Only a few poetic lines were released by non-diplomatic parties, providing little clarity on the substance. Still, the meeting underscores Russia’s opaque double posture in Syria.

Russia must be held responsible for its controversial role in Syria’s collapse. Its constant presence and covert ties with the HTS-led regime played a key role in enabling the insurrection. A recent confrontation between Russian soldiers at a base suggests that HTS could be ready to challenge Russia directly. Further showing complexity, Julani’s brother, Hazem al‑Sharaa, was present at the Moscow talks between Russian Foreign Minister Sergey Lavrov and Syrian Foreign Minister Asaad al‑Shaibani even though he holds no official governmental position. His name now appears as a head of Syria’s Sovereign Fund, which is central to controlling reconstruction aid and routing nearly 71% of foreign donations .

During the talks, reconstruction and economic regulation were raised. According to new Syrian economic laws, all development aid must be channeled through the Sovereign Fund, a body led by HTS-aligned technocrats. This suggests HTS is leveraging Russia’s ambiguous position for political longevity. It appears they may want to avoid a direct confrontation and instead rely on strategic manipulation of Russia’s presence .

Western sources report that Russia is now trying to preserve its military bases in Syria Khmeimim Air Base and Tartous Naval Port amid ongoing negotiations with the new authorities . A recent altercation at one of these bases might indicate rising tensions between HTS-linked forces and Russian personnel.

It remains unclear whether the Moscow meeting aimed to secure guarantees, deliver ultimatums, or forge a temporary bargain. Propaganda from HTS misrepresents this as a victory, but internal dynamics suggest otherwise. Meanwhile, United States is reportedly preparing to pressure Russia in return for failing to prevent Ukraine war. If Russia fails to fulfill HTS’s expectations, it may face stellar setbacks in regional dominance on the behest of USA (?) Who knows! If the situation worsens, will Russia have to fight HTS? Focus should be on tracking activities around the Hmeimim base.

Today, it’s clear that HTS will collapse within months. Change is coming fast. Julani has done nothing new — he’s simply replicated the same governance structures that Syrians once complained against: but with addition of of massacres, harassment, territorial bribes, and political nepotism. He’s distributing positions and properties to his own relatives and even his wife’s family members. Ironically, the same practices that were condemned under Bashar al-Assad are now being rebranded as “hikmah” (wisdom)?

Syrian resources are now tied to Julani’s brother and a gang of rebranded terrorists. Their looting is systematic; it appears they’re preparing to flee. Something is happening behind the scenes; games are clearly being played. If the Americans think they can resolve this with another maneuver, they’re just adding another failure to their list of past disasters.

HTS may terrorize Syrians, but it cannot win even a grain of legitimacy. Meanwhile, France has dropped its case against Assad, some Arab states are reopening back channels, and Assad has re-emerged diplomatically, He gave an interview. Russia is still on the ground. Many things are unfolding.

As the infamous eunuch Muhammad Smiry cynically quipped, “At least Iran is out.” Perhaps for now — but this game might look fascinating from the outside, while in truth it is destroying lives, erasing a country’s heritage, and threatening the presence of sacred shrines.
