth are mostly against Israel’s actions. Trump’s effort is to soften Israel’s image.

4. The Global Fleet of Resilience

around fifty ships with youth gathering from European countries, America, South America, and nations around the world — these living bodies come to Palestine, to Gaza, to stop famine and to stop the extermination. This action carries great significance both in the present and for the future; it shows to what depths and moral collapse Israel has descended.

And here we must certainly send a special salute to Spain for its courageous positions, both at the level of government and at the level of the people, because it carried this cause in a distinguished manner compared with other countries.

For these four reasons, Trump is trying to soften Netanyahu’s and the Israeli entity’s image and to suggest that they are moving toward peace. In any case, we will wait for the response the Palestinians will give, because this is a plan and an idea, not an agreement, and therefore nothing can happen except by agreement.

We know that surrender is not in the vocabulary of the Palestinians — those who have sacrificed 66,000 martyrs and 169,000 wounded, who have confronted extermination, starvation, and displacement from place to place. This people cannot surrender, nor can this resistance surrender. This should be clear and present.

This great steadfastness of the Palestinians will certainly bear fruit in time. How long will Israel remain? It is declining internationally and even losing its capacity to carry out all of its various attempts. Israel will not be able to take from the Palestinians by war what it failed to take, for the Palestinians have the will and the sacrifice.

I wish the countries of the region, especially the Arab states, would take advantage of Spain’s stance and act like it did — I wish. But I have a lesser request: I hope the concerned Arab countries that follow the Palestinian issue will not pressure the resistance. If they do not want to support the resistance, if they do not want to support the Palestinian people in their struggle against Israel, then at least, my brother, do not pressure them; neither help nor pressure them, so that Israel will not benefit from there being someone who pressures the Palestinians in addition to Israel and America.

I believe Qatar’s message was clear from the assault against it by Israel; President Trump’s statements and Netanyahu’s statements regarding the region are clear — at least take the future into account.

On the internal situation in Lebanon

Now I will speak about Lebanon. Regarding Lebanon I will address three matters:

First: Lebanon is in the eye of the storm because of Israeli aggression, its ongoing transgression, and extended crimes, all fully backed by America with military, political, media, and other forms of pressure. But it must be clear that Israel’s goals are not an inevitable fate. If Israel set objectives and, with America’s pressure and world pressure, tried to achieve them, who says they can accomplish what they want? They cannot.

You know they expected that after the agreement and the passage of sixty days they could achieve some political objectives in Lebanon. Since then they have been pressing through politics via America and through military pressure by daily killings — killing civilians, engineers, families in Bint Jbeil, children, even striking bulldozers and crops, attacking any house, any form of life — on the basis of pressuring the resistance and its people to achieve their goals: to leave Lebanon powerless and stripped, thus making it easier for them to enter and implement their plans as they do in Syria.

Five things that foiled the enemy’s plan:

Let me tell you so you know: there are five things that surprised them in Lebanon and foiled their plan. I mention them so you understand that Israel’s goals are not inevitable.

First: They expected us to reciprocate breaches. When they began Israeli breaches, they expected us to respond in kind, giving them the pretext to escalate more and continue claiming that we were the cause.

We took the decision that the state is responsible and that we must be patient, thereby nullifying that step.

Second: Through direct American intervention they sought to construct the Lebanese state — elect a president, form a government, and manage other details — on the basis that the party (Hezbollah) was weak and preoccupied with its own conditions, living conditions, destruction, war, and the like, and therefore could be sidelined, allowing them to shape the state as they wished. They pressed politically from that moment until now, but they were surprised that we participated effectively in the state; we are now an inseparable part of the state apparatus and we play a significant role, contributing to rebuilding and revival.

Third: They interfered in the composition of state institutions to achieve politically what they could not achieve by war, but it became clear that the internal equation does not permit that because we fully represent our people. Hezbollah and the Amal Movement together have complete parliamentary representation in their constituencies. When there was a poll on the issue of weapons — do you agree to disarm? — around 95%, even up to 96% in some readings, do not accept disarmament among the Shia. More generally, according to some institutional statistics, 58–60% in Lebanon oppose disarmament for national reasons and the defense of the country; this was also surprising to them.

Fourth: They wanted sedition with the Lebanese Army — that the Lebanese Army would fight the resistance and the people of the resistance under the banner of exclusive possession of weapons. But the conduct of the Lebanese Army and its leadership was wise, and there are those with vision who want to build Lebanon. Therefore both the Army and the Resistance were clear that sedition is rejected and must never occur between us; everything can be understood and cooperated on.

Fifth: It is true there is no military parity between us and Israel — they surpass us in military capability — but there is also no simple equivalence between us and Israel, because we surpass them in our attachment to our homeland, our belief in our rights, our readiness for sacrifice and jihad, our steadfastness in the will of resistance, and because we have a great historical people who cannot be defeated. Thus we have been able to create a form of parity that helps us confront their arrogance and projects and prevents them from achieving them.

These five factors surprised them, and therefore they could not advance. And I tell you now: they could not advance because you have a strong, brave, believing people with will, who know that the path of surrender is a path to political, social, and human annihilation — something that neither Israel, nor America, nor the clients who follow them can grant.

