Subject: Official Statement and Update from EMSA-Ethiopia on the Upcoming Medical Students' Exit Exam
The Ethiopian Medical Students Association (EMSA-Ethiopia) would like to provide an update and a statement on the upcoming exit exam for medical students.
During our 8th National General Assembly held in Jimma (April 23-29, 2023), representatives from nearly 25 local chapters (branch offices in medical schools) identified the need for a task force to address medical students' concerns and requirements regarding the exit exam. As per the decisions made on the general assembly, the EMSA-Ethiopia Executive Board facilitated the appointment of task force members, consisting solely of interns, and provided support for their initiatives.
Unfortunately, the task force encountered unforeseen challenges in leading communication and advocacy efforts for the exit exam. Consequently, the Executive Board assumed this responsibility
and engaged in discussions with the relevant Ministry of Health (MoH) and Ministry of Education (MoE) bodies. As of June 16, 2023, we would like to share the following updates:
1. General Information:
- A single exam will be administered, awarding both a degree and a license to medical students.
- The MoH requested the MoE to administer all health field exams earlier. This request was accepted by the MoE, therefore, all health exams will take place on Friday, July 07, 2023 (ααα₯, α°α 30, 2015)
2. Examinees:
- Schools administering the exam this year are those whose university deans have informed the MOE of medicine graduates from January 2023 (α₯α 2015) onwards. Graduates from these institutions must return to take the exam, or their degrees will not be authenticated by the Ethiopian training authority.
3. Contents
- The exit exam will be case based using the MoH (COC) framework but modified to assess for clinical competency.
4. Grading System:
- The MoE and MoH will grade the exit exam separately to issue the degree and license, respectively. The MoE will have a pass rate of 50%, while the MoH will use its own criteria, similar to previous licensure exams. Results will be Pass or Fail, with the number of attempts indicated on the final results.
5. Graduation:
- Although not yet confirmed, officials have stated that grading will be finalized by the end of July, 2023 (ααα 2015), with students graduating by then.
6. Frequency:
- The MoE is open to administering the exam multiple times per year. EMSA β Ethiopia will be advocating to the MOE for the exams to be held in regular cycles similar as to how the MoH does for the COC.
Moving forward, EMSA-Ethiopia is actively communicating with relevant officials to obtain more detailed information about the exam content. We have been informed that the blueprint has been distributed to school deans, and we encourage students to contact their deans for further information and to request mock exams. EMSA β Ethiopia will be sharing the mock exam administered in other campuses for Interns to get prepared on it. We also urge medical school deans to consider the adequacy of preparation time and provide time off from internship duties.
Please note that this information is subject to change, as discussions are ongoing. A joint official statement from the MoE and MoH is expected to be released within the coming week. We urge the ministry to address this matter promptly, as the exam date is fast approaching and students need clear guidance for adequate preparation.
We also request media outlets to investigate and evaluate the circumstances surrounding the exit exam implementation and advocate for our future doctors.
In conclusion, EMSA-Ethiopia remains committed to the rights of all medical students and will support them during this period.
