In relation to the proposed new Bill, the criminal justice (incitement to Violence or Hatred and Hate Offences) Bill 

This new Bill is in breach of many articles of the Irish Constitution, there are 7 articles below where the provisions have not been met. 

This Bill is repugnant to the Irish Constitution, therefore should be invalidated.

Article 15.4.1 
The Oireachteas shall not enact any law which is in any respect repugnant to this Constitution or any provision thereof. 

Article 15.4.2 
Every law enacted by the Oireachteas which is any respect repugnant to this Constitution or to any provision thereof, shall, but to the extent only of such repugnancy, be invalid.

This Bill has not been written and communicated with the Irish people in our official Irish language 

Article 25.4.3
Every Bill so signed shall be promulgated by the President as a law by the publication by his direction of a notice in the Iris oifigiúil stating that such Bill has become law. 

Can you provide the evidence that the bill will be enrolled in the office of the Registrar of the supreme court.

Article 25.4
As soon as may be after the President has signed any Bill and promulgated it as a law, the signed text shall be enrolled for record in the office of the Registrar of the Supreme Court and such signed text shall be conclusive evidence as to the provisions of such law.

Why has this Bill not been put forward for a Referendum, this article clearly states that any change to the Constitution should only be changed by a Referendum 

Article 46.2
Every proposal for an amendment of this Constitution shall be initiated in Dáil Eireann as a Bill, and shall upon having been passed or deemed to have been passed by both Houses of the Oireachteas, be submitted by Referendum to the decision of the people in accordance with the law for the time being in force relating to the Referendum.



Article 63 
A copy of this Constitution signed by the Taoiseach, the Chief justice, and the Chairman of Dáil Eireann, shall be enrolled for record in the office of Registrar of the Supreme Court, and such signed copy shall be conclusive evidence of the provisions of this Constitution.  In case of conflict between the Irish and the English texts, the Irish text shall prevail.
