On June 13, 2024, Ayatollah Sistani issued a fatwa calling for mandatory mobilization against ISIS. This fatwa led to the mobilization of hundreds of thousands of men, trained and organized by the top resistance commander, Shaheed Qasem Soleimani, and Shaheed Abu Mahdi al-Muhandis, along with around 400 trainers, guides, coaches, and commanders from Hezbollah and other systems.
This fatwa was intended to be delivered by Ayatollah Sistani (h), whose presence became crucial for Iraqi resistance. However, the absolute “hukm” (ruling) was that of Imam Khamenei, which significantly impacted Ayatollah Sistani’s role.
