He affirmed that Iran is ready to play an active role in ensuring collective security and expanding cooperation, adding that the organization should pursue two parallel tracks: peacebuilding and strengthening financial cooperation to reduce the impact of sanctions. In this regard, Iran has put forward several proposals, including establishing a Foreign Ministers’ Committee to manage crises and respond quickly to violations of members’ sovereignty, launching a “Shanghai Special Accounts and Settlements” initiative to reduce dependence on the dollar, utilize central bank digital currencies, and create a currency-swap fund, as well as supporting the creation of specialized security centers, a drug-trafficking control center, rapid-reaction mechanisms, and a strategic studies hub. Pezeshkian also underlined that Iran, with its unique geopolitical position, is prepared to provide the foundation for expanding regional cooperation, noting that Chabahar Port will soon be connected to the national rail network, linking China, Central Asia, and Afghanistan to the Indian Ocean. He emphasized that the implementation of the SCO’s 10-year development strategy represents a historic opportunity for cooperation in infrastructure, energy, the digital economy, environment, culture, and science. Finally, he stated that Iran supports the Global Governance Initiative of China’s President, describing it as an important step toward a fairer world.

Pezeshkian stated that the illegal military aggression against Iran is a clear example of the failure of the contemporary world to establish peace and international security, speaking during the 25th summit of the Shanghai Cooperation Organization (SCO). He emphasized that the SCO is a symbol of peace-seeking and friendship among its members in a world faced with new crises every day. Referring to the illegal military aggression against the Islamic Republic of Iran by the Zionist regime and the United States last June, as well as the ongoing massacre of the oppressed people of Gaza and the widespread misuse of illegal sanctions against various countries, he stressed that these are clear manifestations of the failure of today’s global system in achieving an effective model for global governance and for consolidating peace and international security. He noted that since its establishment, the SCO has consistently emphasized the principles of mutual trust and benefit, equality, collective consultation, respect for cultural diversity, and shared development, setting its foremost goal as the guarantee of collective security and the expansion of cooperation across diverse fields. In line with these principles, Pezeshkian affirmed that the Islamic Republic of Iran is fully prepared to play an appropriate role in advancing these objectives.

Pezeshkian, speaking at the 25th summit of the Shanghai Cooperation Organization (SCO), emphasized that the Islamic Republic of Iran believes the SCO, as one of the key pillars of building a multipolar international order, must take concrete, practical, and transparent steps along two parallel paths: creating a more peaceful world and building a world more conducive to expanding economic cooperation. He underlined Iran’s specific proposal for more organized pursuit of two essential goals: the necessity of peace-building and the necessity of strengthening financial cooperation to reduce the impact of unilateral sanctions. On the matter of peace-building, he called for the formation of a committee composed of the foreign ministers of SCO member states, tasked with discussing the various crises threatening regional peace and security, formulating practical proposals for crisis management, and establishing mechanisms for their effective follow-up.

He highlighted that the Islamic Republic of Iran, with its unique geopolitical and transit position and access to various regions, is fully prepared to provide the necessary platform for expanding regional cooperation and enabling access for interested countries. He announced that through ongoing efforts, the Chabahar port on the Indian Ocean will soon be connected to Iran’s nationwide railway network, creating a significant transformation by linking China, Central Asian countries, and Afghanistan to the Indian Ocean. He further invited investors to take advantage of various facilities and incentives available for the development of this port and the establishment of logistics centers. Pezeshkian stressed that the implementation of the 10-year development strategy of the SCO represents a historic opportunity to expand cooperation and investment in infrastructure, technology development, energy, digital economy, climate and environmental action, culture, and science, and affirmed that Iran is ready to play an active role in achieving these goals.