The government must pay attention to the issue of restoring sovereignty

Second point: The government must focus on the central issues. What are the central issues? Restoring sovereignty is one of the central issues. You must know that the Taif Agreement is not a matter of opinion; Taif is an agreement and not a tool to be used for balance-of-power maneuvers. Taif is supposed to become a constitution, and parts of it that have not yet been implemented must be implemented.

Authentic citizenship is what will free and protect Lebanon. Whoever is an honorable and dignified Lebanese citizen works with his partners in the homeland to protect this country.

I want to ask you: what have you done to restore sovereignty? The head of restoring sovereignty is expelling Israel from Lebanon and stopping the aggression. What have you done to restore sovereignty? Do you communicate with the major powers? Do you try to exert pressure? Move more, speak more, bring the issue to the Security Council — do not leave any forum in which you should insist on the necessity of restoring sovereignty, because that is the cornerstone of restoring stability and rebuilding the country.

The government is negligent in how it follows up on restoring sovereignty. What prevents the government from placing the Israeli issue on every cabinet session agenda, criticizing it, raising proposals, discussing it, and forming committees? Make it your daily bread: whenever a visitor comes to you, instead of asking, “What do you do to please them?” ask, “What must they do to satisfy you?” It is most important that you, in your government positions, remember you are responsible for this people and for protecting the country.

As for other political forces: have their tongues been silenced? There are some forces that do not say a word about Israel, that do not criticize what is happening, that do not call for Israel to leave. They say, “We talked about this once three or four months ago.” You talked once? Meanwhile, there are issues inflaming the streets constantly — media and channels working day and night to incite. Why? Because there is an attempt to create sedition, to gain advantage and domination over the other partner in the homeland. But when it comes to the Israel issue, they are silent because America wants it that way. How can one find consistency in that?

I tell you: step away from that, people. These political forces that accommodate America and Israel so as not to upset those two countries pose a serious problem. You have citizens you will live with for as long as God wills. Obsessing over small issues at the level of government or political forces is inappropriate, and these small issues do not relieve the government of its responsibility on the larger matter. Small matters can be solved and negotiated; do not make a big story out of them. It is nothing shameful, truly nothing shameful — everything can be handled through discussion.

Let us join hands to confront Israel and to restore sovereignty, especially since Taif calls for it: “by taking all measures and working to remove the Israeli occupation completely.”

Taif states: “to implement Resolution 425 and all Security Council resolutions calling for the complete removal of the Israeli occupation.” Where is the complete removal? Are we working on it? We must work on it.

Reconstruction Must Take Place

Second point for the government: Reconstruction must take place. In your ministerial statement, you said you want reconstruction — this is a responsible and wise commitment. But at the same time, programs and details must be put in place. Now it appears that some disrupted quorum in Parliament when the discussion reached $250 million related to the World Bank loan for rebuilding infrastructure and some institutions. Why act this way? We should all, as a government and political forces, think about reconstruction in any possible way.

In any case, I address the government now: without reconstruction, it is difficult for the wheels of the country to start moving toward progress and stability.

When it comes to reconstruction, do not think you are giving a “grant” to someone. No — reconstruction is for your benefit, for the benefit of citizens, and for the benefit of the country.

Do you know what reconstruction means? Reconstruction means launching an economic cycle from one end of the country to the other. Engineers will work, laborers will work, material suppliers will work — all economic activity will revive. There will be an economic revolution in the heart of the country because of reconstruction. It brings economic activity and social movement, helping people return to their homes and earn a living through reconstruction work. This alleviates poverty and strengthens the country’s limited resources.

Reconstruction also carries political significance — it demonstrates solidarity against the enemy. No matter what the enemy does, we remain united. It also has developmental results. I say the government is responsible for making reconstruction a top priority, putting practical programs in place, and including it in the budget.

On the Electoral Law

Third point: There are laws in the country that must be enacted to organize life in the country. Let us work with greater determination than currently exists. I speak not only about laws related to financial and economic reform — those must be enacted — but today there is the law called the electoral law.

There is an existing law — let us implement it. No, they want to choose a law tailored to their interests, so that it benefits one side over others. The electoral law must not be made to suit a particular side; we are partners in the homeland.

If we are partners, the most important principle in the constitution states: “Lebanon is a democratic parliamentary republic based on respect for public freedoms, foremost among them freedom of opinion and belief, and social justice and equality in rights and duties among all citizens without distinction or preference.”

Where is equality without distinction or preference? When you say expatriates can vote for 128 representatives, and we — Hezbollah, Amal Movement, and other forces — cannot run electoral campaigns in many European, Arab, and even American countries, while you have full freedom to campaign. There are people who do not vote because they fear repercussions, being spotlighted, losing salaries, facing problems, or being expelled from the country they live in. How can you expect us to agree with this system if our supporters cannot even participate freely?

There is a law giving six seats to expatriates — fine, we cannot operate fully, but six seats can be carried. But how can we work with 128?

There is an existing law that can be applied with some details if they wish. But they do not apply it.

Notably, one political force, whose leader was very clear, said: “Yes, we want expatriates to vote for 128 representatives so we can weaken Hezbollah and Amal and reduce Shia support. If we get one, two, or three seats, it will benefit us.” But you are creating tension on the basis of hostility — why? If you want to take your share, fine, take it naturally. Why create tension?

In any case, we support fair representation. If others demand representation according to tutelage pressures, we say: “This will not work because it violates proper citizenship.”

We ask God to guide us always on the right path, to work for the benefit of our country, our homeland, and our dignity.
